Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Fateha

The House offered Fateha on the sad demise of mothers of Ms Surriya Nasim, MPA (W-322) and Sardar Khalid Mehmood Waran, MPA (PP-269).

Question Hour

Questions relating to Revenue and Colonies Departments were asked and Mrs Nazia Raheel, Parliamentary Secretary for Revenue and Mr Zahid Akram, Parliamentary Secretary for Colonies answered the questions.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Raja Shoukat Aziz Bhatti (PP-4), Ch. Liaqat Ali Khan (PP-20), Ms Nasim Lodhi (W-314), Ms‏ Nighat Intisar (PP-107), Ch Akhtar Abbas Bosal (PP-118), Mian Muhammad Rafique (PP-90), Ch. Irsahd Ahmad Arain (PP-233), Sardar Bahadar Khan Maken (PP-38), Ms. Farhana Afzal (W-315) and Syed Muhammad Sibtain Raza (PP-260).

Privilege Motion

The Privilege Motion moved by Mr. Khurram Shehzad blaming the defeated candidate of PML-N Khawaja Muhammad Islam Ex-MPA (PP-72) Faisalabad for impersonating himself as MPA by using forged letter pad to get the development schemes of the said constituency approved from the office of Commissioner and Deputy Commissioner Faisalabad, was kept pending.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion of Mr. Muhammad Shoaib Siddiqui regarding hundreds of fire hydrants were installed in Lahore by WASA to save residents of Lahore from any untoward fire incident are lying in operative due to non-provision of connection and have become target of corruption, was disposed of. The second Motion moved by Ch. Ashraf Ali Ansari regarding mushroom of unregistered private schools in Gujranwala, violating rules and regulations devised for the establishment of private schools, was kept pending.

At this stage, quorum was pointed out at 12:45 p.m. After ringing bells for five minutes, the quorum was completed and the proceedings of the House started.

Private Members Day

The quorum was again pointed out at 12:58 p.m., which was completed after five minutes and the proceedings of the House commenced.

LEGISLATION (Bills)

On a Motion moved by Mrs Gulnaz Shehzadi, the House granted leave to introduce “The Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Bill 2017”, which was referred to the Standing Committee on Education with the direction to submit its report within two months.

On a Motion moved by Mian Khurram Jahangir Wattoo, the House rejected to grant leave to move “The Punjab Child Marriage Restraints (Amendment) Bill 2017”.

On a Motion moved by Mrs Faiza Mushtaq, the House granted leave to introduce “The Punjab Tobacco Vend (Amendment) Bill 2017”, which was referred to the Standing Committee on Agriculture with the direction to submit its report within two months.

Due to absence of Mrs Raheela Khadim Hussain, the Motion for leave could not be moved and the same was disposed of.

Resolutions in the Public Interest

Resolutions kept pending on 7 February and 14 March 2017

1.         The resolution moved by Mr. Muhammad Sibtain Khan that to obtain the National Identity Card is a fundamental right of every citizen but besides other difficulties, citizens have to face problems to get rectified mistakes made by the department and have to run to the court for its rectification, so the resolution urged the government to restrict NADRA to correct such mistakes if made by the department, was disposed of as mover was not present.

2.         The resolution of Ms. Hina Pervaiz Butt demanding to initiate legislation against builders and developers who cheat general public through attractive advertisement of their projects on electronic and print media and collect lacs of rupees from them on the pretext of booking of under construction buildings and plazas, which had not been completed and handed over even after the lapse of ten years to the concerned, was kept pending on the request of the mover.

Current Resolutions

1.         The resolution moved by Ch. Ashraf Ali regarding installation of incinerators in phases at all DHQ Hospitals in the Province, was passed by the House.

2.         The resolution moved by Ms Iram Hassan Bajwa that those Policemen who lost their lives while performing duty should be called as “Martyrs” and not deceased, was unanimously passed by the House.

3.         The resolution moved by Mr Shehzad Munshi demanding to take action against indecent and vulgar advertisements published on public transport especially on rickshaws, was unanimously passed by the House.

4.         The resolution moved by Malik Taimoor Masood demanding cancellation of route permits of buses and wagons fitted with sub-standard CNG cylinders as these vehicles are like moving bombs which are dangerous for human lives, was disapproved by the House.

5.         The resolution moved by Ms Shunila Ruth demanding to take stern action against quacks in the province and penalized them whose treatment is making people disabled and even taking precious human lives, was kept pending.

Zero Hour

The Motion of Mr Faisal Farooq Cheema regarding choked up sewerage in Chak Nos.55 and 71 of PP-35, District Sargodha resulting in spread of different diseases in the area, was disposed of as the mover was not present.

The House was then adjourned at 01:30 p.m. to meet on Wednesday, April 26, 2017 at 10:00 a.m.
