Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool .

Laying of Report

Mr. Waheed Asghar Dogar presented before the House the Report of Public Accounts Committee-I in respect of “The Reports of Auditor General of Pakistan on the Expenditure of Government of the Punjab for the year 2010-11”.

At this stage, the quorum was pointed out at 03:51 p.m. After ringing bells for five minutes, the quorum was complete and the proceedings of the House commenced.

Supplementary Budget Statement for the Year 2016-2017

Discussion and Voting on Supplementary Demands for Grants 2016-2017

Dr. Aisha Ghaus Pasha, Minister for Finance concluded the general discussion on Supplementary Budget for the year 2016-17. In her winding up speech she denied the allegations of ineptitude and mismanagement levelled by the Opposition Members saying that the actual Supplementary Budget was four percent of the total budget and part of the Annual Budget but put into the Supplementary Budget due to technical reasons. She further stated that bulk of Supplementary Budget comprised the amount which the Government had to take for the restoration of local bodies and make them functional for the purpose of transferring the power to gross root level.

The Treasury presented 41 Supplementary Demands for Grants and Opposition submitted four cut motions against the budget allocated for Miscellaneous, Roads and Bridges, Forests and Irrigation & Land Reclamation for the fiscal year 2016-17. Dr. Aisha Ghaus Pasha, Minister for Finance moved Supplementary Demand for Grant before the House for discussion in respect of Miscellaneous, which was opposed by the Opposition through Cut Motion. However, the House passed Supplementary Demand for Grant in respect of Miscellaneous after discussion on the cut motion moved by the Opposition, which was rejected with majority votes.

The House passed remaining Supplementary Demands for Grants for the year 2016-17 under Rule 144 (4) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997.

Minister for Finance laid the Supplementary Schedule of Authorized Expenditure for the year 2016-17.

Dr. Aisha Ghaus Pasha, Minister for Finance appreciated the Members for participating in the budget passing process and concluded her words with a vote of thanks to them.

The Chair read out the Prorogation Order of the Governor of the Punjab and the House was prorogued.
