A MINISTER to move that leave be granted to move the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

(a) CONSIDERATION AND PASSAGE OF BILLS
1. THE PUNJAB FOREST (AMENDMENT) BILL 2015 (BILL No. 37 of 2015)
A MINISTER to move that the Punjab Forest (Amendment) Bill 2015, as recommended by Standing Committee on Forestry and Fisheries, be taken into consideration at once.
A MINISTER to move that the Punjab Forest (Amendment) Bill 2015, be passed.
2. THE PUNJAB TECHNICAL EDUCATION AND VOCATIONAL TRAINING AUTHORITY (AMENDMENT) BILL 2015 (BILL No. 43 of 2015)
A MINISTER to move that the Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2015, as recommended by Standing Committee on Industries, be taken into consideration at once.
A MINISTER to move that the Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2015, be passed.

Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Question Hour
Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development & Public Health Engineering answered the questions.
Call Attention Notices
Two Call Attention Notices were taken up. The Call Attention Notice moved by Ms. Shunila Ruth regarding dacoity of 10 tola gold and two hundred thousand rupees at the residence of Malik Masood, resident of Kahna, Lahore and the other Notice moved by Mr. Muhammad Sibtain Khan regarding murder of the son of Dr. Muhammad Nazir a senior surgeon on resistance during kidnapping attempt by the dacoits at district Mandi Bahauddin, were disposed of.
The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.
Privilege Motions
Two Privilege Motions were taken up. The Motion moved by Mr. Muhammad Arif Abbasi regarding misbehavior of Mr. Nasir Mumtaz, Chowki Incharge, Airport Society with the member concerned, was kept pending. The second Motion of Mian Tariq Mehmood regarding wrong and misleading answer given by the Revenue Department against the question asked by the member concerned during Question Hour held on February 9, 2016 was referred to the Committee on Privileges with the direction to submit its report within two months.
The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
Adjournment Motions
Two Adjournment Motions were taken up. The Motion moved by Mr. Amjad Ali Javed regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, was kept pending and the other Motion moved by Ch. Ashraf Ali Ansari stating that one year period to operate patients suffering from various disease, is being given by the doctors at Civil Hospital, Gujranwala, was disposed of.
The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
Government Business
Consideration and Passage of Bills
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved “The Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2015 (Bill No.43 of 2015), which was passed by the House.
General Discussion
CONCLUSION OF GENERAL DISCUSSION ON AGRICULTURE AND GRIEVANCES OF SUGARCANE GROWERS
Dr. Farrukh Javed, Minister for Agriculture while concluding the discussion on Agriculture and Grievances of Sugarcane Growers admitted plight of the farmers but not to that extent as was portrayed by the members. He said our farmer is not starving although government is working on a comprehensive plan to uplift his financial conditions. He said that there are few factors which affected our agriculture sector but it is progressing gradually. He informed that government had not only provided subsidies on electricity, fuel, tractors and laser leveler but also reduced the sales tax on fertilizer from 17% to 7% and tax on agriculture equipment from 43% to 9%. He ensured the House that suitable legal proceedings would be initiated against the sugar mill owners who fail to make payments to the farmers.
The House was then adjourned till Friday, February 12, 2016 at 9:00 am.
