(i) MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

            A MINISTER to move that leave be granted to move Resolution under Article 147 read with Article 245 of the Constitution for ratification of deployment of Special Security Division (SSD) Troops for China Pakistan Economic Corridor (CPEC) projects across the Punjab.

(ii) RESOLUTION UNDER ARTICLE 147 READ WITH ARTICLE 245 OF THE CONSTITUTION

            A MINISTER to move that the Provincial Assembly of the Punjab ratifies the deployment of Special Security Division (SSD) Troops for China Pakistan Economic Corridor (CPEC) projects across the Punjab under Article 147 read with Article 245 of the Constitution.

1.   RESOLUTION FOR EXTENSION OF THE PUNJAB WOMEN PROTECTION AUTHORITY ORDINANCE 2017 (II OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Women Protection Authority Ordinance 2017 (II of 2017), promulgated on 11 April 2017, for a further period of ninety days with effect from 10 July 2017.

2.   RESOLUTION FOR EXTENSION OF THE PUNJAB SHEHR-E-KHAMOSHAN AUTHORITY ORDINANCE 2017 (III OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Shehr-e-Khamoshan Authority Ordinance 2017 (III of 2017), promulgated on 11 April 2017, for a further period of ninety days with effect from 10 July 2017.

3.   RESOLUTION FOR EXTENSION OF THE PUNJAB BOILERS AND PRESSURE VESSELS (AMENDMENT) ORDINANCE 2017 (IV OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Boilers and Pressure Vessels (Amendment) Ordinance 2017 (IV of 2017), promulgated on 14 April 2017, for a further period of ninety days with effect from 13 July 2017.

4.   RESOLUTION FOR EXTENSION OF THE RAWALPINDI MEDICAL UNIVERSITY ORDINANCE 2017 (V OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Rawalpindi Medical University Ordinance 2017 (V of 2017), promulgated on 05 May 2017, for a further period of ninety days with effect from 03 August 2017.

5.   RESOLUTION FOR EXTENSION OF THE FAISALABAD MEDICAL UNIVERSITY ORDINANCE 2017 (VI OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Faisalabad Medical University Ordinance 2017 (VI of 2017), promulgated on 05 May 2017, for a further period of ninety days with effect from 03 August 2017.

6.   RESOLUTION FOR EXTENSION OF THE NISHTAR MEDICAL UNIVERSITY ORDINANCE 2017 (VII OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Nishtar Medical University Ordinance 2017 (VII of 2017), promulgated on 05 May 2017, for a further period of ninety days with effect from 03 August 2017.

7.   RESOLUTION FOR EXTENSION OF THE POLICE ORDER (AMENDMENT) ORDINANCE 2017 (VIII OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Police Order (Amendment) Ordinance 2017 (VIII of 2017), promulgated on 10 May 2017, for a further period of ninety days with effect from 08 August 2017.

            A MINISTER to move that the Punjab Shehr-e-Khamoshan Authority Bill 2017, as recommended by Standing Committee on Local Government and Community Development, be taken into consideration at once.

         A MINISTER to move that the Punjab Shehr-e-Khamoshan Authority Bill 2017, be passed.

2.   THE PUNJAB WOMEN PROTECTION AUTHORITY BILL 2017 (BILL NO. 07 OF 2017)

            A MINISTER to move that the Punjab Women Protection Authority Bill 2017, as recommended by Standing Committee on Social Welfare and Bait-ul-Maal, be taken into consideration at once.

         A MINISTER to move that the Punjab Women Protection Authority Bill 2017, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool .

Fateha

The House offered Fateha on the death anniversary of Nawab Sadiq Muhammad Khan Abbasi.

Question Hour

Questions relating to Livestock & Dairy Development Department were kept pending on the request of Minister Concerned. Questions relating to Agriculture Department were also kept pending till Monday as its Minister concerned was absent while questions relating to Food were answered by Ch. Muhammad Asad Ullah, Parliamentary Secretary for Food.

Mr. Speaker welcomed the delegation of European Union to the august House.

At this stage, quorum was pointed out at 11:46 a.m. After ringing bells for five minutes, the quorum was still incomplete and the proceedings of the House were adjourned for fifteen minutes.

After completion of quorum, the proceedings of the House resumed.

Motion under 83(e)

The Adjournment Motions relating to Food and Agriculture Departments were disposed of under Rule 83 (e) of Rules of Procedure of Provincial Assembly of the Punjab 1997, because general discussion on Food and Agriculture was on agenda of the day.

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Dr. Syed Waseem Akhtar regarding violation of Government policy and court decision by influential and powerful Revenue Officers of Revenue Department to have over one hundred kanals of land to ninety agriculture graduates and four veterinary graduates of Tehsil Tonsa at Mouza Rakh Kot Tabwani which was allotted to them by Chief Minister Punjab in 2010, the Motion moved by Ms. Khadija Umar regarding inability of Government to supply water in more than seventy five canals, water courses and distributaries in Gujranwala region despite the notification issued by Canal Chief Engineer on 14 April to start supply of water in the Province of the Punjab, the Motion moved by Mr. Asif Mehmood regarding inoperative C.T Scan machine installed at Rawalpindi District Headquarter Hospital compelling patients to approach private hospitals and spend heavy amount, the Motion moved by Mian Mehmood ur Rashid regarding majority of police personnel are unhappy with the colour of new uniform and most of them are wearing old uniform and the last Motion moved by Mr Muhammad Arif Abbasi regarding forceful occupation of expensive land in Rawalpindi by Albarak Turkish Company deputed on the cleanliness of the city and to whom land was handed over in the official capacity. Moreover the Company is treating ladies park as its waste transfer station effecting the residents of the area, was kept pending till next week.

1.   The Provincial Assembly of the Punjab extends the period of validity of “The Punjab Women Protection Authority Ordinance 2017 (II of 2017)” and “The Punjab Shehr-e-Khamoshan Authority Ordinance 2017 (III of 2017)”   promulgated on 11 April 2017, for a further period of ninety days with effect from 10 July 2017.

2.   The Provincial Assembly of the Punjab extends the period of validity of the Punjab Boilers and Pressure Vessels (Amendment) Ordinance 2017 (IV of 2017), promulgated on 14 April 2017, for a further period of ninety days with effect from 13 July 2017.

3.   The Provincial Assembly of the Punjab extends the period of validity of “The Rawalpindi Medical University Ordinance 2017 (V of 2017), “The Faisalabad Medical University Ordinance 2017 (VI of 2017)” and “The Nishtar Medical University Ordinance 2017 (VII of 2017)” promulgated on 05 May 2017, for a further period of ninety days with effect from 03 August 2017.

4.   The Provincial Assembly of the Punjab extends the period of validity of the Police Order (Amendment) Ordinance 2017 (VIII of 2017), promulgated on 10 May 2017, for a further period of ninety days with effect from 08 August 2017.
