Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Higher Education Department were asked and Ms. Mehwish Sultana, Parliamentary Secretary for Higher Education answered the questions.

At this stage, quorum was pointed out by the Opposition. On completion of the quorum, proceedings of the House continued.

Fateha

The House offered Fateha on the sad demise of the mother-in-law of Malik Nadeem Kamran, Minister for Planning & Development.

Laying of Reports

Mr Hussain Jahania Gardezi presented before the House the report of Committee on Privileges in respect of “Privilege Motions No. 22 of 2015, and  7, 30,34 and 36 of 2016”.

Malik Muhammad Waris Kallu presented before the House the report of Special Committee No. 4 in respect of “The Issue of LDA Employees Housing Scheme, Thoker Niaz Baig raised in the reply of Starred Question No. 269 asked by Mrs Ayesha Javed, MPA (W-317)”.

Again quorum was pointed out by the Opposition. On completion of quorum, the proceedings of the House continued.

Call Attention Notices

Four Call Attention Notices including two from previous agenda could not be taken up due to the absence of movers.  

Adjournment Motion

Adjournment Motion was moved by Ch Ashraf Ali Ansari regarding heavy loss to the citrus producers and exporters due to the hail storms in Sargodha District, was kept pending till next week.

Suspension of Rules

On a motion moved by Ms.‏ Azma Zahid Bukhari under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:

Resolution

Ms.‏ Azma Zahid Bukhari moved the resolution regarding empowerment of the women and recommended the government to take effective measures for women’s betterment, was passed by the House.

General Discussion

Continuation of Pre-Budget Discussion

The Pre-Budget discussion continued for the second day. The following members participated in the discussion:  Mr. Ali Asghar Manda, Advocate, Al-Haj Muhammad Ilyas Chinioti, Mr. Ahmed Khan Baloch, Mr. Muhammad Waheed Gull, Ms.‏ Tahia Noon and Ms.‏ Shameela Aslam. 

The House was then adjourned at 02:22 p.m. to meet on Friday, March 10, 2017 at 9:00 a.m.

"پاکستانی خواتین جہاز چلانے سے لیکر محنت کشی کرنے تک ہر جگہ اس ملک اور معاشرے کی ترقی میں اہم کردار ادا کر رہی ہیں۔ دُنیا میں ہر جگہ خواتین کو اپنا کردار منوانے کیلئے مختلف چیلنجز کا مقابلہ بھی کرنا پڑتا ہے لیکن انکی زندگی جہدمسلسل سے عبارت ہے۔

     صوبائی اسمبلی پنجاب کا یہ ایوان خواتین کے عالمی دن کے موقع پر خواتین کے حقوق کی خاطر جدوجہد کرنے والی تمام معزز خواتین کو خراج تحسین پیش کرتا ہے۔ یہ ایوان قرار دیتا ہے کہ خواتین کی آزادی اور بااختیار ہونے کے بغیر کوئی معاشرہ فلاحی معاشرہ نہیں بن سکتا۔

     یہ ایوان خواتین کے عالمی دن کے موقع پر اس بات کا اعادہ کرتا ہے کہ خواتین کے حقوق اور انہیں بااختیار بنانے کی ہر کوشش کی حمایت کی جائے گی۔

     یہ ایوان خواتین کے استحصال کی روک تھام کے لئے حکومت پنجاب کی طرف سے اٹھائے گئے اقدامات جن میں تحفظ خواتین قانون کی منظوری، وراثت کے قوانین میں ترامیم،Violence Against Women سنٹرز کا قیام اور فیصلہ سازی میں تمام خواتین کو 33% نمائندگی دینا شامل ہیں، پر حکومت کو بھرپور خراج تحسین پیش کرتا ہے۔

     صوبہ پنجاب میں خواتین کے حوالے سے بہت بہتر اقدامات کئے جا رہے ہیں لیکن ان پر عمل درآمد اور مزید بہتری کیلئے مزید اقدامات کی ضرورت ہے جسکی ہر ممکن کوشش کی جائے گی۔
