Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Health Department were asked and answers were given by Khawaja Imran Nazeer, Parliamentary Secretary for Health.

Mr. Speaker welcomed Mrs.‏ Kanwal Nauman, MPA (W-321) to the House after her health recovery.

Laying of Report

Mr. Sardar Qaisar Abbas Khan Magsi presented before the House the report of Standing Committee on Transport in respect of “The Provincial Motor Vehicles (Amendment) Bill 2015 (Bill No. 1 of 2016).

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Privilege Motions

Two Privilege Motions were taken up. The Motion of Rana Mannan Khan regarding misbehavior of M.S Mayo Hospital, Lahore with the member concerned for his refusal to accompany him to personally see the injured patients from his constituency and the Motion moved by Peer Zada Mian Shahzad Maqbool Bhutta against Mr. Zahid Saleem Gondal, DCO, Multan and Mr. Jamal Bhutta, Tehsildar deployed at PP-198 on uttering of derogatory remarks about the member concerned, were kept pending.

Adjournment Motions

Four Adjournment Motions were taken up. The Motion moved by Ch. Ashraf Ali Ansari regarding rapid increase in the number of quacks in Punjab, and the Motion moved by Mr. Amjad Ali Javaid regarding teaching of private schools syllabus which is full of errors in the schools running under Labour Department rather than teaching the syllabus published by Punjab Textbook Board, were kept pending. The Motion of Ms. Nighat Sheikh regarding provision of contaminated drinking water to the inhabitants of Lahore by WASA and Housing Department as most of the filtration plants are lying defective and the Motion moved by Ms.‏ Khadija Umar regarding inability of Government to improve the percentage of children who are out of schools as nearly 15% children are not going to school, were disposed of.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Private Members Day

Resolutions kept pending on February 9 and 23, 2016

1.         The Resolution of Sheikh Ala-ud-Din to award Nishan-e-Pakistan to Mullah Abdul Qadir and Mr. Qamar ul Zaman, executed last year in Bangladesh for their love for Pakistan, was kept pending.

2.         The Resolution of Ms. Hina Pervaiz Butt demanding to take further steps to facilitate women across the Province to get technical education, was passed by the House.

Current Resolutions

1.         The Resolution of Ch. Aamir Sultan Cheema regarding condemnation of Shabqadar terrorist attack and prayers for martyrs and early recovery of injured, was kept pending on his request till next week.

2.         The Resolution moved by Mr. Muhammad Sibtain Khan demanding to take stringent action against those preparing and selling adulterated milk in the province, was unanimously passed by the House.

3.         The Resolution of Sardar Vickas Hassan Mokal demanding establishment of dialysis centers at all District Headquarters (DHQs) across the Province, was disposed of due to absence of mover.

4.         The Resolution moved by Ms. Hina Pervaiz Butt demanding to ensure the availability of female staff at public and private hospitals for ECG and ultrasound of women, was kept pending till next Session.

5.         The Resolution moved by Mr. Ahmed Khan Bhachar regarding ensuring the provision of all missing facilities at Rural Health Centres (RHCs) and Basic Health Units (BHUs) across the Province, was kept pending till next Private Members’ Day.

The House was then adjourned till Wednesday, April 6, 2016 at 10:00 am.
