SUMMARY OF PROCEEDINGS

Monday, November 14, 2005

 

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

PANEL OF CHAIRMEN

Under rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, Secretary Assembly announced the following Panel of Chairmen:

  1. Rai Ijaz Ahmad
  2. Malik Nazar Farid Khokhar
  3. Mr Muhammad Azeem Ghumman
  4. Malik Asghar Ali Qaisar

QUESTION HOUR

Questions relating to Revenue & Colonies (Board of Revenue) Departments were asked and answered by Gul Hameed Khan Rokari Minister for Revenue and Mr. Muhammad Waris Kallu, Parliamentary Secretary for Colonies.

After Question Hour, the House was adjourned for Magrib Prayers. On resumption of proceedings, Nazar Farid Khokar, assumed the chair.

CALL ATTENTION NOTICES

The first call attention notice was from Mrs. Farzana Raja regarding the issue of rape of two young girls resident of Chak No. 145/9L Sahiwal by 2 influential brothers. She had sought action taken thereon by the Government. Since the mover was absent, the notice was disposed off. The second Call Attention Notice was given by Mr. Muhammad Iqbal Channar about a dacoity incident, occurred to a couple and action taken thereon by the Government due to absence of mover, the notice was also disposed off.

PRIVILEGE MOTION

. Lala Shakeel-ur-Rehman (Advocate) moved his privilege motion No. 39 (which had carried forward from 21st Session) regarding misbehaviour of DSP (Investigation) Gujranwala city. On the request of the Law Minister, the motion was again pended for 15-11-2005.

Mr Ihsan Ullah Waqas raised his privilege motion No. 43 (carried forward from 22nd session) regarding non-presentation of annual reports of Council of Islamic Ideology for the year (2003-2004) before the Provincial Assembly of the Punjab. The motion was pended till 15-11-2005 due to absence of concerned Minister.

The third Privilege motion No. 53 was moved by Mr Ajasam Sharif for misbehaviour by two officers of Irrigation Department against (Mr. Khalid Javed Mirza (XEN) and Mr. Abid Khan (S.D.O). The motion was not opposed by the Law Minister and was referred to the privilege committee.

ADJOURNMENT MOTIONS

Five adjournment motions were taken up. The first motion (No.441/05) moved by Malik Asghar Ali Qaisar, Ch. Zahid Pervez, Lala Shakeel-ur-Rehman was carried forward from the 21st Session and was again pended till 15-11-2005, due to the absence of the concerned Minister. The motion was about unhygienic water supply in the area of Kasurpura Lahore due to which residents of that area had been facing health problems.

The second Adjournment Motion No. (593/05) had been moved by Mrs Farzana Raja during 22nd Session. The motion was again pended till 15-11-2005 due to the absence of mover. The motion was about illegal possession of land owned by Auqaf Department worth billions of Rupees at various locations in Lahore, with the connivance of Auqaf Department staff.

The third Adjournment Motion No. 594/05 by Mr Muhammad Waqas was taken up. It had been moved during 22nd Session. As the mover was not present, it was pended till  15-11-2005. The motion was about escape of prisoners on gun point from the court premises in Rawalpindi.

Another adjournment motion no. 596/05 pending since previous session was moved by Mr Sami Ullah Khan and Mrs. Farzana Raja and was replied by the Law Minister. Since movers did not press it, the motion was disposed off. The motion was about sale of slate and unhygienic meat in the city causing food poisoning extensively.

The fifth adjournment motion no. 597/05 by Mrs. Farzana Raja was about a dacoity incident happened to a retired Brigadier and his wife in Lahore Cantt. This motion had been kept pending during 22nd Session. It was again pended till 15-11-2005 due to absence of the mover.

General discussion was initiated and concluded by Dr Tahir Ali Javed (Minister for Health). The following members actively participated in the discussion.
