Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Forestry, Fisheries & Wildlife and Irrigation Departments were asked and Mian Fida Hussain, Parliamentary Secretary for Forestry, Fisheries & Wildlife and Mr. Amanat Ullah Khan Shadi Khel, Minister for Irrigation answered the questions.

Laying of Reports

Syed Hussain Jahania Gardezi presented before the House the report of Committee on Privileges in respect of “Privilege Motions No. 12,14,25,31 and 44 for the year 2016”.

Extension in Time Limit for Laying the Reports

On a Motion moved by Dr. Murad Rass, the House granted two months extension to the Standing Committee on Education for laying its reports in respect of the following:

1.         Adjournment Motion No. 1093 moved by Mian Tariq Mehmood, MPA (PP-113);

2.         Starred Question No.7677 asked by Mian Tariq Mehmood, MPA (PP-113);

On a Motion moved by Mr Muhammad Arshad Malik, Advocate, the House granted two months extension to the Standing Committee on Food for laying its report on “Starred Question No.7621 asked by Mian Muhammad Aslam Iqbal, MPA (PP-148)”.

On a Motion moved by Ch. Shabbir Ahmed, the House granted two months extension to the Standing Committee on Excise & Taxation for laying its report on “Starred Question No.8288 asked by Mr Muhammad Arshad Malik, Advocate, MPA (PP-222)”.

On a Motion moved by Ch. Amjad Ali Javed, the House granted two months extension to the Standing Committee on Health for laying its reports in respect of the following:

1.         The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) Moved by Ch. Shahbaz Ahmed MPA (PP-143);

2.         Matter raised by Mian Mehmood ur Rashid, MPA/Leader of Opposition on a Point of Order regarding Allegations of Corruption/Irregularities in Procurement of Medical/Surgical Items;

3.         Adjournment Motion No.618 moved by Mian Tariq Mehmood, MPA (PP-113);

4.         Starred Question No.3020 asked by Ms. Nighat Sheikh, MPA (W-347);

On a Motion moved by Mr. Muhammad Zubair Khan Baloch, the House granted two months extension to the Standing Committee on Livestock & Dairy Development for laying its report on “The Punjab Animals Slaughter Control (Amendment) Bill 2016 (Bill No. 5 of 2016) moved by Dr Nausheen Hamid, MPA (W-356)”.

Privilege Motion

The Privilege Motion moved by Mr. Khurram Shehzad blaming the defeated candidate of PML-N Khawaja Muhammad Islam Ex-MPA (PP-72) Faisalabad for impersonating himself as MPA by using forged letter pad to get the development schemes of the said constituency approved from the office of Commissioner and Deputy Commissioner Faisalabad, was referred to the Committee on Privileges.

Adjournment Motion

The Adjournment Motion moved by Raja Shaukat Aziz Bhatti regarding dispensaries established in the decade of 1960s were working under local councils and catering large size of population in the Punjab, where highly qualified doctors and para medical staff were deputed, however after announcing the service of these doctors to be in cadre B
(a dying cadre) depriving them of perks and privileges available to them, consequently 250 seats are lying vacant in these dispensaries, was kept pending.

Suspension of Rules

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the resolution demanding to develop service structure for electronic media, journalists and workers on the pattern of the Newspapers Employees Act for print media, was unanimously passed by the House. The resolution voiced serious concern over the termination of few employees in different media houses and termed this termination injustice with the families of the journalists and share disrespect to the profession of the journalism. The resolution further stated that through such acts neither journalism could flourish nor justice based society could be established and demanded immediate reinstatement of terminated employees and payment of their pending dues.

Resolutions in the Public Interest

Resolutions kept pending on 25 April 2017

1.         The resolution moved by Ms Shunila Ruth demanding to take stern action against quacks in the province and penalize them whose treatment is turning people disabled/handicapped and due to their wrong treatment they are losing their lives, was passed by the House.

2.         The resolution of Ms Hina Pervaiz Butt demanding to initiate legislation against builders and developers who cheat general public through attractive advertisement of their projects on electronic and print media and collect lacs of rupees from them on the pretext of booking of under construction buildings and plazas, which had not been completed and handed over even after the lapse of ten years to the concerned, was kept pending.

Current Resolutions

1.         The resolution moved by Dr. Syed Waseem Akhtar demanding exemption of tax on agriculture income be increased to Rs.0.4 million from Rs.80,000 as available to the business community and full tax exemption be given on 12 acres of land, was rejected by the House.

2.         The resolution of Mr. Muhammad Sibtain Khan demanding to increase minimum daily wages of labourers to Rs.1000 and Rs.25000 per month, moreover they should be provided privileges as per labour laws and rates of their pension, marriage grant and death grant be doubled, was kept pending.

3.         The resolution of Malik Taimoor Masood demanding to restrict private schools owners from charging advance fee during summer vacations, was kept pending.

4.         The resolution of Mr. Ahmed Khan Bhachar demanding to take stern action against the manufacturers in the province manufacturing ice using substandard procedure, was kept pending.

5.         The resolution moved by Ms. Nighat Sheikh demanding construction of bridge between medicine market and Victoria Hospital situated on Circular Road Bahawalpur to facilitate attendants accompanying patients and to avoid traffic accidents, was passed by the House.

Zero Hour

On a motion moved by Ms. Nighat Sheikh regarding deliveries and purchase of thousands of vehicles from favorite car dealers by Bank of Punjab under “Apna Rozgar Scheme” in violation of rules and regulations, was kept pending.

On a motion moved by Mian Mehmood ur Rashid regarding WASA using rain water drainage also as sewerage line in Allama Iqbal Town Lahore which is effecting the residents of the area who are demanding the Government to separate rain water drainage and sewerage pipelines, was kept pending.

The House was then adjourned at 01:40 p.m. to meet on Wednesday, May 24, 2017 at 10:00 a.m.

"پنجاب اسمبلی کا یہ ایوان پیمرا اور وفاقی حکومت سے مطالبہ کرتا ہے کہ پرنٹ میڈیا میں نافذ نیوز پیپرز ایمپلائز ایکٹ کی طرز پر الیکٹرانک میڈیا کے صحافیوں اور کارکنوں کیلئے سروس سٹرکچر تشکیل دیا جائے۔ جس میں ان کی تنخواہوں، اوقات کار، میڈیکل الاؤنس سمیت تمام مراعات شامل ہوں۔

یہ ایوان روزنامہ خبریں، ڈیلی ٹائمز، چینل 5 اور چینل 7 سمیت دیگر پرنٹ و الیکٹرانک میڈیا کے ملازمین کی چھانٹیوں کے اقدامات اور تنخواہوں کی عدم ادائیگی کو تشویش کی نگاہ سے دیکھتا ہے۔ یہ ایوان سمجھتا ہے کہ پرنٹ و الیکٹرانک میڈیا میں ملازمین کو تنخواہوں کی عدم ادائیگی اور تاخیر کا کلچر صحافت کے مقدس شعبے کی توہین اور ملازمین اور ان کی فیملیز کے ساتھ سخت ناانصافی اور ظلم ہے۔

یہ ایوان سمجھتا ہے کہ ایسے اقدامات سے نہ تو مثبت صحافت پنپ سکتی ہے اور نہ انصاف پر مبنی معاشرہ تشکیل دیا جا سکتا ہے۔ اس لئے یہ ایوان مطالبہ کرتا ہے کہ تمام ملازمین کو ان کی ملازمت پر بحال کیا جائے اور ان کی تنخواہوں و دیگر واجبات کی ادائیگی کو یقینی بنایا جائے۔"

"اس ایوان کی رائے ہے کہ عطائی معالج لوگوں میں موت بانٹنے میں مصروف ہیں اور ان کی وجہ سے کئی افراد معذور ہو چکے ہیں یا موت کے منہ میں چلے گئے ہیں۔لہذا یہ ایوان مطالبہ کرتا ہے کہ صوبہ بھر میں عطائی معالجوں کے خلاف مزید ٹھوس اقدامات کئے جائیں اور ان کے غیرقانونی کلینک بند کئے جائیں، نیز انہیں مروجہ قوانین کے تحت گرفتار کر کے سخت سزا دی جائے۔"
