(a)  MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XIV of 2016).

2.    The Punjab Local Government (Third Amendment) Ordinance 2016 (XV of 2016).

3.    The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016); and

4.    The Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016).

(b)  RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) ORDINANCE 2016 (XIV OF 2016)

            A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Provincial Motor Vehicles (Amendment) Ordinance 2016 (XIV of 2016), promulgated on 21st July 2016, for a further period of ninety days with effect from 19th October 2016.

2.   RESOLUTION FOR EXTENSION OF THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) ORDINANCE 2016 (XV OF 2016)

            A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Punjab Local Government (Third Amendment) Ordinance 2016 (XV of 2016), promulgated on 21st July 2016, for a further period of ninety days with effect from 19th October 2016.

3.   RESOLUTION FOR EXTENSION OF THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) ORDINANCE 2016 (XVI OF 2016)

            A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016), promulgated on 19th August 2016, for a further period of ninety days with effect from 17th November 2016.

(c)  INTRODUCTION OF BILL

      THE FORMAN CHRISTIAN COLLEGE, LAHORE (AMENDMENT) BILL 2016

            A MINISTER to introduce the Forman Christian College, Lahore (Amendment) Bill 2016.

(d)  CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) BILL 2016 (BILL No. 16 of 2016)

            A MINISTER to move that the Punjab Maintenance of Public Order (Amendment) Bill 2016, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Maintenance of Public Order (Amendment) Bill 2016, be passed.

2.         THE PUNJAB POULTRY PRODUCTION BILL 2016 (BILL NO. 24 of 2016)

            A MINISTER to move that the Punjab Poultry Production Bill 2016, as recommended by Standing Committee on Livestock and Dairy Development be taken into consideration at once.

            A MINISTER to move that the Punjab Poultry Production Bill 2016, be passed.

3.         THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) BILL 2016 (BILL No. 35 of 2016)

            A MINISTER to move that the Punjab Local Government (Third Amendment) Bill 2016, as recommended by Standing Committee on Local Government and Community Development be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Third Amendment) Bill 2016, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Human Rights & Minorities Affairs Department were asked and Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs answered the questions, while questions relating to Cooperatives and Food Departments were not taken up.

Laying of Report

Mian Naseer Ahmad presented before the House the report of Standing Committee on Transport in respect of “The Provincial Motor Vehicles (Amendment) Bill 2016 (Bill No. 31 of 2016)”.

Ms. Shazia Kamran presented before the House the report of Standing Committee on Labour and Human Resource in respect of “The Punjab Restriction on Employment of Children Bill 2016 (Bill No. 33 of 2016)”.

Call Attention Notice

Call Attention Notices were kept pending due to the absence of Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Privilege Motions

Two Privilege Motions were taken up. The Privilege Motion moved by Al-Haaj Muhammad Ilyas Chinioti against District Officer (Roads), Chiniot for not providing record of development funds and misbehaving with the Member concerned and the Motion moved by Qazi Ahmad Saeed regarding misbehavior of Dr Ghullam Shabbir, Medical Officer, Rural Health Center, Pakalaran, Tehsil Liaqatpur, District Rahimyar Khan with the Member concerned by not attending his phone were referred to the Committee on Privileges with the direction to submit its reports within two months.

The Motions were answered by the concerned Ministers/Parliamentary Secretaries.

 

Adjournment Motions

Four Adjournment Motions were taken up. The Motion moved by Ch Ashraf Ali Ansari regarding hundreds of vehicles have become ineffectual at Gujranwala Police Stations due to their immobility and lack of interest of Police to trace out their owners, the Motion moved by Ms. Saadia Sohail Rana regarding Lahore Museum at high security risk because forty one cameras installed there have become defective and have not been repaired till to date, the Motion moved by Ch. Amjad Ali Javed regarding bogus and illegal payment of approximately Rs.150 million to the constructions firms by the District Officer (Roads) Highway, Faisalabad and the last Motion moved by Ms. Azma Zahid Bukhari regarding protest against the Board of Intermediate and Secondary Education (BISE), Lahore by the students of Intermediate Part 1 for unjust marking of their papers, were kept pending till next week.

The Motions were answered by the concerned Ministers/Parliamentary Secretaries.

At this stage, the quorum was pointed out and the House was then adjourned to meet on Tuesday, October 18, 2016 at 10:00 a.m.
