Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Communication & Works Department were asked and Mr. Tanveer Aslam Malik, Minister for Communication & Works answered the questions.

Laying of Reports

Ms.‏ Kanwal Nauman presented before the House the reports of Standing Committee on Home in respect of the following:

1.         The Punjab Maintenance of Public Order (Amendment) Bill 2017 (Bill No. 22 of 2017); and

2.         The Punjab Ehtram-e-Ramzan (Amendment) Bill 2017 (Bill No. 25 of 2017).

Extension in Time Limit for Laying the Report

On a Motion moved by Syed Hussain Jahania Gardezi, the House granted two months extension to the Special Committee No.9 for laying its report on The issue of MCAT and ECAT entry tests raised by Mian Muhammad Aslam Iqbal, MPA (PP-148) as well as Adjournment Motion No. 943/2017 moved by Sardar Shahabuddin Khan, MPA (PP-263).

Privilege Motions

Four Privilege Motions were taken up. The Motion moved by Qazi Ahmad Saeed regarding misbehavior of Mr Asif Butt, Superintendent Project, Punjab Highway Central Zone Lahore, who used defamatory language against the Member concerned and other Members of the Punjab Assembly, the Motion moved by Mr. Shahzad Munshi regarding misbehavior of Dr. Irfan, AMS, General Hospital Lahore with the Member concerned, the Motion moved by Mr. Masroor Nawaz Jhangvi regarding misbehavior of DC, Jhang with the Member concerned were referred to the Committee on Privileges with the direction by the Chair to submit their reports within two months. The Motion moved by Mr. Asif Mehmood regarding provision of development funds in the constituency of the Member concerned to the Ex-MPA, Mr Ayaz, was kept pending till Monday.

The Motions were replied by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

At this stage, the quorum was pointed out and then the House was adjourned for twenty minutes. Proceedings resumed at 02:01 p.m.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Ms.‏ Saadia Sohail Rana regarding inability of Primary & Secondary Healthcare Department to deliver Hepatitis C medicines at the residences of 90 thousands patients through courier service even after the lapse of six months and entering into a contract with courier company and the Motion moved by Mian Mehmood ur Rashid regarding embezzlement of rupees twelve billion by the Lahore Waste Management Company as pointed out in the report of Auditor General of Pakistan for the year 2015-16, were kept pending till next week by the Chair.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced the following Bills before the House, which were referred to the concerned standing committees with the direction to submit their reports within two months:-

1.   The Punjab Zakat and Ushr Bill 2017

2. The Provincial Motor Vehicles (Amendment) Bill 2017

Laying of Reports

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid the following reports before the House, which were referred to the concerned committees with the direction to submit their reports within the given time:-

1.   Annual Report of the Punjab Public Service Commission for the year 2016

2.   Annual Reports of the Punjab Pension Fund for the years 2013-14, 2014-15 and 2015-16

3.   Appropriation Accounts of the Forest Department for the year 2015-16

4.   Audit Reports on the Accounts of Government of the Punjab (Works Department) C&W, HUD&PHE, Irrigation, LG&CD Departments and Daanish Schools & Centers of Excellence Authority for the Audit Year 2016-17

5.   Special Audit Reports on the Accounts of FDA City Housing Scheme for the years 2014-15 & 2015-16

6. Project Audit Report on the Accounts of Ashiana Housing Scheme (Ashiana-E-Quaid) Attari Saroba Lahore for the year 2012-13

7. Project Audit Report on the Accounts of Construction of Additional Assembly Building Lahore for the year 2013-14

8. Performance Audit Report on the Accounts of Construction of Chohan Dam Rawalpindi Irrigation Department for the year 2014-15

9. Audit Report on the Accounts of Government of the Punjab, Public Sector Enterprises (ARFSE) for the year 2016-17
