            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Parks and Horticulture Authority (Amendment) Ordinance 2017 (IX of 2017)

2.    The Dera Ghazi Khan Development Authority (Repeal) Ordinance 2017 (X of 2017)

3.    The Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Ordinance 2017 (XI of 2017)

(ii) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PARKS AND HORTICULTURE AUTHORITY (AMENDMENT) ORDINANCE 2017 (IX OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Parks and Horticulture Authority (Amendment) Ordinance 2017 (IX of 2017), promulgated on 20 June 2017, for a further period of ninety days with effect from 18 September 2017.

2.   RESOLUTION FOR EXTENSION OF THE DERA GHAZI KHAN DEVELOPMENT AUTHORITY (REPEAL) ORDINANCE 2017 (X OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Dera Ghazi Khan Development Authority (Repeal) Ordinance 2017 (X of 2017), promulgated on 21 June 2017, for a further period of ninety days with effect from 19 September 2017.

3.   RESOLUTION FOR EXTENSION OF THE PUNJAB CRIMINAL PROSECUTION SERVICE (CONSTITUTION, FUNCTIONS AND POWERS)(AMENDMENT) ORDINANCE 2017 (XI OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Ordinance 2017 (XI of 2017), promulgated on 22 June 2017, for a further period of ninety days with effect from 20 September 2017.

Rana Muhammad Iqbal Khan Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool .

Question Hour

Questions relating to Excise, Taxation & Narcotics Control, Transport and Social Welfare & Bait-ul-Maal Departments were asked and Mian Mujtaba Shuja-ur-Rehman, Minister for Excise & Taxation, Mr. Muhammad Nawaz Chohan, Parliamentary Secretary for Transport and Haji Muhammad Ilyas Ansari, Parliamentary Secretary for Social Welfare & Bait-ul-Maal answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Ms Saadia Sohail Rana the House granted two months extension to the Standing Committee on Communication & Works for laying its report on “Starred Question No.8303 asked by Mian Tariq Mehmood, MPA (PP-113)”.

On a Motion moved by Major (R) Moin Nawaz Warriach the House granted two months extension to the Standing Committee on Home for laying its reports in respect of the following:

1. The Prisons (Amendment) Bill 2016 (Bill No. 30 of 2016) moved by Miss Hina Pervez Butt, MPA (W-353);

2. Starred Question No.8058 asked by Mr Muhammad Arif Abbasi, MPA (PP-13); and

3. Starred Question No.8025 asked by Mr Ehsan Riaz Fatyana, MPA (PP-58).

On a Motion moved by Mr. Muhammad Arshad Malik Advocate the House granted two months extension to the Standing Committee on Food for laying its report on “Starred Question No.7621 asked by Mian Muhammad Aslam Iqbal, MPA (PP-148)”.

On a Motion moved by Dr. Syed Waseem Akhtar, the House granted extension from 31 August 2017 to 31 May 2018 to the Public Accounts Committee-I for laying its reports in respect of “Auditor General of Pakistan Report relating to the Financial Statement of Government of the Punjab for the year 2008-09 and Project Audit Report on Dualization of Faisalabad Sammundri Road (Section Between Faisalabad by Pass to Sammundri) C&W Department Government of the Punjab for the year 2012-13”.

Privilege Motion

The Privilege Motion moved by Syed Ejaz Hussain Bukhari regarding misbehavior of Mr. Hanif Niazi, Accountant, Sui Gas, Attock with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was replied by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs.

Adjournment Motions

Three Adjournment Motions were taken up. The Motion moved by Mian Mahmood ur Rashid regarding non-availability of onions and tomatoes in Model Bazars in Lahore which are otherwise available at very high price in open market, the second Motion moved by Mr. Muhammad Sibtain Khan regarding non-availability of any trauma center of international standard in the Punjab including Lahore and the last Motion moved by Ms. Saadia Sohail Rana regarding inefficiency of WASA and other departments in or providing clean drinking water to the residents of Punjab even after the lapse of 16 years while spending hefty amount on 70 on going projects, were kept pending till next week.

At this stage, quorum was pointed out. After ringing bell for five minutes Mr. Speaker adjourned the proceedings for fifteen minutes.

Motion under Rule 127 of the Rules of Procedure of Provincial Assembly of the Punjab, 1997.

On the motion moved by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs, the House granted leave to move the Resolutions under Article 128 (2) (a) of the Constitution for extension of the following Ordinances:

1. The Parks and Horticulture Authority (Amendment) Ordinance 2017 (IX of 2017)

2. The Dera Ghazi Khan Development Authority (Repeal) Ordinance 2017 (X of 2017)

3. The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Ordinance 2017 (XI of 2017)

Resolution under Article 128 (2) (a) of the Constitution

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs moved separately the following Resolutions which were passed by the House:

1.         The Provincial Assembly of the Punjab extends the period of validity of the Parks and Horticulture Authority (Amendment) Ordinance 2017 (IX of 2017), promulgated on 20 June 2017, for a further period of ninety days with effect from 18 September 2017.

2.         The Provincial Assembly of the Punjab extends the period of validity of the Dera Ghazi Khan Development Authority (Repeal) Ordinance 2017 (X of 2017), promulgated on 21 June 2017, for a further period of ninety days with effect from 19 September 2017.

3.         The Provincial Assembly of the Punjab extends the period of validity of the Punjab Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Ordinance 2017 (XI of 2017), promulgated on 22 June 2017, for a further period of ninety days with effect from 20 September 2017.

Suspension of Rules

On a motion moved by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:

Resolution

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs moved the resolution paying tribute to Nawaz Sharif (Ex-Prime Minister) for the services rendered by him for Pakistan by making Pakistan a nuclear power, initiated game changing project CPEC, presented National Action Plan to combat terrorism, took bold decisions in terms of operation Zarb-e-Azab and Rad-ul-Fasad  and overcame energy crises. The resolution expressed absolute confidence in his leadership and pledged to crush all conspiracies hatched against him at the legal and political fronts and vowed to fail all intrigues against democracy. The resolution was passed by the House amid rumpus from Opposition.

The House was then adjourned at 02:21 p.m. to meet on Thursday, September 14, 2017 at 10:00 a.m.

یہ ایوان اس عزم کا اظہار کرتا ہے کہ پاکستان کو ترقی کی راہ پر گامزن کرنے والے اور عالمی برادری میں باعزت مقام دلوانے والے مقبول عوامی راہنما کے خلاف ہونے والی ہر سازش کا قانونی اور سیاسی محاذ پر مقابلہ کیا جائے گا اور ملک میں جمہوریت کے خلاف ہونے والی سازش کو نہ صرف بے نقاب کیا جائے گا بلکہ سازشی عناصر کی مذموم سیاست کو بھی ہمیشہ کے لئے دفن کر دیا جائے گا۔

یہ ایوان ان عناصر کی سرگرمیوں کو ملکی سلامتی اور بقا کے منافی نیز عوام کی فلاح اور ترقی کی راہ میں رکاوٹ ڈالنے کے مترادف تصور کرتا ہے۔ اس ایوان کی رائے ہے کہ جمہوریت کا تسلسل ہی ملکی ترقی اور سلامتی کا ضامن ہے۔"
