Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (صَلَّى اللّٰهُ تَعَالٰى عَلَيۡهِ وَاٰلِه وَسَلَّم).

Question Hour

Questions relating to Prisons and Youth Affairs, Sports Departments were asked and Malik Ahmad Yar Hunjra, Minister for Prisons and Mr Jahangir Khanzada, Minister for Youth Affairs, Sports answered the questions.

Laying of Report

Bao Akhtar Ali presented before the House the report of Standing Committee on Services & General Administration in respect of “The Punjab Civil Administration Bill 2017 (Bill No. 1 of 2017).

Mr. Ahmad Shah Khagga presented before the House the report of Committee on Privileges in respect of “Privileges Motions No. 17 for the year 2015, 2,5,15,21,22,23,24,28,37 and 42 for the year 2016.

Extension in Time Limit for Laying the Report

On a Motion moved by Bao Akhtar Ali, the House granted two months extension from 22nd February 2017 to the Standing Committee on Services & General Administration for laying its reports in respect of the following:

1. Starred Question No. 6261 asked by Mian Tahir, MPA (PP-69);

2. Starred Question No. 6787 asked by Mr Amjad Ali Javaid, MPA (PP-86);

3. Starred Question Nos.7108 and 7109 asked by Mian Tariq Mehmood, MPA (PP-113);

4. Starred Question No. 7122 asked by Ms Raheela Anwar, MPA (W-357); and

5. Starred Question No. 7124 asked by Dr Nausheen Hamid, MPA (W-356).

On a Motion moved by Mr. Waheed Asghar Dogar, the House granted one year extension from 16th February 2017 to the Public Accounts Committee-I for laying its reports on “Three Audit Reports of Auditor General of Pakistan on the Expenditure of Punjab Government for the year 2012-13 and from 18 February 2017 in respect of five Audit Reports of Auditor General of Pakistan on the Expenditure of Punjab Government for the year 2014-15”.

On a Motion moved by Malik Fiaz Ahmad Awan, the House granted two months extension to the Standing Committee on Agriculture for laying its reports in respect of the following:

1. Resolution No. 276 moved by Mr Ahmad Khan Bhacher, MPA (PP-45);

2. Resolution No. 238 moved by Mr Amir Sultan Cheema, MPA (PP-32);

On a Motion moved by Mr. Ahmad Shah Khagga, the House granted two months extension from 22 February 2017 to the Committee on Privileges for laying its reports on “Privilege Motions No. 1 and 12 for the year 2013, 20 and 31 for the year 2014, 5,14,18,19,20, and 22 for the year 2015 and 7,12,14,18,20,25,30,31,32,33,34,35,36,38,39 and 44 for the year 2016”.

On a Motion moved by Ch Rafaqat Hussain Gujjar, the House granted two months extension to the Standing Committee on Home Affairs for laying its reports in respect of the following:

1. The Prisons (Amendment) Bill 2016 (Bill No. 30 of 2016) moved by Miss Hina Pervaiz Butt, MPA (W-353) and

2. Starred Question No. 4719 asked by Mr Amjad Ali Javaid, MPA (PP-86).

On a Motion moved by Ch Muhammad Akram, the House granted two months extension to the Standing Committee on Education for laying its reports in respect of the following:

Adjournment Motions

Seven Adjournment Motions were taken up. The Motion moved by Ch Ashraf Ali Ansari regarding non-installation of Water Treatment Plant by the factories resulting in increased air and water pollution in Gujranwala, the Motion moved by Ms. Saadia Sohail Rana regarding non-availability of basic facilities in 131 educational institutions of Lahore due to lack of funds to be issued to Schools Education Department by the Punjab Finance Department because of its inability to issue all the allocated funds to Education Department due to ongoing development projects in Punjab, the Motion moved by Ms. Hina Pervaiz Butt regarding sale of substandard and adulterated chemical mixed milk in Lahore, the Motion moved by Mr. Ahmad Shah Khagga regarding failure of Lahore Parking Company to provide parking facilities in Lahore even after lapse of four years of its establishment and many projects of parking are dealt only on papers, the Motion moved by Mr. Muhammad Shoaib Siddiqui regarding illegal possession of land of WASA located in Mohajarabad, Sodiwal Multan Road Lahore in  Union Council 79 which was used by the residents for their personal use, the Motion moved by Dr. Murad Rass regarding non-availability of basic facilities in primary schools in native towns of Lahore and the last Motion moved by Mr. Asif Mehmood regarding confinement of a boy for one wheeling by the Police in Rawalpindi and by using his political influence Ex-MNA Mr Hanif Abbasi got the SHO Mr Asghar Chandio terminated, were kept pending till next week.

Private Members Day

Introduction of Bills

Ch. Amjad Ali Javed was granted leave by the House to introduce “The Punjab Land Preservation (Amendment) Bill 2016” which was referred to the Standing Committee on Revenue, Relief and Consolidation with the direction to submit its report within two months.

Dr Nausheen Hamid was granted leave by the House to introduce “The Punjab Animals Slaughter Control (Amendment) Bill 2016” which was referred to the Standing Committee on Livestock & Dairy Development with the direction to submit its report within two months.

 

Resolution kept pending on 24 January 2017

Dr. Murad Rass through a resolution recommended the Federal Government to develop a website on the life and achievements of Quaid-e-Azam Muhammad Ali Jinnah to have easy access to his philosophy and principles, was passed by the House.

Resolutions in the Public Interest

1. The resolution of Ms. Alia Aftab demanding to make it mandatory for the factories to install Water Treatment Plants as per law to safe general public from contaminated and chemical mixed water, was kept pending on her request.

2. The resolution moved by Ms. Nabila Hakim Ali Khan demanding to take stringent steps to put ban on the video games outlets operating in streets and corrupting the immature minds of children, was unanimously passed by the House.

3. The resolution of Mr. Mumtaz Ahmad Qaisrani (Bhutto Khan) urging the Federal Government to take steps to bring back dead bodies of those died in Saudi Arabia and all the expenses for this purpose be borne by the Government of Pakistan was kept pending till next Private Members’ Day on his request.

4. The resolution of Mr. Muhammad Sibtain Khan urged to put ban on supply of gas cylinders used for motorcycle rickshaws and pick-ups was kept pending on the request of mover.

5. Through a resolution Ms. Hina Pervaiz Butt demanded to allocate Nasir Bagh or any other suitable place for the purpose of staging and record of protests avoiding immense traffic jams and public movement problems on the Mall Road, was passed by the House.

Zero Hour

The Motion moved by Mr. Muhammad Rafique regarding killing of 44 people on the eve of Christmas due to poisonous liquor in District Toba Tek Singh, was kept pending.

The House was then adjourned at 01:24 p.m. to meet on Wednesday, February 1, 2017 at 10:00 a.m.
