Sardar Shukat Hussain Mazari, Deputy Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

1.         POINT OF ORDER :-

Mr. Arshad Mahmood Bagu raised point of order regarding kite flying which has becoming biggest social issue due to the reason that it is life threatening. The point of order was answered by Muhammad Basharat Raja Minister for Law & Parliamentary Affairs and was disposed off.

2.         QUESTION HOUR :-

Questions relating to Housing Urban Development and Public Health Engineering Department were asked and answered by Mr. Ijaz Hussain Farhat, Parliamentary Secretary for Housing and Urban Development and Public Health Engineering Department.

3.         REPORTS:-

The following reports were presented before the House.

                                i.            Rai Ijaz Ahmad laid report for Standing Committee on Health with reference to “The Punjab Emergency Services Bill 2005 (Bill no.21 of 2005)”.

                              ii.            Mr Asif Jillani laid the report for Standing Committee on S&GAD with reference to the bill “The Punjab Employees Efficiency, Discipline and Accountability Bill (Amendment) Bill 2005 (Bill no. 23 of 2005)”.

                            iii.            Another report was laid down by Ch. Waheed Asghir Dogar for Standing Committee on Transport regarding “The Provincial Motor Vehicles (Amendment) Bill 2005(Bill No. 26 of 2005)”.

                             iv.            Mr Hafeez Ullah Nuwani presented reports on the following privilege motions;

a.      Privilege Motion No. 32/04 submitted by Lt. Col. (Retd) Muhammad Abass, MPA against Parliamentary Secretary C&W.

b.      P.M. NO. 11/05 moved by Ch. Muhammad Arshad MPA.

c.      P.M. No. 14/05 moved by Rana Sana Ullah Khan MPA.

d.      P.M. No. 27 moved by Mian Naveed Jahanian MPA.

e.      P.M. No. 32/05 moved by Sahabzada Muzamal Ul Rasheed Abassi MPA.

f.        P.M. No. 39/05 moved by Lala Shakil ul Rehman MPA.

g.      P.M. No. 40/05 moved by Mr. Javaid Hassan Gujar MPA.

h.      P.M. No. 61/05 moved by Mr. Muhammad Iqbal Rais MPA.

v.         Mohtrama Shahina Asad laid the report on Standing Committee on Cooperatives with reference to “The Cooperative Societies (Amendment) Bill 2005 (Bill No. 24 of 2005)”.

vi.                 Mr. Muhammad Mohsin Laghari laid the report regarding “The Punjab Marriage Functions (Prohibition of Ostentatious Display and Wasteful Expenses (Repeal) Bill 2005 (Bill No. 22 of 2005)”.

At this stage, Rai Ijaz Ahmad, MPA, assumed the Chair.

4.         PRIVILEGE MOTIONS:-

Total 11 number of Privillege Motions were moved.

                                i.            Privilege Motion moved by Malik Jalal-ul-Din Dhaku, regarding contemptuous behaviour of E.D.O.(Education) Sahiwal   and Privilege Motion moved by Mr. Muhammad Waqas regarding  contemptuous behaviour of the Staff of Udiala jail , was referred to the Privilege Committee.

                              ii.            Privilege Motion moved by Mr. Rashid Bhatti was disposed of as the mover did not press it.

The remaining Privilege Motions moved by Rai Umar Farooq, Muhammad Waqas, Samina Navid,Dr. Muhammad Javaid Siddiqui, Muhammad Rafi-ud-Din Bukhari, Maher Ishtiaq and Syed Ihsan Ullah Waqas were kept pending..

5.         ADJOURNMENT MOTIONS:-

Total 6 number of Adjournment Motions were moved.

                                i.            Adjournment Motion no. 792 moved by Raja Riaz regarding mal practices committed by the S.H.O. and other Police Staff at Burqi Police Station was answered by Minister for Law & Parliamentary Affairs and was disposed off.

                              ii.            Adjournment Motions moved by Mr. Muhammad Mohsin Laghari, Sh. Ijaz Ahmad, Rana Sana Ullah Khan,Rana Aftab Ahmad Khan, Haji Muhammad Ijaz and Asghar Ali Qaiser, were kept pending.

6.         PRIVATE MEMBER’S BUSINESS:-

BILLS:-

                                i.            “The University Of Arid Agriculture Rawalpindi (Amendment) Bill 2004 (Bill No.12 Of 2004)” moved by Mr. Tanveer Ashraf Kaira was kept pending till next private members day on his request;

                              ii.            The Forest (Amendment) Bill 2005 (Bill No. 28 of 2005) moved by Rana Aftab Ahmad Khan was opposed by Minister for Agriculture and was voted out by the House.

                            iii.            “The Punjab Soil Reclamation (Amendment) Bill 2006 (Bill No. 1 of 2006)” moved by Mr Tanveer Ashraf Kaira was kept pending till next Private members day on his request;

                             iv.            The Motion of Ch. Zahid Pervaiz to introduce the “The Canal and Drainage (Amendment) Bill 2005 (Bill No. 30 of 2005)” was lost.

  v.       POINT OF ORDER:-

Mr Nazar Farid Khokhar raised the Point Of Order that Perks and Privileges of the Members of the Provincial Assembly of the Punjab should be in consonance with the Perks and Privileges provided to the Members of the Parliament i.e. National Assembly and Senate.

vi.        The bill moved by Syed Ihsan Ullah Waqas regarding “The Punjab Office of The Ombudsman (Amendment) Bill 2006 (Bill No. 2 of 2006)” was kept pending.

vii.       The bill moved by Mr. Sami Ullah Khan to introduce the “The Punjab Civil Servants (Amendment) Bill 2005 (Bill No. 27 0f 2005)” was lost. The Opposition staged walk out against the Government behaviour for not allowing Private members to legislate.

viii.      The bill moved by Raja Muhammad Shafqat Khan Abbasi on “The Punjab Private Educational Institutions (Promotion And Regulation) (Amendment) Bill (Bill No.3 of 2006)” was disposed of as mover was not present

7.         RESOLUTIONS:
