Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Labour & Human Resource and Information & Culture Departments were asked and Mian Naveed Ali, Parliamentary Secretary for Labour & Human Resource and Rana Muhammad Arshad, Parliamentary Secretary for Information & Culture answered the questions.

Fateha

The House offered Fateha on the sad demise of wife of Mian Miraj-ud-Din, former Provincial Minister and mother-in-Law of Dr. Nausheen Hamid, MPA (W-356).

Call Attention Notices

Call Attention Notices Kept Pending on 1, 4 and 15 February 2016

Four Call Attention Notices kept pending on 1, 4 and 15 February 2016 were taken up. The Call Attention Notice moved by Ms. Faiza Ahmad Malik regarding murder on resistance of a security Incharge naming Noor of a Rice Mill located at Kot Kizra, Gujranwala and looting Rs.5 million during a dacoity near Lohianwala by-pass and the Notice moved by Mr. Ehsan Riaz Fatyana, regarding murder of a citizen on resistance and looting money and valuables from his family by the dacoits at Nowshera Virkan, district Gujranwala, were disposed of. The Notice moved by Ch. Akhtar Ali Khan regarding assassination of Ch. Shamshad Ahmad Khan along with his son and friend at Kamoki, Gujranwala and the Notice moved by Mian Tariq Mehmood regarding assassination of Awais son of Seth Zulfiqar Ahmad by the kidnappers at Lala Musa, Gujrat, were kept pending.

Current Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Dr. Nausheen Hamid regarding looting four hundred thousand rupees from Mr. Umar Saleem, resident of DHA, B-Block, Phase-1, Lahore by the dacoits and the other Notice moved by Ch. Muhammad Akram regarding dacoity of valuables including currency, ornaments and mobile cells worth eight million rupees at the residence of Mr. Farooq Ahmad s/o Ch. Nazir Ahmad located at Hakeem Khadim Ali Road, Usman Park, Sialkot, were disposed of.    

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Mr. Ehsan Riaz Fatyana, regarding failure of mega project of Jhal Chowk underpass Faisalabad worth rupees two billion, undertaken by district administration and water leakage after its one year completion, which could not be traced even by the experts and the second Motion moved by Ms. Faiza Ahmad Malik regarding sale of earth clay of Chung Forest of Sharaqpur Sub-Division worth 180 million by the Forest Department at lower rates in connivance with the Administrator Forest, Lahore and near relative of Conservator Lahore, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid before the House the ANNUAL REPORT ON TECHNICAL EDUCATION AND VOCATIONAL TRAINING AUTHORITY (TEVTA) FOR THE YEAR 2012-13.

 

GENERAL DISCUSSION

GENERAL DISCUSSION ON ORANGE LINE

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs initiated the debate on Orange Line Metro Train and apprised the House that the project was conceived in 1991 and at that time, Japan International Cooperation Agency had conducted a survey and recommended setting up at least one metro project due to growing need for public transport. He informed that the total allocation for the project was Rs.165 billion including Rs.15 billion contingency allocation. He said that there was no comparison between the Amritsar metro project and the Lahore metro project as it is new and naturally costs more. The following members participated in the discussion: Mian Mehmood-ur-Rasheed, Leader of the Opposition, Mian Khurram Jahangir Wattoo, Rana Muhammad Arshad, Mian Muhammad Aslam Iqbal, Bao Akhtar Ali, Mr. Muhammad Sibtain Khan, Mr. Ahmed Khan Bhachar and Sardar Vickas Hasan Mokal.

The House was then adjourned till Friday, February 19, 2016 at 9:00 am.
