Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Cooperatives and Zakat & Ushr Departments were asked and Malik Muhammad Iqbal Channar, Minister for Cooperatives and Malik Nadeem Kamran, Minister for Zakat & Ushr answered the questions.

Laying of Report

Bao Akhtar Ali presented before the House the report of Standing Committee on Services & General Administration in respect of “The Punjab Procurement Regulatory Authority (Amendment) Bill 2015 (Bill No. 7 of 2016)”.

Adjournment Motions

Eighteen Adjournment Motions were taken up. The Motion moved by Ms. Faiza Ahmad Malik regarding 10 out of 17 Ventilators in Sir Ganga Ram Hospital, Lahore are lying defective since 10 years, the Motion moved by Mian Mehmood-ur-Rasheed regarding preparation of artificial Khal Banola, a food devoured by milking animals which is not only causing death of these animals but also transmitting chronic diseases to people using milk and meat of these animals, six Motions moved by Ch. Aamir Sultan Cheema one regarding wide spread of Diphtheria disease in Punjab due to non-availability of ADS medicine in public hospitals and 127 cases have been reported last year, the second Motion regarding sale/hoarding of sugarcane @ Rs.158 or 130 per ton than government fixed rate of Rs.180 per ton hence increasing economic plight of farmers, the third Motion regarding imposition of ban by the Government of the Punjab that laboratory tests should be undertaken only at Forensic Science Laboratory, Lahore has raised level of corruption and many complications and benefiting the offenders, the fourth Motion regarding concealment of shortage of BCG syringes by the Health Department and reporting its 100% performance, notwithstanding the fact that new born babies in Punjab could not get vaccination, the fifth Motion regarding establishment of a network by TEINS in Lahore and other cities of Punjab enticing people to invest in their company to have glorious future and the sixth Motion regarding discontinuity of facility to the patients to undergo free of cost clinical test at District Headquarter Hospital, Kasur due to incompetency and negligence of MSO District Administration, four Motions moved by Mr. Ahmad Shah Khagga one regarding careless attitude of Professor Doctors posted at public hospitals, compelling patients to get treatment from private hospitals while they are drawing non-practicing allowance also, the second Motion regarding un-reasonable attitude of sugar mill owners, Gojra who are not paying desired rates of sugarcane to the farmers and farmers are compelled to prepare “gur” from their yield/crop, the third Motion regarding report becoming public containing information about death of children dying from Diphtheria disease and the fourth Motion regarding disclosure of scandal of Rs.710 million corruption by Inspector General, Prisons who tendered a canteen and other commercial property owned by the department, five Motions moved by Ms. Khadija Umar one regarding discontinuity of facility of free medical tests available to the patients in General Hospital, Lahore due to shortage of funds and patients are advised by the administration to apply for Zakat Fund for this purpose, the second Motion regarding death of another six years old girl in Lahore Children Hospital suffering from Diphtheria disease and the number of deaths reaches to 16, the third Motion regarding inability and resistance of officers of LDA to take action against illegal buildings constructed on non-commercial zone on Canal Road during the tenure of Ch. Akram, former Chief Town Planner and its patron, the fourth Motion that due to Lahore Commission Virus, machinery and medical equipment installed at various hospitals of Lahore have become defective and the fifth Motion regarding establishment of various sub-standard clinical laboratories at Renala Khurd and its whereabouts where untrained staff  is deputed and sub-standard equipment is being used, were disposed of.

The Motion moved by Mian Tariq Mehmood regarding holding a press conference in Government College for Women, Dinga, District Gujrat, by its Principal and Deputy Director (Colleges), Higher Education hence indulging in political activities and using the building premises for political reasons, therefore, violating Civil Servants Rules, were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

General Discussion on Orange Line

General Discussion on Orange Line continued for the second day. The following members participated in the discussion: Ms. Faiza Ahmad Malik, Ms. Shunila Ruth, Ms. Raheela Anwar, Mr. Muhammad Waheed Gull, Mr. Ghulam Murtaza, Mr. Khurram Shehzad, Mr. Majid Zahoor, Mr. Jafar Hussain Hocha, Ms. Khadija Umar, Mian Muhammad Rafique and Mr. Muhammad Arif Abbasi.

At this stage, the quorum was pointed out and the House was adjourned till Monday February 22, 2016 at 2:00 pm.
