A MINISTER to move that the Punjab Criminal Prosecution Service (Constitution, Functions and Powers) Bill 2006, as recommended by Special Committee, be taken into consideration at once.

Sardar Shaukat Hussain Mazari, Acting Speaker, assumed the Chair and proceedings commenced with the recitation from the Holy Quran.
QUESTION HOUR:-
Questions relating to Services & General Administration Department and Industries Department were asked and answers were given by Chaudhry Muhammad Iqbal, Minister for Food with additional charge of S&GAD and Mr. Muhammad Ajmal Cheema, Minister for Industries.
CALL ATTENTION NOTICES:-
The Call Attention Notice moved by Malik Asghar Ali Qaiser about firing incident killing 2 persons and injuring four within court premises of Jaranawala Katchehri was answered by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.
Next Call Attention Notice moved by Ms. Uzma Zahid Bokhari regarding gang rape of a girl in Basharat Town, More Aimanabad, Gujranwala was answered by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.
PRIVILEGE MOTIONS:-
A total of five Privilege Motions were taken up, out of which four motions were referred to the Privilege Committee and one was disposed of. The Privilege Motion moved by Pir Rafi-ud-Din Bukhari about misconduct by Mr. Abdul Majeed, XEN Canal Division Lodhran was referred to the Privilege Committee.
Privilege Motion moved by Malik Jalal-ul-Din Dhaku about misconduct of Mr. Waqar Ahmad Khan EDO (Revenue) Sahiwal was also referred to the Privilege Committee.
Another Privilege Motion referred to the Privilege Committee was moved by Ch. Khizar Ilyas Virk. It was about misconduct of Mr. Shaukat Joiya, DSP Narowal.
Next Privilege Motion was moved by Mr. Javaid Manzoor Gill. It was regarding misbehaviour by DPO Nankana Sahib and was referred to the Privilege Committee.
Through his Privilege Motion, Raja Muhammad Shafqat Khan Abbasi (Advocate), raised the issue that this House had passed a resolution on 22 November 2005 that the inmates of jail be given a chance thrice in a year to meet their wives through amendment in relevant laws. The mover contented that under rule 126(2) of Rules of Procedure, of Provincial Assembly of the Punjab the Jails department was bound to take steps in the matter within a period of three months which has not been done, resulting in breach of privilege of the House. The Privilege Motion was disposed of on the assurance of Mr. Saeed Akbar Nawani, Minister for Prisons, that Government has taken cognizance of the matter.
ADJOURNMENT MOTIONS:-
Only one Adjournment Motion was taken up.
Malik Asghar Ali Qaiser moved Adjournment Motion regarding gang rape of a minor girl in Ghansham Road, Sherakot, Lahore. The motion was extensively debated and disposed of after statement given by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs, that necessary action was being taken in this regard.
EXTENSION IN TIME LIMIT FOR LAYING OF REPORTS OF THE STANDING COMMITTEES:-
The House granted extension in time limit till 30 April 2006, on a Motion moved by Syed Muhammad Rafi-ud-Din Bukhari to lay the report of Standing Committee for Industries regarding "The Punjab Technical Education (Amendment) Bill 2004 (Bill No. 24 of 2004)".
On a Motion moved by Miss Laila Muqaddus to extend the time limit to lay the report of Standing Committee for Revenue, Relief and Consolidation on "The Punjab Prohibition of Private Money Lending Bill 2003 (Bill No. 24 of 2003)" was granted till 30 April, 2006.
GOVERNMENT BUSINESS:-
Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs moved "The Punjab Marriage Functions (Prohibition of Ostentatious Displays and Wasteful Expenses) (Repeal) Bill 2005 (Bill No. 22 of 2005)", which was passed by the House. The Bill was moved to repeal the Principal Act of 2003 passed by the Assembly, as a result of a verdict given by the Supreme Court. Through the Act of 2003, one dish was allowed but the Supreme Court struck down the Act, being ultra vires of a Federal Law. Therefore, through this Bill, the Principal Act of 2003, has been repealed.
The House was then adjourned till 9.00 am on Friday, March 17,2006.
