(A) EXTENSION OF ORDINANCES

(i) MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Punjab Hepatitis Ordinance 2017 (XV of 2017).

2.    The Punjab Tianjin University of Technology Lahore Ordinance 2017 (XVI of 2017).

(ii) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PUNJAB HEPATITIS ORDINANCE 2017 (XV OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Hepatitis Ordinance 2017 (XV of 2017), promulgated on 10th November 2017, for a further period of ninety days with effect from 8th February 2018.

2.   RESOLUTION FOR EXTENSION OF THE PUNJAB TIANJIN UNIVERSITY OF TECHNOLOGY LAHORE ORDINANCE 2017 (XVI OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Tianjin University of Technology Lahore Ordinance 2017 (XVI of 2017), promulgated on 17th November 2017, for a further period of ninety days with effect from 15th February 2018.

            A MINISTER to lay the Punjab Hepatitis Ordinance 2017.

2.   THE PUNJAB TIANJIN UNIVERSITY OF TECHNOLOGY LAHORE ORDINANCE 2017

            A MINISTER to lay the Punjab Tianjin University of Technology Lahore Ordinance 2017.

3.   THE PUNJAB CHARITIES ORDINANCE 2018

            A MINISTER to lay the Punjab Charities Ordinance 2018.

(C)  INTRODUCTION OF BILLS

1.   THE CHOLISTAN UNIVERSITY OF VETERINARY AND ANIMAL SCIENCES BAHAWALPUR BILL 2018

            A MINISTER to introduce the Cholistan University of Veterinary and Animal Sciences Bahawalpur Bill 2018.

2.   THE BAHAWALPUR DEVELOPMENT AUTHORITY (REPEAL) BILL 2018

            A MINISTER to introduce the Bahawalpur Development Authority (Repeal) Bill 2018.

3.   THE CODE OF CIVIL PROCEDURE (PUNJAB AMENDMENT) BILL 2018

            A MINISTER to introduce the Code of Civil Procedure (Punjab Amendment) Bill 2018.

4.   THE LIMITATION (PUNJAB AMENDMENT) BILL 2018

            A MINISTER to introduce the Limitation (Punjab Amendment) Bill 2018.

(D)  CONSIDERATION AND PASSAGE OF BILL

            THE PUNJAB MEDICAL SUPPLIES AUTHORITY BILL 2017 (BILL No. 32 of 2017)

            A MINISTER to move that the Punjab Medical Supplies Authority Bill 2017, as recommended by Standing Committee on Health, be taken into consideration at once.

         A MINISTER to move that the Punjab Medical Supplies Authority Bill 2017, be passed.

(E)  GENERAL DISCUSSION

      DISCUSSION ON GRIEVANCES OF SUGARCANE GROWERS

            A MINISTER to move for Discussion on Grievances of Sugarcane Growers.

Question Hour

Questions relating to Home Department were asked and Rana Muhammad Afzal, Parliamentary Secretary for Home answered the questions.

At this stage, the quorum was pointed out at 12:06 p.m. After ringing bells for five minutes quorum was incomplete so the proceedings of the House were adjourned for fifteen minutes.  After completion of quorum, the proceedings of the House resumed at 12:51 p.m.

Laying of Reports

Ch. Faqir Hussain Dogar presented before the House the report of Standing Committee on Excise & Taxation in respect of “The Provincial Motor Vehicles (Amendment) Bill (Bill No. 29 of 2017)”.

Adjournment Motions

Three Adjournment Motions were taken up. The Motion of Mian Khurram Jahangir Wattoo regarding purchase of 323 ambulances by the administration of Rescue 1122 after getting approval of funds by the Chief Minister despite objections raised by different departments on their purchase, and the second Motion of Ch Aamir Sultan Cheema regarding food shortage for the residents of Lahore who have to purchase fruits, vegetables and other yields at higher prices due to their reduced production, were disposed of. The Motion moved by Dr. Murad Raas regarding financial irregularities disclosed in Information & Culture Department i.e. not deducting income tax from the salaries of the employees etc. resulting in the loss of rupees more than 20 million to the public exchequer, was kept pending.

Government Business

Motion under Rule 127 of the Rules of Procedure of Provincial Assembly of the Punjab, 1997

On a motion moved by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs, the House granted leave to move the Resolution under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Punjab Hepatitis Ordinance 2017 (XV of 2017); and

2.    The Punjab Tianjin University of Technology Lahore Ordinance 2017 (XVI of 2017).

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs, moved the following Resolutions, which were passed by the House:-

1.   Provincial Assembly of the Punjab extends the period of validity of the Punjab Hepatitis Ordinance 2017 (XV of 2017), promulgated on 10th November 2017, for a further period of ninety days with effect from 8th February 2018.

2.   Provincial Assembly of the Punjab extends the period of validity of the Punjab Tianjin University of Technology Lahore Ordinance 2017 (XVI of 2017), promulgated on 17th November 2017, for a further period of ninety days with effect from 15th February 2018.

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs, laid before the House the following Ordinances, which were referred to their concerned Standing Committees with the direction to submit their reports within two months:-

1. The Punjab Hepatitis Ordinance 2017;

2. The Punjab Tianjin University of Technology Lahore Ordinance 2017; and

3. The Punjab Charities Ordinance 2018

Introduction of Bills

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs introduced before the House the following Bills which were referred to their concerned Standing Committee with the direction to submit their reports within two months:-

Consideration and Passage of Bill

1.         Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs moved THE PUNJAB MEDICAL SUPPLIES AUTHORITY BILL 2017 (BILL No. 32 of 2017), which was passed by the House.

General Discussion

Discussion on Grievances of Sugarcane Growers

Mr. Bilal Yasin, Minister for Food initiated the General Discussion on Grievances of Sugarcane Growers. He apprised the House that special measures have been taken by the Government not only to fix a profitable price of sugarcane at Rs.180 per mound but also to ensure its implementation that the farmers are getting this price from the mill owners. He further added that crackdowns have been undertaken in various districts against the violators who were involved in exploiting the farmers. The following Members participated in the discussion: Mian Mehmood ur Rashid, Sardar Shahabuddin Khan, Dr. Syed Waseem Akhtar, Mr Ehsan Riaz Fatyana, Sardar Vickas Hasan Mokal, Malik Muhammad Waris Kallu, Mr. Muhammad Arif Abbasi and Mr. Ahmed Khan Bhacher.

The House was then adjourned at 02:43 p.m. to meet on Thursday, February 01, 2018 at 10:00 a.m.
