Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Agriculture, Information & Culture and Livestock & Dairy Development Departments were asked and Mr. Bilal Yasin, Minister for Food (holding additional charge for Livestock & Dairy Development), Dr. Farrukh Javed, Minister for Agriculture and Rana Muhammad Arshad, Parliamentary Secretary for Information & Culture answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Amanat Ullah Khan Shadi Khel, the House granted two months extension to the Standing Committee on Colonies for laying its reports in respect of the following: -

1. Starred Questions No.3529, 3690, 4400 and 6778 asked by Mr. Amjad Ali Javed, MPA (PP-86);

2. Starred Question No.3254 asked by Ch Iftikhar Hussain Chhachhar, MPA (PP-188); and

3. Starred Question No.6950 asked by Mr. Abu Hafs Muhammad Ghiyas-ud-Din, MPA (PP-133).

On a Motion moved by Mr. Muhammad Afzal Gill, the House granted two months extension to the Standing Committee on Agriculture for laying its reports in respect of the following: -

1.         To revisit the Agriculture affairs/policies in the Province;

2.         Resolution No. 276 moved by Mr. Ahmed Khan Bhacher, MPA (PP-45);

3.         Resolution No. 238 moved by Mr. Aamir Sultan Cheema, MPA (PP-32);

4.         Zero Hour No. 26 moved by Malik Muhammad Ahmad Khan, MPA (PP-179);

On a Motion moved by Bao Akhtar Ali, the House granted two months extension to the Standing Committee on Services & General Administration for laying its reports in respect of the following: -

1.         Starred Question No.6261 asked by Mian Tahir, MPA (PP-69);

2.         Starred Question No.6787asked by Mr. Amjad Ali Javed, MPA (PP-86);

3.         Starred Questions No.7108 and 7109 asked by Mian Tariq Mehmood, MPA (PP-113);

4.         Starred Question No.7122 asked by Ms. Raheela Anwar, MPA (W-357); and

5.         Starred Question No.7124 asked by Dr. Nausheen Hamid, MPA (W-356). 

On a Motion moved by Mian Naseer Ahmad, the House granted two months extension to the Standing Committee on Transport for laying its report on “Question No.2338/2014 asked by Mian Tariq Mehmood, MPA (PP-113).

On a Motion moved by Mrs. Ayesha Javed, the House granted two months extension to the Standing Committee on Communication & Works for laying its report on “Starred Question No.3527/2016 asked by Mr. Amjad Ali Javed, MPA (PP-86)”.

Privilege Motion

The Privilege Motion moved by Mrs. Madiha Rana regarding misbehavior of Rana Gaffar, SHO, Peoples Colony Faisalabad with the Member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Dr. Muhammad Afzal regarding handing over 40-kanals land of Government Model Town Hospital and machinery worth millions of rupees to Model Town Society by Lahore District Government in connivance with land mafia, the second Motion moved by Ch Ashraf Ali Ansari regarding open sale of energizers, food supplements and steroid without prescription in Gujranwala due to negligence of Health Department resulting in death of three body builders and the Motion moved by Ms. Shunila Ruth regarding shortage of fifty percent of eleven life-saving drugs in public teaching hospitals, were disposed of. The Motion moved by Ms. Khadija Umar regarding provision of contaminated drinking water to the guests/visitors in hotels in Lahore causing number of dangerous diseases and demand by the general public that government should ensure provision of clean drinking water and stern action against the owners of the hotels violating orders and the other Motion moved by Mr. Asif Mehmood regarding forced release of an accused from Rawalpindi Jail by Mr. Hanif Abbasi (Ex-MNA) and by using political influence got the SHO concerned Mr. Asghar Chandio suspended, were kept pending till next week.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid the following Ordinances, which were referred to their concerned standing committees with the direction to submit its report within two months:

Zero Hour

The Motion moved by Mian Tahir Pervaz regarding deployment of policemen not in accordance with the population of Faisalabad and that only 20% security personnel and other facilities are available in Faisalabad as compared to Lahore. Consequently, there is increase in the criminal activities and street crime in Faisalabad and the Motion moved by Ms. Shunila Ruth regarding spread of skin and abdominal diseases in Bahar Colony, Lahore due to contaminated potable water, were disposed of.

The Motion moved by Sheikh Allauddin regarding constant traffic jam at residential area of FCC Block, Gulberg-II adjacent to FC College Lahore due to mushroom of schools and colleges in the area, was kept pending.  

At this stage, the quorum was pointed out and the House was adjourned to meet on Thursday, August 25, 2016 at 10:00 a.m.
