Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Special Education and Energy Departments were asked and Ch Muhammad Shafique, Minister for Special Education and Mr. Sher Ali Khan, Minister for Mines & Minerals (holding additional charge for Energy) answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Syed Hussain Jahania Gardezi, the House granted two months extension from 21 April 2017 to the Committee on Privileges for laying its reports on “Privileges Motions No.1,12 of 2013, 20,31 of 2014, 5,14,18,19,20 of 2015, 12,14,18,20,25,31,32,33,35,38,39,44 of 2016 and 2,3 of 2017”.

On a Motion moved by Bao Akhtar Ali, the House granted two months extension from 21 April 2017 to the Standing Committee on Services & General Administration for laying its reports in respect of the following:

1. Starred Question No.6261 asked by Mian Tahir, MPA (PP-69);

2. Starred Question Nos.7108 and 7109 asked by Mian Tariq Mehmood, MPA (PP-113);

3. Starred Question No.7122 asked by Ms Raheela Anwar, MPA (W-357); and  

4. Starred Question No.7124 asked by Dr Nausheen Hamid, MPA (W-356)”.

On a Motion moved by Mr. Ameer Muhammad Khan, the House granted two months extension to the Standing Committee on Housing, Urban Development & Public Health Engineering for laying its reports in respect of the following:

1. Adjournment Motion No.237/2014 moved by Mr Ahmad Shah Khagga, MPA (PP-229);

2. Adjournment Motion No.278/2015 moved by Syed Waseem Akhtar, MPA (PP-271);

3. Starred Question No.2401/2016 asked by Syed Waseem Akhtar, MPA (PP-271); and

4. Starred Question No.4437/2016 asked by Raja Rashid Hafeez, MPA (PP-11).

On a Motion moved by Sardar Bahadur Khan Maikan, the House granted two months extension to the Standing Committee on Agriculture for laying its reports in respect of the following:

1. Resolution No.276 moved by Mr Ahmad Khan Bhacher, MPA (PP-45);

2. Resolution No.238 moved by Mr Amir Sultan Cheema, MPA (PP-32);

3. Starred Question No.7166 asked by Mr Ehsan Riaz Fatyana, MPA (PP-58); and

4. Starred Questions No.7350 and 7862 asked by Syed Waseem Akhtar, MPA(PP-271).

On a Motion moved by Mr. Zulfiqar Ghouri, the House granted two months extension to the Standing Committee on Livestock & Dairy Development for laying its report on “The Punjab Animals Slaughter Control (Amendment) Bill 2016 (Bill No. 5 of 2016) moved by Dr Nausheen Hamid, MPA (W-356)”.

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Ms.‏ Khadija Umar regarding violation of one dish policy at marriage functions at Safdarabad, Sheikhupura, by the influential people in connivance with the administration contradictory to the Punjab Marriage Functions Act 2016, the Motions moved by Ch Ashraf Ali Ansari and Dr Murad Raas were on the same subject matter regarding open sale of injections in the Province despite ban imposed by the Government and Lahore High Court used to boost milk production in animals resulting in increase in diseases in animals and human beings, the Motion moved by Ms.‏ Saadia Sohail Rana regarding increase in illegal private slaughter houses in Lahore despite ban imposed by the Government and people are compelled to eat meat of sick and weak animals and the Motion moved by Ch. Tariq Mehmood Bajwa regarding delayed payment to the sugar cane growers by the Al-Huda Sugar Mill, Sangla Hill, were kept pending.

Continuation of Pre-Budget Discussion

Pre-Budget discussion continued for the fourth day. Mian Muhammad Islam Aslam, Mr. Muhammad Shoaib Siddiqui, Sardar Khalid Mahmood Waran, Ms.‏ Faiza Mushtaq, Mr. Muhammad Arif Abbasi, Ms. Rukhsana Kokab, Ms.‏ Iram Hassan Bajwa, Mian Muhammad Aslam Iqbal, Ms.‏ Tamkeen Akhtar Niazi, Ms.‏ Lubna Faisal, Mr. Muhammad Anis Qureshi, Mr. Asif Mehmood, Ms.‏ Raheela Yahya Munawar, Mian Mehmood ur Rashid, Leader of Opposition, Dr. Farzana Nazir, Ms.‏ Shaheen Ashfaq, Bao Akhtar Ali, Dr. Syed Waseem Akhtar, Ms.‏ Gulnaz Shahzadi and Rana Munawar Hussain alias Rana Munawar Ghous Khan, participated in the discussion.

The House was then adjourned at 03:54 p.m. to meet on Thursday, March 16, 2017 at 10:00 a.m.
