1.         THE PUNJAB CIVIL ADMINISTRATION BILL 2017 (BILL No. 01 of 2017)

            RESUMPTION of consideration of the Punjab Civil Administration Bill 2017.

         A MINISTER to move that the Punjab Civil Administration Bill 2017, be passed.

2.         THE PUNJAB LAND RECORDS AUTHORITY BILL 2016 (BILL No. 46 of 2016)

            A MINISTER to move that the Punjab Land Records Authority Bill 2016, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

         A MINISTER to move that the Punjab Land Records Authority Bill 2016, be passed.

3.         THE UNIVERSITY OF HOME ECONOMICS LAHORE BILL 2016 (BILL No. 38 of 2016)

            A MINISTER to move that the University of Home Economics Lahore Bill 2016, as recommended by Standing Committee on Education, be taken into consideration at once.

         A MINISTER to move that the University of Home Economics Lahore Bill 2016, be passed.

(b)  GENERAL DISCUSSION

      DISCUSSION ON THE ANNUAL REPORT OF THE PUNJAB BAIT-UL-MAAL FOR THE YEAR 2012

            A MINISTER to move for Discussion on the Annual Report of the Punjab Bait-ul-Maal for the Year 2012.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool

Question Hour

Questions relating to Transport, Excise & Taxation and Narcotics Control Departments were asked and Mr. Muhammad Nawaz Chohan, Parliamentary Secretary for Transport and Mian Mujtaba Shuja-ur-Rehman, Minister for Excise & Taxation and Narcotics Control answered the questions.

Laying of Report

Ch. Amjad Ali Javed presented before the House the report of Standing Committee on Health in respect of “The Punjab Drugs (Amendment) Bill 2017 (Bill No. 2 of 2017)”.

Extension in Time Limit for Laying the Report

On a Motion moved by Ch. Amjad Ali Javed, the House granted two months extension to the Standing Committee on Health for laying its reports in respect of the following:

1. The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Ch Shahbaz Ahmad MPA (PP-143);

2. Matter raised by Mian Mehmood ur Rashid, MPA Leader of Opposition on a point of Order regarding Allegation of Corruption/Irregularities in Procurement of Medical/Surgical Items; and

3. Adjournment Motion No.618 moved by Mian Tariq Mehmood, MPA (PP-113).

On a Motion moved by Ms. Gulnaz Shahzadi, the House granted two months extension to the Standing Committee on Local Government & Community Development for laying its reports in respect of the following:

1. Starred Question No. 3158 asked by Mr Shehzad Munshi, MPA (NM-369); and

2. Starred Question No. 3620 asked by Dr Muhammad Afzal, MPA (PP-276).

On a Motion moved by Mr. Ameer Muhammad Khan, the House granted two months extension to the Standing Committee on Housing, Urban Development & Public Health Engineering for laying its reports in respect of the following:

1. Adjournment Motion No.237/2014 moved by Mr Ahmad Shah Khagga, MPA (PP-229);

2. Adjournment Motion No.278/2015 moved by Dr Syed Waseem Akhtar, MPA (PP-271);

On a Motion moved by Mr. Ehsan Riaz Fatyana, the House granted two months extension to the Standing Committee on Transport for laying its reports in respect of the following:

1. Starred Questions No. 2338 and 7599 asked by Mian Tariq Mehmood, MPA (PP-113); and

2. Starred Question No. 7769 asked by Mr Amjad Ali Javaid, MPA (PP-86).

On a Motion moved by Mr. Muhammad Anis Qureshi, the House granted two months extension to the Standing Committee on Finance for laying its reports in respect of the following:

1. Starred Questions No. 5290 and 7656 asked by Mr Amjad Ali Javaid, MPA (PP-86); and

2. Starred Question No. 7183 asked by Ms Raheela Anwar, MPA (W-357).

On a Motion moved by Ch Faqir Hussain Dogar, the House granted two months extension to the Standing Committee on Excise and Taxation for laying its report on “Starred Question No. 2405/2014 asked by Dr Syed Waseem Akhtar, MPA (PP-271)”.

On a Motion moved by Malik Muhammad Waris Kallu, the House granted two months extension to the Special Committee No.4 for laying its report on “The Issue of LDA Employees Housing Scheme, Thokar Niaz Baig raised in the reply of Starred Question No. 269 asked by Ms Ayesha Javed, MPA (W-317)”.

On a Motion moved by Dr. Murad Rass, the House granted two months extension to the Standing Committee on Cooperatives for laying its report on “Starred Question No. 7078 asked by Mr Amjad Ali Javaid, MPA (PP-86)”.

On a Motion moved by Mr. Shahzad Munshi, the House granted two months extension to the Standing Committee on Labour and Human Resource for laying its report on “Starred Question No. 6302/2016 asked by Mian Rafique, MPA (PP-90)”.

Call Attention Notice

The Call Attention Notice of Mian Tariq Mehmood regarding dacoity of Rs.20 million worth valuables from super store located at Chan Da Qila Gujranwala, was kept pending on the request of the mover.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Ch Ashraf Ali Ansari regarding open sale of chemically mix water and adulterated food items in Gujranwala injurious to health due to negligence of the concerned department and the second Motion moved by Mr. Ahmed Khan Bhachar regarding non-provision of proper parking facilities to LTC intercity transport due to which number of buses of the company are becoming useless, were kept pending till next week.

Consideration and Passage of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved “THE PUNJAB CIVIL ADMINISTRATION BILL 2017 (BILL No. 01 of 2017)”, which was passed by the House.

The House was then adjourned at 02:04 p.m. to meet on Friday, February 3, 2017 at 9:00 a.m.
