Mr. Speaker announced that under Rule 133-A of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Pre-budget discussion would start today i.e. 5 March 2018 and members who were interested in participating in the discussion should give their names to the Senior Secretary Assembly.
Question Hour
Questions relating to Revenue & Colonies and Mines & Minerals Departments were on the agenda. Due the absence of Ms. Nazia Raheel, Parliamentary Secretary for Revenue, the questions related to Revenue Department could not be taken up. Ch Zahid Akram, Parliamentary Secretary for Colonies and Mr. Sher Ali Khan, Minister for Mines & Minerals answered the questions.
Laying of Reports
Mr. Zafar Iqbal presented before the House the report of Standing Committee on Livestock & Dairy Development in respect of “The Cholistan University of Veterinary and Animal Sciences Bahawalpur Bill 2018 (Bill No. 5 of 2018)”.
Dr. Nausheen Hamid presented before the House the report of Standing Committee on Health in respect of “Punjab Hepatitis Bill 2017 (Bill No. 2 of 2018)”.
Adjournment Motions
Two Adjournment Motions were taken up. The Motion moved by Dr. Nausheen Hamid that air pollution is increasing in Lahore due to development works/projects being undertaken simultaneously in the whole city and the second Motion moved by Mr. Muhammad Shoaib Siddiqui regarding violation of government notification by teaching hospitals in Lahore directing to distribute proportionately amount collected under the head of fee between government, doctors and paramedical staff and depriving paramedical staff of its due share of 20% which is being paid otherwise in THQs, DHQs and RHCs of Punjab as per government policy, were kept pending till next week.
Suspension of Rules
On a motion moved by Mr. Asif Mehmood under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:-
Resolution
Mr. Asif Mehmood moved,
“This House of Punjab Assembly condemns the killing of civilians in Syria and endorses the resolution passed by UNO demanding immediate cease-fire killed and injured hundreds of innocent people. This genocide falls not only in crimes of war but also crimes against humanity. This House urges the Federal Government to take up the issue with the United Nations, other human rights and Muslim countries organizations to take immediate measures to stop genocide in Syria”.
At this stage, the quorum was pointed out at 03:26 p.m. which was incomplete even after ringing bells for five minutes. The Chair then adjourned the proceedings for twenty minutes. On resumption, the quorum was still incomplete and the House was adjourned at 05:06 p.m. to meet on Tuesday, March 6, 2018 at 10:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان، اقوام متحدہ کی جانب سے جنگ بندی کی قرارداد پر اتفاق کے باوجود ملک شام میں عام شہریوں پر کی جانے والی بمباری کی پُرزور مذمت کرتا ہے۔ گزشتہ دو ہفتوں سے جاری اس بمباری میں سینکڑوں بے گناہ شامی شہری جاں بحق اور ہزاروں زخمی ہو چکے ہیں۔ یہ قتل عام نہ صرف جنگی جرائم بلکہ انسانیت کے خلاف جرائم کے زمرے میں آتا ہے۔
