1.         THE PUNJAB CRIMINAL PROSECUTION SERVICE (CONSTITUTION, FUNCTIONS AND POWERS)(AMENDMENT) BILL 2016 (BILL No. 40 of 2016)

            A MINISTER to move that the Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Bill 2016, as recommended by Standing Committee on Law, be taken into consideration at once.

         A MINISTER to move that the Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Bill 2016, be passed.

2.         THE PARKS AND HORTICULTURE AUTHORITY (AMENDMENT) BILL 2016 (BILL No. 37 of 2016)

            A MINISTER to move that the Parks and Horticulture Authority (Amendment) Bill 2016, as recommended by Standing Committee on Housing, Urban Development and Public Health Engineering, be taken into consideration at once.

         A MINISTER to move that the Parks and Horticulture Authority (Amendment) Bill 2016, be passed.

3.   THE PUNJAB HALAL DEVELOPMENT AGENCY BILL 2016 (BILL No. 45 of 2016)

            A MINISTER to move that the Punjab Halal Development Agency Bill 2016, as recommended by Standing Committee on Livestock and Dairy Development Department, be taken into consideration at once.

            A MINISTER to move that the Punjab Halal Development Agency Bill 2016, be passed.


 

4.   THE PUNJAB ANIMALS FEED STUFF AND COMPOUND FEED BILL 2016 (BILL No. 41 of 2016)

            A MINISTER to move that the Punjab Animals Feed Stuff and Compound Feed Bill 2016, as recommended by Standing Committee on Livestock and Dairy Development Department, be taken into consideration at once.

            A MINISTER to move that the Punjab Animals Feed Stuff and Compound Feed Bill 2016, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Housing, Urban Development and Public Health Engineering Department were asked and Malik Nadeem Kamran, Minister for Planning & Development (holding additional charge) answered the questions.

Extension in Time Limit for Laying the Report

On a Motion moved by Mian Tariq Mehmood, the House granted one year extension from 11 December 2016 to the Public Accounts Committee-II for laying its reports on “Reports of the Government Expenditure for the year 2004-05, 2005-06, 2007-08 and 2011-12 and Reports of Auditor General of Pakistan for the year 2003-04, 2005-06, 2007-08 and 2011-12”.

On a Motion moved by Bao Akhtar Ali, the House granted two months extension from 23 December 2016 to the Standing committee on Services & General Administration for laying its reports in respect of the following:

1. Starred Question No. 6261 asked by Mian Tahir, MPA (PP-69);

2. Starred Question No. 6787 asked by Mr Amjad Ali Javaid, MPA (PP-86);

3. Starred Question No. 7108 and 7109 asked by Mian Tariq Mehmood, MPA (PP-113);

4. Starred Question No. 7122 asked by Ms Raheela Anwar, MPA (W-357); and

5. Starred Question No. 7124 asked by Dr Nausheen Hamid, MPA (W-356).

On a Motion moved by Mr. Ahmed Khan Bhachar, the House granted two months extension from 23 December 2016 to the Committee on Privileges for laying its reports on “Privilege Motion No. 12 of 2013; 20, 31 of 2014; 5, 14, 17, 18, 19,20,22 of 2015; 2,5,7,12,14,15,18,20,21,22,23,24,25,28,30,31,32,33,34,36 and 37 of 2016”.

On a Motion moved by Mr. Muhammad Anis Qureshi, the House granted two months extension to the Standing Committee on Finance for laying its reports in respect of the following:

1. Starred Question No. 5290 and 7656 asked by Mr Amjad Ali Javaid, MPA (PP-86); and

2. Starred Question No. 7183 asked by Ms Raheela Anwar, MPA (W-357).

On a Motion moved by Malik Fiaz Ahmad Awan, the House granted two months extension to the Standing committee on Agriculture for laying its reports in respect of the following:

1. Resolution No. 276 moved by Mr. Ahmed Khan Bhachar, MPA (PP-45);

2. Resolution No. 238 moved by Mr Amir Sultan Cheema, MPA (PP-32);

3. Zero Hour No. 26 moved by Malik Muhammad Ahmad Khan, MPA (PP-179);

4. Starred Question No. 7166 asked by Mr Ehsan Riaz Fatyana, MPA (PP-58); and

5. Starred Question No. 7350 asked by Dr Syed Waseem Akhtar, MPA (PP-271).

Call Attention Notices

Two Call Attention Notices were taken up. The Notice of Ch. Aamir Sultan Cheema regarding murder of a young man by the unknown killers at Rehmanpura Road Railway Crossing, Sargodha and the second Notice moved by Ms. Faiza Ahmad Malik regarding killing of Khalid Mehmood Butt, senior journalist along with his son by unknown killers at Sahiwal, were disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Mian Tariq Mehmood regarding misleading and wrong statement made by the DCO Gujrat with the member concerned about postponement of inaugural ceremony of Major Shabbir Sharif Shaheed Hospital Kunjah was referred to the Committee on Privileges with the direction to submit its report within two months. The Motion moved by Mr Ijaz Khan regarding illegal arrest of member concerned along with his two brothers and twenty seven other companions on the orders of CPO and SP, Rawal Cantt, was kept pending till next Wednesday.   

The Motions were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Ch Ashraf Ali Ansari regarding increase in the number of beggars in Gujranwala and forcefully receiving alms and becoming security risks for the public and insensitivity of police administration to take action against them and the Motion moved by Sheikh Ijaz Ahmad regarding demolition of a boundary wall by the WASA Department adjacent to New Convent High School Dawood Colony Faisalabad, which was constructed around disposal station to save students from pollution and terrorism were kept pending till next week.

Consideration and Passage of Bills

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following Bills which were passed by the House:

1.   The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Bill 2016 (Bill No. 40 of 2016);

2. The Parks and Horticulture Authority (Amendment) Bill 2016 (Bill No. 37 of 2016;

3. The Punjab Halal Development Agency Bill 2016 (Bill No. 45 of 2016); and

4. The Punjab Animals Feed Stuff and Compound Feed Bill 2016 (Bill No. 41 of 2016).

General Discussion

General Discussion on Agriculture

General Discussion on Agriculture continued for the second day. The following members participated in the discussion:

Mr Muhammad Rafique, Malik Umar Farooq, Ms. Raheela Anwar, Mr Ahmed Khan Baloch, Mian Tariq Mehmood, Mr Muhammad Arshad Malik and Al-Haaj Muhammad Ilyas Chinioti.

Zero Hour

Mian Tariq Mehmood moved a Motion regarding thousands of cases are lying pending at Benevolent Funds Board Punjab, was kept pending.

On a Motion moved by Mr Muhammad Rafique regarding termination of lease agreement with the farmers through a Notification by the Punjab Revenue Board, was kept pending.

The House was then adjourned at 02:48 p.m.to meet on Friday, December 2, 2016 at 9:00 a.m.
