            A MINISTER to lay the Punjab Local Government (Amendment) Ordinance 2006.

SUMMARY OF THE PROCEEDINGS

THURSDAY, MARCH 9, 2006

 

 

Sardar Shaukat Hussain Mazari, Acting Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

QUESTION HOUR:-

Questions relating to Food Department were asked and answered by Ch. Muhammad Iqbal, Minister for Food.

POINT OF ORDER:-

On a point of order raised by Rana Sana Ullah Khan that the questions relating to Bait-Ul-Mal department were also included in the List of Questions, but could not find their turn during the Question Hour, It was ruled by the Chair that in future if questions of two Departments are lumped in one list then the questions of each Department should be placed in alternate order.

CALL ATTENTION NOTICES:-

Total 2 number of Call Attention Notices were taken up.

  • The first Call Attention Notice was moved by Ch. Zahid Pervaiz regarding killing of Bank Officer Mr. Amjad Ali Shah near Police picket in Defence Lahore. The notice was replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.

  • The second call attention notice moved by Mr. Muhammad Waqas regarding killing of a 4 year child in Gulberg Lahore by metalled twine used in kite flying, was answered by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs. He assured the House that the matter of banning kite flying would be placed before the Chief Minister for his orders.

After prayers break, Miss. Misbah Kokab, (Advocate) MPA assumed the Chair.

PRIVILEGE  MOTIONS:-

Total 4 number of Privilege Motions were taken up. Out of which, motions moved by Rai Umar Farooq Khan Kharal and Ch. Khizar Ilyas Virk were kept pending. While one motion moved by Syed Ihsan Ullah Waqas was disposed of due to the absence of mover.

Privilege Motion moved by Mr. Imtiaz Ahmed Lali about misbehaviour of SHO Police Station Lallian and SP Lallian, was referred to the Privilege Committee.

ADJOURNMENT MOTIONS:-

Total 4 number of Adjournment Motions were taken up. Out of which the first motion moved by Sheikh Ijaz Ahmad and second motion moved by Rana Aftab Ahmad Khan, Syed Hassan Murtaza and Mst. Uzma Zahid Bukhari were kept pending.

In another Adjournment Motion moved by Lala Shakeel ur Rehman and Ch. Zahid Pervaiz regarding rape and brutal killing of a young girl by some unknown persons was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

The Adjournment Motion moved by Mr. Pervaiz Rafique, Mr. Sami Ullah Khan and Mst. Najmee Saleem was about illegal raid made by Ahmad Din Butt, ASI Gujjar Pura Police Station and his staff on the residence of minority Councillor Mr. Chamman Masih, Dhoop Sari, Lahore and killing of his wife. The motion was answered by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

REPORTS:-

Sibghat Ullah Chaudhry Member Special Committee laid the report of the Bill “The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) Bill 2005 (Bill No. 25 of 2005)”.

He also moved the motion, seeking extension in time limit upto 30 April, 2006, for laying the report of the Standing Committee for Finance with reference to the Resolution No. 203 which had been moved by Syeda Sughra Imam and passed by the House.

GOVERNMENT BUSINESS:-

The Minister for Law and Parliamentary Affairs introduced “The Punjab Local Government (Amendment) Ordinance 2006 (III of 2006)” which was referred to the Standing Committee for Local Government and Rural Development, for report by 15 April, 2006.

The House was then adjourned till 9.oo am on Friday, 10 March, 2006.
