SUPPLEMENTARY BUDGET STATEMENT FOR THE YEAR 2017-2018

GENERAL DISCUSSION ON SUPPLEMENTARY BUDGET FOR THE YEAR 2017-18

 

Mian Mehmood ur Rashid, Leader of the Opposition initiated the General Discussion on Supplementary Budget for the year 2017-18. Ch. Muhammad Iqbal, Mr. Muhammad Shoaib Siddiqui, Mr Muhammad Rafique, Malik Umar Farooq, Mr. Muhammad Arif Abbasi, Mr. Muhammad Arshad Malik, Mr. Asif Mehmood and Ms. Saadia Sohail Rana participated in the discussion. Dr Aisha Ghaus Pasha, Minister for Finance, in her wind up speech appreciated five years exemplary performance of Punjab Government and thanked the Government machinery and the Assembly Secretariat for their support.

The Treasury presented 40 Demands for Grants and Opposition submitted two cut motions against the budget allocated for Police and Education Departments. The Demand for grant in respect of Police for the fiscal year 2017-18 was moved by Dr. Aisha Ghaus Pasha, Minister for Finance before the House for discussion. The House passed Demands for Grants in respect of Police and Education after lengthy discussion on the cut motions moved by the Opposition, which were rejected with majority votes.

LAYING OF SUPPLEMENTARY SCHEDULE OF AUTHORIZED EXPENDITURE FOR THE YEAR 2017-2018

Dr. Aisha Ghaus Pasha, Minister for Finance, laid the Supplementary Schedule of Authorized Expenditure for the year 2017-18 before the House.

Suspension of Rule

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rules 115 and 137 and other relevant rules of the Rules ibid, for taking up the following Resolutions:-

Resolution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the first resolution paying tributes to Col. Sohail Abid and Head Constable Sanaullah of Military Intelligence embraced martyrdom in a terrorist attack in Balochistan on 16 May, 2018, during an operation in Quetta in which two terrorists were killed. Through this resolution he prayed for the departed souls to rest in eternal peace and condoled with their families and early recovery of three, injured in this attack. The resolution continued that forces should achieve success against those involved in such terrorist attacks and also against those who facilitate such incidents and bring them to justice, was passed by the House.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs in second resolution expressed satisfaction that Assemblies in Pakistan are completing their constitutional term and that five years performance of the Punjab Government was much better as compared to other provinces due to honest, hardworking and sincere leadership of Chief Minister Punjab, Mian Muhammad Shahbaz Sharif. It stated that the Punjab Assembly passed record 191 laws among its sister Assemblies in Pakistan. The resolution further added that the credit of remarkable performance of Punjab Assembly goes to leader of the House and his Cabinet as well as to Speaker and Deputy Speaker of Punjab Assembly, Leader of the Opposition and all the Members of Assembly. It reposed confidence into the leadership of Mian Nawaz Sharif and Mian Shahbaz Sharif, vowing that the PML-N will continue its public service agenda in future. The resolution condemned and rejected those lobbies trying to make recent statements of beloved leader Mian Nawaz Sharif as controversial for being fearful of his popularity and appreciated him for being patriotic, creator of nuclear Pakistan, strengthening Pakistan economically and founder of CPEC project. The resolution asserted to hold free and fair elections in time in 2018 and demanded Election Commission of Pakistan and related institutions to play their complete role so that Pakistan should progress as democratic country, was passed by the House.

Fateha

The House offered Fateha on the sad demise of Sardar Muhammad Amanullah Khan Dreshak, former MPA from Rajanpur.

صوبائی اسمبلی پنجاب کا یہ ایوان شہید کرنل سہیل عابد اور ہیڈ کانسٹیبلثناء اللہ کی شجاعت پر ان کو شاندار خراج عقیدت پیش کرتا ہے اور ان کے درجات کی بلندی کے لئے دعاگو ہے اور ان کے اہل خانہ سے اظہار ہمدردی کرتا ہے نیز زخمی ہونے والے جوانوں کی جلد صحتیابی کے لئے بھی دُعاگو ہے۔

یہ ایوان، اس طرح کے واقعات میں ملوث دہشت گردوں کو انصاف کے کٹہرے میں لانے اور دہشت گردی کے ذمہ دار تمام افراد، ان کے سرپرستوں اور سہولت کاروں کے خلاف نبردآزما سیکورٹی فورسز، پولیس اور دیگر سیکورٹی اداروں کی جلد کامیابی کی دُعا کرتا ہے۔"

وزیراعلیٰ پنجاب میاں محمد شہبازشریف کی زیرقیادت، پنجاب اسمبلی نے تاریخ ساز قانون سازی کرتے ہوئے 191 قوانین کی منظوری دی جو ایک ریکارڈ ہے اور پاکستان کی تمام اسمبلیوں میں سب سے زیادہ تعداد ہے۔ پنجاب اسمبلی کی شاندار کارکردگی کا سہرا، قائد ایوان اور کابینہ کے علاوہ سپیکر پنجاب اسمبلی، ڈپٹی سپیکر پنجاب اسمبلی، قائد حزب اختلاف کے ساتھ ساتھ تمام اراکین اسمبلی اور اسمبلی سٹاف کو جاتا ہے۔

یہ ایوان پاکستان مسلم لیگ (نواز) کے قائد میاں نوازشریف اور پاکستان مسلم لیگ (نواز) کے صدر میاں شہبازشریف کی قیادت پر بھرپور اعتماد کا اعادہ کرتے ہوئے اس عزم کا اظہار بھی کرتا ہے کہ ان کی قیادت میں پاکستان مسلم لیگ (نواز) آئندہ بھی عوامی خدمت کے اس عمل کو آگے بڑھاتی رہے گی۔
