Question Hour

Questions relating to Forestry, Fisheries & Wildlife and Planning & Development Departments were asked and Mian Fida Hussain Wattoo, Parliamentary Secretary for Forestry, Fisheries & Wildlife and Malik Nadeem Kamran, Minister for Planning & Development answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Sardar Bahadur Khan Maikan, the House granted two months extension to the Standing Committee on Agriculture for laying its report on The Punjab Tobacco Vend (Amendment) Bill 2017 (Bill No.9 of 2017) moved by Ms Faiza Mushtaq, MPA, (W-299).

On a Motion moved by Ch Muhammad Akram, the House granted two months extension to the Standing Committee on Education for laying its reports in respect of the following: -

1.         The Punjab Education Standards Development Authority Bill 2017 (Bill No.18 of 2017);

2.         The Punjab Education Initiatives Management Authority Bill 2017 (Bill No.24 of 2017); and

3.         The Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Authority Bill 2017 (Bill No.8 of 2017) moved by Ms Gulnaz Shahzadi, MPA, (W-329).

On a Motion moved by Ch. Abdul Razzaq Dhillon, the House granted two months extension to the Standing Committee on Local Government & Community Development for laying its reports in respect of the following: -

1.         Starred Question No.3158 asked by Mr Shahzad Munshi, MPA, (NM-369); and

2.         Starred Question No.3620 asked by Dr Muhammad Afzal, MPA, (PP-276).

On a Motion moved by Mr. Waheed Asghar Dogar, the House granted extension from 13 December 2017 to 31 May 2018 to the Public Accounts Committee-I for laying its reports on Reports of the Auditor General of Pakistan on the expenditure of Government of the Punjab for the year 2002-03, 2003-04, 2004-05, 2008-09 and 2012-13.

On a Motion moved by Syed Hussain Jahania Gardezi, the House granted two months extension from 11 November 2017 to the Committee on Privileges for laying its reports on Privilege Motions No. 12 for 2013, 20 of 2014, 5,14,18,20 of 2015, 20, 35 of 2016, 2,3,6,7,8,10,12,15 of 2017.

On a Motion moved by Mian Tariq Mehmood, the House granted extension from 10 December 2017 to 31 May 2018 to the Public Accounts Committee-II for laying its reports on Reports of the Auditor General of Pakistan on the expenditure of Government of the Punjab for the year 2004-05, 2005-06, 2007-08 and 2011-12.

Leave of Absence

Adjournment Motions

Four Adjournment Motions were taken up. The Motion moved by Ms.‏ Saadia Sohail Rana regarding stopping its Drug Inspectors from working deployed in Towns of Lahore  by Primary & Secondary Healthcare Department and contract has been awarded to a Turkish Company under Drug Sales License & Inspection which has deputed its own Drug Inspectors who failed badly resulting in the open sale of sub-standard and fake medicines in the market and  boosting quacks to start their business again actively, the Motion moved by Mian Tariq Mehmood regarding injustice to non-service structure employees of Punjab working in Grade 16 and 17 for more than ten years by not giving them promotion/up-gradation in accordance with promotion given to non-service structure employees working in Grade 5 to 15 as well as to the employees working in general cadre in Grade 5 to 17, the Motion moved by Ms. Nighat Sheikh regarding discontinuation of pick and drop facility to the special children in number of schools and colleges of Punjab by Special Education Department due to the shortage of funds to purchase petrol and inability of Department to make alternate arrangement, were kept pending till next week by the Chair and the last Motion moved by Dr. Murad Rass regarding more than ten thousand government/private high-rising buildings in Lahore and other Districts of Punjab are deprived of fire-fighting safety which may result in any untoward incident  was disposed of after the concerned Parliamentary Secretary replied to the Motion.

Private Members’ Day

Bills

Mehmood ur Rashid was granted leave by the House to introduce The Punjab Regulation of Public Infrastructure Projects Bill 2017 which was referred to the Standing Committee on Communication & Works with the direction to submit its report within two months.

Mr. Ramesh Singh Arora was granted leave by the House to introduce The Punjab Anand Karaj Bill 2017 which was referred to the Standing Committee on Human Rights & Minorities Affairs with the direction to submit its report within two months.

The Motion moved by Mr. Asif Mehmood for leave to introduce The Punjab Cleaning Products Safety Bill 2017 was opposed by Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs, on the ground that it was a money Bill and required consent of the Punjab Government for its introduction and the Bill was kept pending till the consent of the Government is received.

The Motion moved by Mian Mehmood ur Rashid for leave to introduce The Provincial Motor Vehicles (Amendment) Bill 2017 was opposed by Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs and the Bill was kept pending till next week.

The Punjab Restriction on Employment of Children (Amendment) Bill 2017 was withdrawn by the mover i.e. Ms. Gulnaz Shahzadi  when she was convinced by Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs that the Punjab Government had already done a comprehensive legislation on this subject.

Resolutions in the Public Interest

The resolution moved by Dr. Najma Afzal Khan demanding legislation for annual medical checkup of girls/boys students in all private/public educational institutions in Punjab, was passed by the House.

The resolution moved by Ms. Nighat Sheikh demanding crackdown against quacks, soothsayers and fake faith-healers in Punjab and to put complete ban on its advertisement and also to initiate legislation against those practicing and involved in this business, was passed by the House.

The House was then adjourned at 1:42 p.m. to meet on Wednesday, October 25, 2017 at 10:00 a.m.
