GOVERNMENT BUSINESS
(a) MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997
A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:
1. The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016); and
2. The Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016).
(b) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION
1. RESOLUTION FOR EXTENSION OF THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) ORDINANCE 2016 (XVI OF 2016)
A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016), promulgated on 19th August 2016, for a further period of ninety days with effect from 17th November 2016.
2. RESOLUTION FOR EXTENSION OF PUNJAB AGRICULTURE, FOOD AND DRUG AUTHORITY (AMENDMENT) ORDINANCE 2016 (XVII OF 2016)
A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016), promulgated on 19th August 2016, for a further period of ninety days with effect from 17th November 2016.

1. THE PUNJAB LOCAL GOVERNMENT (FIFTH AMENDMENT) BILL 2016 (BILL No. 35 of 2016)
A MINISTER to move that the Punjab Local Government (Fifth Amendment) Bill 2016, as recommended by Standing Committee on Local Government and Community Development, be taken into consideration at once.
A MINISTER to move that the Punjab Local Government (Fifth Amendment) Bill 2016, be passed.
2. THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2016 (BILL No. 39 of 2016)
A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2016, as recommended by Standing Committee on Excise and Taxation, be taken into consideration at once.
A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2016, be passed.
3. THE PUNJAB AGRICULTURE, FOOD AND DRUG AUTHORITY (AMENDMENT) BILL 2016 (BILL No. 32 of 2016)
A MINISTER to move that the Punjab Agriculture, Food and Drug Authority (Amendment) Bill 2016, as recommended by Standing Committee on Services and General Administration, be taken into consideration at once.
A MINISTER to move that the Punjab Agriculture, Food and Drug Authority (Amendment) Bill 2016, be passed.
4. THE INFRASTRUCTURE DEVELOPMENT AUTHORITY OF THE PUNJAB (AMENDMENT) BILL 2016 (BILL No. 36 of 2016)
A MINISTER to move that the Infrastructure Development Authority of the Punjab (Amendment) Bill 2016, as recommended by Standing Committee on Communication and Works, be taken into consideration at once.
A MINISTER to move that the Infrastructure Development Authority of the Punjab (Amendment) Bill 2016, be passed.
5. THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) BILL 2016 (BILL No. 16 of 2016)
A MINISTER to move that the Punjab Maintenance of Public Order (Amendment) Bill 2016, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

6. THE PUNJAB BLOOD TRANSFUSION SAFETY BILL 2016 (BILL No. 27 of 2016)
A MINISTER to move that the Punjab Blood Transfusion Safety Bill 2016, as recommended by Standing Committee on Health, be taken into consideration at once.

7. THE PUNJAB POULTRY PRODUCTION BILL 2016 (BILL NO. 24 of 2016)
A MINISTER to move that the Punjab Poultry Production Bill 2016, as recommended by Standing Committee on Livestock and Dairy Development be taken into consideration at once.

Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Fateha
The House offered Fateha on the sad demise of victims died in a bus accident occurred at Khanpur, District Rahimyar Khan in which several people died and injured.
Question Hour
Questions relating to Communication & Works Department were asked and Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development & Public Health Engineering (holding additional charge for Communication & Works) answered the questions.
Privilege Motion
The Privilege Motion moved by Mr. Inamullah Khan Niazi regarding registration of false FIR against Member concerned by Malik Khalid, SHO, Police Station City Darya Khan was referred to the Committee on Privileges with the direction to submit its report within two months.
Adjournment Motions
Five Adjournment Motions were taken up. The Motion moved by Ms. Shunila Ruth regarding shortage of vehicles in Central and Camp Jails, Lahore used for the transportation of 800 prisoners from Jail to Court, the Motion moved by Ch Ashraf Ali Ansari regarding vacant seats of I.T teachers in eighty three schools of Gujranwala, the Motion moved by Ch. Aamir Sultan Cheema regarding stoppage of construction work of three hundred beds hospital at Sargodha in violation of directions by Prime Minister Nawaz Sharif, the Motion moved by Ms. Saadia Sohail Rana regarding sale of substandard gas cylinders in Lahore and other cities of Punjab and very few factories producing these cylinders are registered with OGRA and the Motion moved by Mr. Muhammad Arif Abbasi regarding spread of Dengue fever in the suburbs of Rawalpindi and Islamabad as a number of patients have been diagnosed suffering from this disease, were kept pending till next week.
GOVERNMENT BUSINESS
Motion under Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997.
On a motion moved by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs, under Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to move the Resolutions under Article 128 (2) (a) of the Constitution for extension of the following:
1. The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016); and
2. The Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016).
Resolutions
Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs moved the resolutions to extend the period of the following ordinances promulgated on 19th August 2016, for a further period of ninety days with effect from 17th November 2016, which were passed by the House:
1. The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016); and
2. The Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016).
Introduction of Bill
Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs Introduced “The Forman Christian College, Lahore (Amendment) Bill 2016”, which was referred to the Standing Committee on Education with the direction to submit its report within two months.
Consideration and passage of Bills
Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs moved the following Bills which were passed by the House:
1. The Punjab Local Government (Fifth Amendment) Bill 2016 (Bill No. 35 of 2016);
2. The Punjab Agriculture, Food and Drug Authority (Amendment) Bill 2016 (Bill No. 32 of 2016);
3. The Infrastructure Development Authority of the Punjab (Amendment) Bill 2016 (Bill No. 36 of 2016);
4. The Punjab Maintenance of Public Order (Amendment) Bill 2016 (Bill No. 16 of 2016);
5. The Punjab Blood Transfusion Safety Bill 2016 (Bill No. 27 of 2016); and
6. The Punjab Poultry Production Bill 2016 (Bill No. 24 of 2016.
The House was then adjourned to meet on Thursday, October 20, 2016 at 10:00 a.m.
