Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Food and Women Development Departments were asked and Ch. Muhammad Asad Ullah, Parliamentary Secretary for Food and Ms. Hameeda Waheed-ud- Din, Minister for Women Development answered the questions.

Privilege Motion

The Privilege Motion moved by Qazi Ahmad Saeed regarding misbehavior of SDO Irrigation, Pakalara, Tehsil Liaqatpur, District Rahimyar Khan with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Eleven Adjournment Motions were taken up. The Motion moved by Sheikh Ala-ud-Din regarding human trafficking and smuggling of innocent youth at the hands of brutal agents who under Sections 13 & 18 of Immigration Ordinance, 1979 are committing unforgivable offence and their crime should be publicized through print and electronic media to bring awareness among people, the Motion moved by Mian Mehmood-ur-Rasheed regarding shortage of graveyards in Lahore in general in proportion to population growth rate and Union Councils No.84 & 90 are specifically without them despite their approval, the Motion moved by Ch. Aamir Sultan Cheema that due to rigidness of administration of Shaikh Zayed Postgraduate Medical College, the college did not get affiliation from PMDC as per requirement under the law that colleges where education related to medicines or dentistry was imparted should compulsorily get affiliation with the universities specializing in the subject and consequently the future of students studying in Shaikh Zayed Medical College has become bleak on the closure of this institution, two Motions moved by Mr. Ahmad Shah Khagga one regarding registries branches of nine towns in Lahore have become center of corruption and documents are being prepared and passed on reduced stamps and without capital value tax in connivance with the staff of the department and the second Motion regarding inability of the Punjab Government to improve administrative issues of Shaikh Zayed Hospital where even in emergency, free of cost medicines and clinical tests are not available to patients as are available in other Government Hospitals, were disposed of. Three Motions moved by Mr. Amjad Ali Javed one regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, the second Motion regarding decrease in crop production due to weather changes and salinity and the third Motion regarding refusal by Vice-Chancellor, G.C. University, Faisalabad to readmit students studying in its affiliated institution i.e. National College, Toba Tek Singh, consequently, effecting their educational future, the Motion moved by Dr. Muhammad Afzal regarding rapid increase of youth indulging in different addictions like samad bond, heroine etc., the Motion moved by Mr. Ahmad Shah Khagga regarding Agriculture Department Lahore has become white elephant where thousands of field advisors were appointed to acquaint farmers with modern research to help them to obtain improved yield are receiving salaries without performing their duties and the Motion moved by Malik Ahmad Saeed Khan regarding economic plight of farmers and agriculturists of the Province who do not get desired price of their yield/crops, were kept pending.

Call Attention Notice

The Call Attention Notice moved by Dr. Nausheen Hamid regarding murder of two police employees namely Mr. Mubashar Iqbal and Mr. Asif deputed at Allama Iqbal Town police check post by two suspected motorcyclists who were tried to be stopped by above mentioned police personnel was disposed of.

The Notice was answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

General Discussion

General Discussion on Orange Line

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs concluded general discussion on Orange Line Metro Train dismissing criticism by the opposition benches and vowing that the project would deliver on its promises of social welfare. He maintained that the project was cost effective and important for public transport needs in metropolis. He apprised the House that this project had not effected any other development project in the Province and that not a single penny from the ongoing development scheme had been re-appropriated. He said that displaced families and property owners had demanded proper compensation that was provided and only one third of the compensation remains while the rest has been paid. He added mass transit projects of similar nature exist across the world in the vicinity of heritage sites.

General Discussion on Irrigation  

Mian Yawar Zaman, Minister for Irrigation had initiated general discussion on Irrigation when the quorum was pointed out and the House was adjourned till Tuesday February 23, 2016 at 10:00 am.
