Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Panel of Chairmen
In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-
1. Mian Marghoob Ahmad (PP-150)
2. Rana Munawar Hussain alias Rana Munawar Ghous Khan (PP-36)
3. Dr. Murad Rass (PP-152)
4. Mrs. Ayesha Javed (W-317)
Oath
Ch. Muhammad Ashraf Warraich, Member-elect from PP-97 made an oath and signed the Roll of Members. The Speaker administered the oath.
Question Hour
Questions relating to Social Welfare & Bait-ul-Maal and Planning & Development Departments were asked and Haji Muhammad Ilyas Ansari, Parliamentary Secretary for Bait-ul-Maal & Social Welfare and Malik Ahmad Karim Qaswar Langrial, Parliamentary Secretary for Planning & Development answered the questions.
Laying of Reports
Mr. Shahzad Munshi presented before the House the report of Standing Committee on Labour & Human Resource in respect of “The Punjab Prohibition of Child Labour at Brick Kilns Bill 2016 (Bill No. 9 of 2016)”.
Call Attention Notices
Two Call Attention Notices were taken up. The Notice moved by Mr. Ahmad Shah Khagga regarding kidnapping, killing and later disposal of dead body of twelve years old boy at Badami Bagh, Lahore was disposed of and the second Notice of Mr. Muhammad Jahanzaib Khan Khichi regarding snatching a motorcycle and hurting on resistance grade 10 student at Kasur Pattoki was kept pending on the request of the mover.
The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.
Suspension of Rules
On the motions moved by Mian Mehmood ur Rashid, Leader of the Opposition and Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolutions:
Resolutions
Mian Mehmood ur Rashid, Leader of the Opposition moved the Resolution condemning Quetta blast in which more than seventy people, including lawyers and journalists were killed and the second resolution moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs paying rich tributes to the social services rendered by renowned Mr Abdul Sattar Edhi, were unanimously passed by the House.
Fateha
The House offered Fateha for the victims killed in Quetta blast, Mr Abdul Sattar Edhi (A Social Worker and Philanthropist) and Former Federal Minister Ch. Anwar Ali Cheema.
Privilege Motions
Three Privilege Motions were moved by Sardar Ali Raza Khan Dreshak, one regarding non-presentation of two Annual Audit and Performance Reports of The Punjab Procurement Regulatory Authority for the years 2011-12 and 2012-13 before the House, the second Motion regarding non-presentation of two Annual Reports of The Punjab General Provident Investment Fund for the years 2012-13 and 2013-14 before the House and the last Motion regarding non-presentation of three Annual Performance Reports of The Punjab Examination Commission for the years 2011, 2012 and 2013 before the House were referred to the Committee on Privileges with the direction to submit their reports within two months.
The House was then adjourned to meet on Tuesday, August 23, 2016 at 10:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان سوموار 8 اگست 2016 کو سول ہسپتال کوئٹہ میں ہونے والے دہشت گردی کے المناک واقعے کی پُرزور الفاظ میں مذمت کرتا ہے اور اس کے نتیجے میں ہونے والی شہادتوں پر اپنے گہرے رنج و غم کا اظہار کرتا ہے۔ اس واقعے میں بڑی تعداد میں وکلاء ، میڈیا کے نمائندوں اور عام شہریوں سمیت 70 سے زائد معصوم افراد شہید اور 100 سے زیادہ افراد زخمی ہوئے۔ یہ ایوان اس المناک واقعے کو قومی سانحہ اور اس حملے کو بزدلانہ کارروائی قرار دیتا ہے اور اس سانحہ کے شہداء کے درجات کی بلندی کے لئے دُعاگو ہے اور ان کے اہل خانہ سے اظہار تعزیت کرتا ہے اور تمام زخمی افراد کی جلد صحت یابی کے لئے بھی دُعاگو ہے۔
یہ ایوان، اس سانحہ میں ملوث دہشت گردوں کو انصاف کے کٹہرے میں لانے اور دہشت گردی کے ذمہ دار تمام افراد، ان کے سرپرستوں اور سہولت کاروں کے خلاف نبردآزما افواج پاکستان، پولیس اور دیگر سیکورٹی اداروں کی جلد کامیابی کی دُعا کرتا ہے۔"

"صوبائی اسمبلی پنجاب کا یہ ایوان 8 جولائی 2016 کو ممتاز سماجی کارکن، مولانا عبدالستار ایدھی کی وفات پر گہرے رنج و غم کا اظہار کرتا ہے اور ان کے لواحقین سے اظہار تعزیت کرتا ہے۔ مرحوم سماجی اور فلاحی خدمات کے حوالے سے نہ صرف پاکستان میں بلکہ دُنیا بھر میں ممتاز مقام رکھتے تھے۔ ان کی خدمات پر انہیں ملکی و غیرملکی سطح پر بےشمار اعزازات سے نوازا گیا۔ یہ ایوان اُن کی بے مثال فلاحی و سماجی خدمات پر انہیں خراج تحسین پیش کرتا ہے اور امید کرتا ہے کہ اُن کا قائم کردہ ادارہ، ایدھی فاؤنڈیشن اُن کے مشن کو جاری رکھے گا۔"
