1.   THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2005 (Bill No.26 of 2005)

 

 

            RESUMPTION OF DISCUSSION on the motion by a Minister that the Provincial Motor Vehicles (Amendment) Bill 2005, as recommended by Standing Committee on Transport, be taken into consideration at once.

 

 

            A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2005 be passed.

 

 

2.   THE PUNJAB CRIMINAL PROSECUTION SERVICE (CONSTITUTION, FUNCTIONS AND POWERS) BILL 2005 (Bill No.25 of 2005)

 

 

            A MINISTER to move that the Punjab Criminal Prosecution Service (Constitution, Functions and Powers) Bill 2005, as recommended by Special Committee, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Criminal Prosecution Service (Constitution, Functions and Powers) Bill 2005, be passed.

SUMMARY OF THE PROCEEDINGS

MONDAY, MARCH 20, 2006

 

 

Sardar Shaukat Hussain Mazari, Acting Speaker, assumed the Chair and proceedings commenced with the recitation from the Holy Quran.

 

POINT OF ORDERS:-

 

Mr. Arshad Mehmood Baggu through a point of order drew attention towards sacking of non clerical staff of Habib Bank Limited and police torture on their demonstration.

 

Through another point of order, Rana Aftab Ahmad Khan drew attention towards the transport problems faced by the general public due to capturing of Public Transport by Police in connection with centenary convention of the Pakistan Muslim League to be held on March 23, 2006.

 

QUESTION HOUR:-

 

Questions relating to Home and Jails department were asked and answered were given by Mr. Saeed Akbar Khan, Minister for Jails and Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs with additional charge of Home department.

 

LAYING OF COMMITTEE REPORTS:-

 

  • Mr. Muhammad Ajmal Cheema, Minister for Industries laid the report of Special Committee on starred question asked by Syed Ihsan Ullah Waqas.

 

  • On a motion moved by Dr. Farzana Nazir, the House granted extention in the time limit upto 30 April, 2006 for laying the report of the Standing Committee for Environment Protection on “The Punjab Prohibition on Use of Rubber & Plastic Cane for Keeping Victuals Bill 2003 (Bill No. 21 of 2003)” moved by Mrs. Maha Raja Tareen.

 

CALL ATTENTION NOTICES:-

 

  • Call Attention Notice moved by Haji Muhammad Ejaz regarding killing of a bank guard during a Bank dacoity of Rs. 40 lakhs at Circular road, Lahore was answered by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

  • Call Attention Notice moved by Malik Muhammad Iqbal Channer about killing of two students including the son of DSP Sargodha and injuring of a teacher was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

 

PRIVILEGE MOTIONS:-

 

A total 4 number of Privileges Motions were moved. Out of which Privilege Motion moved by Syed Ihsan Ullah Waqas was kept pending till the next session.

 

The privilege Motion moved by Syed Pir Rafi-ud-Din Bukhari regarding misconduct of Dr. Habib ur Rehman, EDO (Health) Lodhran was referred to the Privilege Committee.

 

The Privilege Motion moved by Mst. Samina Naveed was disposed of as mover was not present. It was about misbehaviour shown by SHO Police Station Nasirabad, Lahore.

 

Dr. Muhammad Javaid Siddique moved the motion regarding misconduct of DPO Multan. The motion was disposed of since it had been withdrawn by the mover.

 

ADJOURNMENT MOTIONS:-

 

A total of 2 Adjournment Motions were moved.

 

Adjournment Motion moved by Sh. Ejaz Ahamd was about non provision of proprietary rights to the residents of D Block of Ghulam Muhammad Colony Faisalabad by Housing and Physical Planning department. The motion was answered by Syed Raza Ali Gillani, Minister for Housing and was disposed of.

 

Another Adjournment Motion moved by Sheikh Ejaz Ahmad about the introduction of new rules made by the Punjab Sports department, which were adversely affecting the progress of technical staff was replied by Mr. Hussain Jahania Gardezi, Minister for Literacy and Non Formal Basic Education with additional charge of Sports department and was disposed of.

 

GOVERNMENT BUSINESS:-

 

The following two Bills introduced by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, were considered and passed by the House:-

 

(1)   The Provincial Motor Vehicles (Amendment) Bill 2005 (Bill No. 26 of 2005); and

 

(2)   The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) Bill 2005 (Bill No. 25 of 2005).

 

The 24th session of the assembly and first session of the 4th Parliamentary Year was then prorogued, by order of the Governor.
