1.   THE PUNJAB MARRIAGE FUNCTIONS (PROHIBITION OF OSTENTATIOUS DISPLAYS AND WASTEFUL EXPENSES) (REPEAL) BILL 2005 (Bill No.22 of 2005)

 

 

            A MINISTER to introduce the Punjab Marriage Functions (Prohibition of Ostentatious Displays and Wasteful Expenses) (Repeal) Bill 2005.

 

 

 

2.   THE PUNJAB EMPLOYEES EFFICIENCY, DISCIPLINE AND ACCOUNTABILITY BILL 2005 (Bill No.23 of 2005)

 

 

            A MINISTER to introduce the Punjab Employees Efficiency, Discipline and Accountability Bill 2005.

 

 

 

3.   THE COOPERATIVE SOCIETIES (AMENDMENT) BILL 2005 (Bill No.24 of 2005)

 

 

            A MINISTER to introduce the Cooperative Societies (Amendment) Bill 2005.

Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Qura~n.

POINT OF ORDER :-

Mr. Speaker on a point of order, raised by Mr. Arshad Mahmood Bagu, alleging that no meeting of the Standing Committee on Education was held on 15.11.2005 to finalize its report on the University of Central Punjab (Amendment) Bill 2005, laid in the Assembly on 16.11.2005., constituted a seven-member Special Committee to verify:–

 

1)     whether the meeting of Standing Committee on Education was actually held on 15.11.2005; and

2)     whether all the members of the Standing Committee were served prior notices to attend the meeting. The Committee shall submit its report within 7 days.

Question Hour :-

Questions relating to Livestock & Dairy Development and Auqaf Departments were asked and answered by Mr. Khalid Mahmood, Parliamentary Secretary for Livestock and Dairy Development and Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

 

Ø      At this stage, Mr. Nazar Farid Khokhar, MPA, at Sr.No. 2 of the Panel of Chairmen, assumed the Chair.

 

Extension in time limit to lay the reports before the House by the Standing Committees :-

a)     On a motion moved by Mrs. Farida Rafique Sulehri, the House granted extension in time limit to lay the report of Standing Committee on Environment Protection on the Punjab Prohibition on Use of Rubber & Plastic Cane for keeping Victuals Bill 2003 (Bill No.21 of 2003) before the House till 31st December 2005.

 

b)     Mr. Hussnain Khan Boson’s motion to extend the time limit to lay the report of Standing Committee on Revenue, Relief and Consolidation on the Money Lending Bill moved by Mrs Humera Owais was pended due to POINT OF ORDER raised by Rana Sana Ullah who wanted the ruling of the Chair on the issue whether motion to extend the time limit of Standing Committees to lay the reports before the House could be opposed or not. The Minister for Law opined that it could be opposed. The Chair pended its ruling.

 

CALL ATTENTION NOTICES :-

a)     Call Attention Notice of Malik Asghir Ali Qaiser and Haji Muhammad Ijaz, regarding rape committed by the Police officials namely Hawaldar Rehmat and Constable Abid in Township Lahore and conduct of local police regarding the arrest of the said culprits was replied to by the Minister for Law and Parliamentary Affairs.

 

b)     Second notice of Mr. Arshad Mahmood Bagu, Dr Wasim Akhtar and Syed Ihsan Ullah Waqas regarding the murder of school teacher’s son in Sialkot District was replied to by Minister for Law and Parliamentary Affairs.

 

Adjournment Motions:-

a)     10 adjournment motions were called during the sitting.

b)     8 motions of Mrs. Farzana Raja (596,597,664,666,667,668,669,670/05) were kept pending till 21st November on her written request.

c)      Adjournment motion of Mr. Aftab Ahmad Khan (671/05), regarding lack of funds in Drug testing laboratory project in Multan District, was kept pending for two days.

d)     Adjournment motion moved by Sheikh Ijaz Ahmad (665) regarding covering of sullen water-drain in Faisalabad District, was answered by the Minister for Law and Parliamentary Affairs and disposed of accordingly.

 

GOVERNMENT BUSINESS:-

Ø      Minister for Law and Parliamentary Affairs introduced the following Bills ;

 

a)     .Punjab Marriage Functions (Prohibition of Ostentatious Display and Wasteful Expenses) (Repeal) Bill 2005 was referred to the Standing Committee on Local Government and Rural Development for report within one month.

b)      Punjab Employees Efficiency, Discipline and Accountability Bill 2005 was referred to the Standing Committee on Services and General Administration for report within one month.

c)      The Cooperative Societies (Amendment) Bill 2005 was referred to the Standing Committee on Cooperatives for report within one month.
