Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Revenue and Colonies (Board of Revenue) Department were asked and Mrs. Nazia Raheel, Parliamentary Secretary for Revenue and Ch. Zahid Akram, Parliamentary Secretary for Colonies answered the questions.

Adjournment Motions

Nine Adjournment Motions were taken up. The Motion moved by Ms. Shunila Ruth regarding manufacture and sale of substandard local wine and use of a chemical i.e. sprit in its making and release of manufacturers by the Police as a result of deal, two Motions were moved by Mr. Amjad Ali Javaid, one regarding non-release of grant amounting to Rs.130 million by Zakat & Ushr Punjab to 45 hospitals in the Province due to which social services centers are unable to provide free of cost medicines to the poor patients and other regarding sale of narcotics in educational institutions in District Faisalabad and Members of Provincial and National Assemblies demanded to take stern action against drug pushers, the Motion moved by Dr. Muhammad Afzal regarding rapid increase of youth indulging in different addictions like samad bond, heroine etc., two Motions moved by Ms. Khadija Umar one regarding open sale of dangerous and harmful intoxicants including “gutka” and “kawam” on panshops in Lahore resulting in death of hundreds of people and the second Motion that even theft of revenue record in more than 3000 Patwar Circles, foolproof security system could not be devised by the Revenue Department, were disposed of. Two Motions were moved by Dr. Syed Waseem Akhtar, one regarding newspaper report about error in composing of Arabic Ayat and Hadees published by the well-known publishers was disposed of and other Motion regarding issuing bogus weapon license at Faisalabad District was kept pending till next week.     

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Call Attention Notice

Only one Call Attention Notice of Ch. Aamir Sultan Cheema was taken up regarding newspaper report about found three dead bodies in waterlogging Bourn at Jaranwala, District Faisalabad was kept pending.

Suspension of Rules

On a motion moved by Mian Mehmood ur Rashid, Leader of the Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Mian Mehmood ur Rashid, Leader of the Opposition moved the Resolution condemning US drone strike inside Pakistani territory believed to have killed Afghan Taliban Chief Mulla Akhtar Mansoor unanimously passed by the House.

General Discussion

GENERAL DISCUSSION ON PROCUREMENT OF WHEAT

Mr. Bilal Yasin, Minister for Food opened the debate regarding General Discussion on Procurement of Wheat.  He told the House that so far the government has procured 4 million metric ton wheat directly from the growers. He said that farmers were given 10 jute bags each this year. He said that there was no role of middle man and four lakh growers were direct beneficiaries of record wheat procurement during the last 30 days. He stated that centers have been established at district, union council and food center level to facilitate the farmers. He said that Chief Minister Punjab was personally monitoring the entire process and 1400 complaints were received this year and all the complaints were redressed immediately. Minister for Food said that he has visited different parts of the province along with high officials and redressed complaints of farmers and all efforts were made to solve legitimate demands of the growers. He said that the government would make sincere efforts to minimize difficulties of growers in selling wheat next year. The following members participated in the discussion: Sardar Vickas Hassan Mokal, Rana Muhammad Arshad, Mr. Ahmed Khan Bhachar, Mian Muhammad Rafique and Mr. Ehsan Riaz Fatyana. Rests of the Members were asked to give their views in the Agriculture Committee.

Zero Hour

Two matters were raised by Mrs. Faiza Ahmad Malik, one regarding news channel report about dilapidated condition of government school at Sultankay, Lahore and other matter regarding discontinue of past six month salaries of Dispenser, O.T, Junior Clerk, Ward Boy and Security Guards of Services Hospital, Lahore due to non-extension of  the contract,  were kept pending.

Ms. Shunila Ruth pointed out the matter regarding spreading of skin and abdomen diseases due to the highly toxic drinking water at Bahar Colony, Lahore was kept pending.

Ch Ashraf Ali Ansari moved the matter regarding non-payment of Kissan Package announced by the Prime Minister to the farmers of Jaranwala and Chak Jhumra Tehsil of District Faisalabad was disposed of.

Malik Muhammad Ahmad Khan pointed out the matter regarding charging three months fee alongwith A.C charges during summer vacation was kept pending.

Malik Zulqarnain Dogar pointed out the matter regarding demolishing houses and shops and firing at Nankana Sahib by Siddiq-ul-Farooq, Chairman, Evacuee Trust Property Board alongwith his gunmen was kept pending.

Mian Tahir Pervaz pointed out the matter regarding shortage of policemen, which results in increase of theft and street crime at Faisalabad was kept pending.     

The House was then adjourned till Tuesday, May 24, 2016 at 10:00 a.m.

نیز یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ امریکی سفیر کو دفتر خارجہ طلب کر کے اپنا احتجاج ریکارڈ کروائے اور آئندہ اس طرح کے حملوں سے باز رہنے کا پابند کرے۔"
