Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Cooperatives Department were kept pending on the request of concerned Minister and questions relating to Higher Education and Excise & Taxation Departments were asked and Ms. Mehwish Sultana, Parliamentary Secretary for Higher Education and Mian Mujtaba Shuja-ur-Rehman, Minister for Excise & Taxation answered the questions.

Extension in Time Limit for Laying the Report

On a Motion moved by Makhdoom Syed Muhammad Masood Alam, the House granted two months extension to the Standing Committee on Home Affairs for laying its reports on “The Punjab Maintenance of Public Order (Amendment) Bill 2016 (Bill No. 16 of 2016) and The Punjab Civil Victims of Terrorism (Relief and Rehabilitation) Bill 2016 (Bill No. 18 of 2016)”.

On a Motion moved by Ch. Amjad Ali Javaid, the House granted two months extension to the Standing Committee on Health for laying its reports on “The Punjab Drugs (Amendment) Bill 2015 (Bill No. 39 of 2015), The Punjab Drugs (Second Amendment) Bill 2015 (Bill No. 41 of 2015), The Fatima Jinnah Medical University Lahore (Amendment) Bill 2015 (Bill No. 6 of 2016), The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Ch Shahbaz Ahmad MPA (PP-143) and Matter raised by Mian Mehmood-ur-Rasheed, MPA Leader of Opposition on a point of order regarding illegal appointments in Services Hospital Lahore”.

Privilege Motion

Only Privilege Motion moved by Ch. Ashraf Ali Ansari was taken up regarding the officers of Higher Education Department for giving wrong answer to the Adjournment Motion moved by the concerned Member was referred to the Committee on Privileges.

The reply was given by Ms. Mehwish Sultana, Parliamentary Secretary for Higher Education.

Adjournment Motions

Nine Adjournment Motions were taken up. Two Motions were moved by Ms. Khadija Umar, one regarding quacks who are looting poor patients by prescribing them high potency medicines which later on become fatal and other Motion regarding newspaper report about shortage of vaccine of snake and dog bite in Civil Hospital, Daska the Motion moved by Dr. Syed Waseem Akhtar regarding newspaper report about shortage of Dialysis Units in public hospitals of Lahore, the Motion moved by Dr. Muhammad Afzal regarding embezzlement of Rs.290 million by 5 leading hospitals of Punjab under the head of Admission Fee which were charged in violation of the rate fixed by the Government in connivance with the Health Department and the Motion moved by Mian Muhammad Aslam Iqbal regarding misbehavior of doctors and staff of Government Nawaz Sharif Hospital, Sheranwala with the patients and their attendants were disposed of. Two Motions were moved by Dr. Syed Waseem Akhtar, one regarding newspaper report about non-provision of free medicines to the patients by the Social Welfare Department hospitals and other regarding newspaper report about illegal possession and selling expensive land of Auqaf Department with the help of Muhammad Abdullah, Patwari and Ghulam Farid, Manager Auqaf, Khanpur Circle at Moza Gallani, the Motion moved by Ch. Aamir Sultan Cheema regarding newspaper report about use of mobile phones in Punjab prisons and the Motion moved by Ch. Lal Hussain regarding newspaper report about restriction imposed by the DFO, Jhelum for goat grazing for the locals residents were kept pending till next week.    

The answers were given by the concerned Ministers/Parliamentary Secretaries.

GOVERNMENT BUSINESS

General Discussion

Continuation of Discussion on Annual Report of the Parks and Horticulture Authority Lahore for the year 2013-14

General Discussion on Annual Report of the Parks and Horticulture Authority Lahore for the year 2013-14 continued. Mr. Sajjad Haider Gujjar, Parliamentary Secretary: Housing, Urban Development & Public Health Engineering expressed his views. The following members participated in the discussion.  Mian Mehmood-ur-Rasheed, Rana Muhammad Arshad, Dr. Syed Waseem Akhtar, Mr. Muhammad Waheed Gull, Ms. Saadia Sohail Rana and Mr. Muhammad Taufeeq Butt.

Suspension of Rules

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution regarding the successes of security forces to eradicate the blight of terrorism in the country and 12 hardcore terrorists whose head money was set by government have been killed by security forces in a recent action in Punjab particularly in South Punjab. The resolution appreciated the efforts of General Raheel Sharif, Army Chief, Nawaz Sharif, Prime Minister of Pakistan and Mian Muhammad Shahbaz Sharif, Chief Minister, Punjab determination against terrorism and congratulating officers and personnel of Army, Rangers, Punjab Police, ISI, MI and IB over their successful joint operation against terrorists was unanimously passed by the House.

 

The House was then adjourned till Monday, May 23, 2016 at 2:00 p.m.

 "CTD پنجاب نے حالیہ دنوں میں دوسری Civil & Law Enforcing Agencies کے ساتھ جن میں پولیس، رینجرز، آرمی اور Intelligence Agencies (ISI, MI, IB) شامل ہیں کے ساتھ Joint Operation  کرتے ہوئے پنجاب اور بالخصوص جنوبی پنجاب (ملتان، مظفرگڑھ) سے دہشت گردی کے ایک انتہائی خطرناک نیٹ ورک کا سراغ لگا کر ایک درجن سے زائد خطرناک دہشت گردوں کو ہلاک کیا ہے یہ دہشت گرد انتہائی مطلوب تھے اور ان کے سروں کی قیمت مقرر تھی۔

یہ ایوان، اس کامیابی پر اپنی تمام Law Enforcing Agencies  کے افسروں اور جوانوں کو خراج تحسین پیش کرتا ہے اور اس قابل فخر کارروائی پر سلام پیش کرتا ہے ایسی مثبت/کامیاب کارروائیوں، operation سے پنجاب مزید محفوظ اور ضرب عضب کی کامیابی یقینی نظر آ رہی ہے اور وہ وقت دور نہیں جب پاکستان سے دہشت گردی کا صفایا ہو جائے گا اور پاکستان ایک پُرامن، دہشت گردی سے پاک اور ترقی یافتہ ملک بن جائے گا۔

یہ ایوان اس کامیابی پر Law Enforcing Agencies  کے ساتھ ساتھ پنجاب حکومت، وزیراعلیٰ پنجاب، عسکری قیادت جنرل راحیل شریف اور وزیراعظم پاکستان کے دہشت گردی کے خلاف عزم کو سراہتا ہے اور کامیابی کے لئے دُعاگو ہے۔"
