Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Panel of Chairmen

In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Punjab Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-

1.         Mian Marghoob Ahmed (PP-150)

2.         Rana Munawar Hussain alias Rana Munawar Ghous Khan (PP-36)

3.         Syed Ejaz Hussain Bukhari (PP-15)

4.         Mrs‏ Ayesha Javed (W-317)

Fateha

The House offered Fateha on the sad demise of brother of Ms.‏ Faiza Ahmad Malik, MPA (W-362).

Question Hour

Questions relating to Higher Education Department were asked and Ms. Mehwish Sultana, Parliamentary Secretary for Higher Education answered the questions.

Laying of Reports

Mr. Abdul Rauf Mughal presented before the House the report of Standing Committee on Industries, Commerce and Investment in respect of “The Punjab Boilers and Pressure Vessels (Amendment) Bill 2017 (Bill No. 11 of 2017)”.

Mian Muhammad Aslam Iqbal presented before the House the report of Standing Committee on Local Government & Community Development in respect of “The Punjab Shehr-e-Khamoshan Authority Bill 2017 (Bill No. 10 of 2017)”.

Ms.‏ Farzana Butt presented before the House the report of Standing Committee on Social Welfare and Bait-ul-Maal in respect of “The Punjab Women Protection Authority Bill 2017 (Bill No. 7 of 2017)”.

Suspension of Rules for taking up Resolution

On a motion moved by Mian Mehmood ur Rashid Leader of the Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for moving the resolution condemning the verdict of International Court of Justice suspending the capital punishment of Kulbhushan Yadav an Indian Spy who was awaiting execution in Pakistan. After the resolution was moved, Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs proposed an amendment in the said resolution. While Minister for Law was moving an amendment in the resolution the opposition started making uproar in the House and the quorum was pointed out and the resolution could not be passed. The House was therefore adjourned at 07:16 p.m. to meet on Monday, May 22, 2017 at 02:00 p.m.
