(a)  CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) BILL 2016 (BILL No. 16 of 2016)

            A MINISTER to move that the Punjab Maintenance of Public Order (Amendment) Bill 2016, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Maintenance of Public Order (Amendment) Bill 2016, be passed.

2.         THE PUNJAB POULTRY PRODUCTION BILL 2016 (BILL No. 24 of 2016)

            A MINISTER to move that the Punjab Poultry Production Bill 2016, as recommended by Standing Committee on Livestock and Dairy Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Poultry Production Bill 2016, be passed.

(b)  GENERAL DISCUSSION

      GENERAL DISCUSSION ON LAW AND ORDER

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Industries, Commerce & Investment and Youth Affairs, Sports, Archeology & Tourism Departments were asked and Ch Muhammad Shafique, Minister for Industries, Commerce & Investment and Chaudhary Sarfraz Afzal, Parliamentary Secretary for Youth Affairs, Sports, Archaeology & Tourism answered the questions.

Adjournment Motions

Three Adjournment Motions were taken up. The Motion moved by Mr. Ahmad Shah Khagga regarding damage caused to paddy crop at Kot Pindi Das Road Sheikhupura due to drainage of chemical water from Surf Factory located there which has not installed water treatment plant, the Motion moved by Ms. Saadia Sohail Rana that due to provision of substandard and unsatisfactory security measures teaching hospitals, medical colleges and hostels are insecure in provincial capital and the Motion moved by Ms. Khadija Umar regarding spread of encroachments by the mafia near Ganga Ram Hospital, Fatima Jinnah Medical College and its Hostel and carelessness of Town Administration and problems being faced by pedestrians, were kept pending. 

General discussion

General Discussion on Law and Order

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs initiated the debate on law and order with special reference to the missing children. He debunked the claim of Opposition as baseless propaganda that some gang of illegal kidney transplant trafficking was involved in children kidnapping and said that government investigations have revealed that the entire story about such a gang was baseless. Talking on National Action Plan, he stated that the government was undertaking NAP by taking all political parties on board, adding the government intended to regulate all seminaries in the province to ensure that they were not involved in any kind of extremism or terrorism. He said particulars of all teachers and students of the seminaries/madrassah would be obtained for the purpose. He apprised the House that the government planned to monitor all roads leading to the schools to ensure safety of the children. The following members participated in the discussion: Mian Mehmood ur Rashid, Leader of the Opposition, Ms. Faiza Ahmad Malik and Rana Muhammad Arshad. 

Suspension of Rules

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution condemning the attack on the Christian community at Warsak Road Peshawar and declaring such attacks part of conspiracies to defame Pakistan and lauded the role of security forces whose timely response foiled the terrorist attempts by the enemies, was unanimously passed by the House.

Prayer

The House offered prayer for the victims of attack on the Christian community.

The Speaker then adjourned the House sine die.

"صوبائی اسمبلی پنجاب کا یہ ایوان آج 2 ستمبر 2016 کو پشاور وارسک روڈ پر کرسچن کالونی میں ہونے والے دہشت گردی کے واقعہ کی پُرزور الفاظ میں مذمت کرتا ہے اور اس کے نتیجے میں ہونے والی شہادتوں پر اپنے گہرے رنج و غم کا اظہار کرتا ہے۔ یہ ایوان اس سانحہ کے شہداء کے درجات کی بلندی کے لئے دُعاگو ہے اور ان کے اہل خانہ سے اظہار تعزیت کرتا ہے اور تمام زخمی افراد کی جلد صحت یابی کے لئے بھی دُعاگو ہے۔

اس ایوان کی رائے ہے کہ یہ حملہ ایک بزدلانہ کارروائی تھا جس میں اقلیتوں کو نشانہ بنا کر پاکستان کو عالمی سطح پر بدنام کرنے کی مذموم سازش کی گئی لیکن قانون نافذ کرنے والے اداروں نے بروقت کارروائی کر کے اس سازش کو ناکام بنا دیا۔ یہ ایوان ان اداروں کو خراج تحسین پیش کرتا ہے اور آئندہ بھی ان کی کامیابی کے لئے دُعاگو ہے۔"
