Sardar Shaukat Hussain Mazari, Deputy Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

 

QUESTION HOUR

 

Questions relating to Finance, Culture and Cooperatives Departments were asked and answered by Mr. Zahoor Ahmad Khan Daha, Parliamentary Secretary for Finance, Ch. Shaukat Ali Bhatti, Minister for Culture & Youth Affairs and Col. (Retd.) Malik Muhammad Anwar, Minister for Cooperatives.

 

PRIVILEGE MOTIONS

 

(a)        Pir Syed Rafi-ud-Din Bokhari moved his privilege motion regarding evasive behaviour of Mr. Abdul Majeed (XEN) Canal Division Lodhran. However the motion was disposed off by Deputy Speaker with the direction that the officer shall tender apology to the honourable member.

 

(b)        Mehr Ishtiaq Ahmad raised his privilege motion, regarding contemptuous behaviour shown by SHO, Sabzazar Police Lahore, to the mover. After hearing the Law Minister, the chair admitted the privilege motion and was referred it to the Privilege Committee, for report.

 

(c)        The third privilege motion was from Mr. Muhammad Waris Kallu, Parliamentary Secretary for Colonies against contemptuous and threatening attitude of Mr. Javed Aslam DPO Khushab, Haji Shah Nawaz SDPO, Incharge Mitha Tiwana and Mr. Abdul Rehman SHO Mitha Tiwana when he approached them for legal action in the incident killing three persons in district Khushab. The motion had already been moved on 15-11-2005 and was kept pending for reply till 18-11-2005. The motion was admitted and referred to the Privilege Committee.

 

ADJOURNMENT MOTIONS

 

(a)        Seven adjournment motions were taken up. The adjournment motion (No.441/05) from Malik Asghar Ali Qaisar, Ch. Zahid Pervez and Lala Shakeel-ur-Rehman which was pending from the 21st Session, was disposed off due to absence of movers which was about unhygienic water supply in the area of Kasurpura Lahore due to which residents of that area had been facing health problems.

 

(b)        The adjournment motion No. (674/05) by Ms. Azma Zahid Bokhari, Mrs. Faiza Ahmad and Mr. Sami Ullah Khan about deduction from the salaries of 52 Health Supervisors, Worker and Drivers for their poor performance, which was pending since 15-11-2005 was again kept pending for 21-11-2005.

 

(c)        The adjournment motion No. 675/05 by Ms. Azma Zahid Bokhari, Mr. Sami Ullah Khan and Ch. Zahid Pervez, about illegal construction of multi-storey plazas in Shah Alam Market, was disposed of after reply by the Minister for Housing and Urban Development.

 

(d)        The adjournment motion No. 676/05 was also by Ms. Azma Zahid Bokhari, Mr. Sami Ullah Khan and Mrs. Faiza Ahmad about poor sewerage system and choked up gutters in Chah Meera, Lahore was disposed of.

 

(e)        The adjournment motion no. 679/05 from Haji Muhammad Ijaz and Malik Asghar Ali Qaisar was about increase in the fares of public and urban transport by the transporters before Eid, due to which passengers faced a lot of problems. The motion was disposed off due to the absence of movers.

 

(f)         The adjournment motion No. 682/05 was from Haji Muhammad Ijaz, Ch. Zahid Pervez and Malik Asghar Ali Qaisar. The motion was disposed off and was about sale of substandard chemically coloured vegetables in Sunday Bazars during the month of Ramzan.

 

(g)        The adjournment motion No. 766/05, moved out of turn by Sheikh Allauddin, related to issuing of 91% shares of the new Punjab University employees Housing Society in the name of Punjab University Vice Chancellor, Lt. General (Retd.) Arshad Mehmood as an individual and not in his capacity as a Vice Chancellor and registration of the Housing Society under the Companies Act instead of Cooperatives Law. The motion was kept pending for reply by the Government.

 

GOVERNMENT BUSINESS

 

GENERAL DISCUSSION ON EARTHQUAKE

 

On the demand of the members, the Government had fixed general discussion on the earthquake of 8th October in Pakistan, although discussion on the same had already been held during previous session held from 14-27 October 2005. Mr. Arshad Mahmood Baggu and Mr. Sami Ullah Khan spoke on the subject. The discussion will continue on Monday, November, 21, 2005.

 

The House was then adjourned till 3.00 p.m. on Monday, 21 November 2005.
