Rana Muhammad Iqbal Khan Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Youth Affairs, Sports and Mines & Minerals Departments were asked and Mr. Jahangir Khanzada, Minister for Youth Affairs & Sports and Mr. Sher Ali Khan, Minister for Mines & Minerals answered the questions.

At this stage, Mr. Speaker constituted a Special Committee No.9 in term of Rule 187 of the Rules of Procedure of Provincial Assembly of the Punjab, 1997 to look into the matter and propose measures to resolve the issue raised by Mian Muhammad Aslam Iqbal, MPA (PP-148) on September 11, 2017 on a point of order during the proceedings of the House regarding MCAT and ECAT entry tests and extortion of huge amount of money by the private academies from the students for preparation of these entry tests and that would present its report in the Assembly within a period of one month.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Muhammad Anis Qureshi, the House granted two months extension to the Standing Committee on Finance for laying its report on “Starred Question No.7183 asked by Mrs‏ Raheela Anwar, MPA (W-357)”.

On a Motion moved by Mr. Amjad Ali Javed, the House granted two months extension to the Standing Committee on Health for laying its reports in respect of the following:

1. The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Ch Shahbaz Ahmad, MPA (PP-143);

2. Matter raised by Mian Mahmood ur Rashid, Leader of Opposition on a Point of Order regarding Allegations of Corruption/irregularities in Procurement of Medical/Surgical items;

3. Adjournment Motion No.618 moved by Mian Tariq Mehmood, MPA (PP-113);

4. Starred Question No.3020 asked by Ms Nighat Sheikh, MPA (W-347);

5. Starred Question No.7148 asked by Ms Raheela Anwar, MPA (W-357);

6. Starred Question No.3559 asked by Mr Muhammad Arshad Malik Advocate, MPA (PP-222); and

7. Zero Hour No.176 moved by Mian Tariq Mehmood, MPA (PP-113).

On a Motion moved by Qazi Ahmad Saeed, the House granted two months extension to the Standing Committee on Transport for laying its reports on “Starred Question No.2338 and 7599 asked by Mian Tariq Mehmood, MPA (PP-113)”.

On a Motion moved by Dr. Murad Rass, the House granted two months extension to the Standing Committee on Cooperatives for laying its report on “Starred Question No.8383 asked by Mr Asif Mehmood, MPA (PP-9)”.

On a Motion moved by Bao Akhtar Ali, the House granted two months extension to the Standing Committee on Services & General Administration for laying its reports in respect of the following:

1. Starred Questions No.7108 and 7109 asked by Mian Tariq Mehmood, MPA (PP-113);

2. Starred Question No.7122 asked by Ms Raheela Anwar, MPA (W-357); and

3. Starred Question No.7124 asked by Dr Nausheen Hamid, MPA (W-356).

On a Motion moved by Mr. Asif Mehmood, the House granted two months extension to the Standing Committee on Environment Protection for laying its report on “Zero Hour No.175 moved by Mian Muhammad Kazim Ali Pirzada, MPA (PP-273)”.

On a Motion moved by Mr. Muhammad Afzal Gill, the House granted two months extension to the Standing Committee on Agriculture for laying its reports in respect of the following:

1. The Punjab Tobacco Vend (Amendment) Bill 2017 (Bill No. 9 of 2017) moved by Ms Faiza Mushtaq, MPA (W-299);

2. Starred Question No.7350 asked by Dr Syed Waseem Akhtar, MPA (PP-271); and

3. Starred Question No.8872 asked by Dr Syed Waseem Akhtar, MPA (PP-271).

Privilege Motion

The Privilege Motion moved by Qazi Ahmad Saeed regarding misbehavior of Mr Asif Butt, Superintendent, Project Punjab Highway Central Zone, Lahore, with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motions were replied by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Ms.‏ Khadija Umar regarding inability of Government to supply water in more than seventy five canals, water courses and distributaries in Gujranwala region despite the notification issued by Canal Chief Engineer on 14 April to start supply of water in the Province of the Punjab, was disposed of. The Motion moved by Dr. Syed Waseem Akhtar regarding non-installation of water filtration plant and non-provision of potable water to the residents of Salamat Pura, Lahore, the Motion moved by Mr. Muhammad Sibtain Khan regarding inability of different private hospitals in Punjab especially in Lahore to follow parameters for preserving blood, the Motion moved by Mr. Ahmed Khan Bhachar regarding inability of Primary & Secondary Healthcare Department to deliver Hepatitis C medicines at the residences of 90 thousands patients through courier service even after the lapse of six months and entering into a contract with courier company, the Motion moved by Ms.‏ Khadija Umar regarding non-implementation of centralized policy as prescribed by PMDC for admissions in the private medical colleges by the Punjab Government, were kept pending till next week.

The Motions were replied by the concerned Ministers/Parliamentary Secretaries.

At this stage, the quorum was pointed out and the House was then adjourned at 01:28 p.m. to meet on Wednesday, September 13, 2017 at 10:00 a.m.
