2.   RESOLUTION MENTIONED IN THE CONSTITUTION

 

            A MINISTER to move that leave be granted to move a Resolution under Article 144(1) of the Constitution of the Islamic Republic of Pakistan 1973.

 

            A MINISTER to move the following resolution:-

 

 

                        “The Provincial Assembly of the Punjab , in pursuance of Article 144 of the Constitution of the Islamic Republic of Pakistan, passes a Resolution to the effect that Parliament (Majlis-e-Shoora) may, by law, regulate the setting up of the coordinated and comprehensive National Disaster Management System and provide for matters connected therewith or incidental thereto.”

 

 

3.   THE PUNJAB EMERGENCY SERVICE BILL 2006 (Bill No.21 of 2005)

 

            A MINISTER to move that the Punjab Emergency Service Bill 2005, as recommended by Standing Committee on Health, be taken into consideration at once.

 

            A MINISTER to move that the Punjab Emergency Service Bill 2005, be passed.

SUMMARY OF THE PROCEEDINGS

THURSDAY, JUNE 8, 2006

 

Sardar Shaukat Hussain Mazari, Acting Speaker, assumed the chair and proceedings commenced with the recitation from The Holy Quran.

FATEHA:-

The House offered Fateha on the sad demise of Mr. Muhammad Tahir Mehmood MPA, (PP-281), and others.

PANEL OF CHAIRMEN:-

Under Rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the Secretary Punjab Assembly announced the panel of Chairmen in the following order:

1.      Rai Ejaz Ahmad, PP-171

2.      Malik Nazar Farid Khokhar, PP-192

3.      Mrs.  Shahina Asad, W-310

4.      Rana Aftab Ahmad, PP-63 

OATH:-

Mr. Kashif Mehmood member-elect from PP-281 made oath, and Sardar Shaukat Hussain Mazari, Acting Speaker administered the oath.

QUESTION HOUR:-

Questions relating to Health department were asked and answered by Minister for Health Dr. Tahir Ali Javaid.

CALL ATTENTION NOTICES:-

Two Call Attention Notices were taken up. The first notice was moved by Rana Aftab Ahmad Khan. It was about the killing of two persons namely Shehzad Tippu and Naveed Anjum in allegedly fake police encounter near Sadiqabad. The notice was disposed of after the statement given by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

The Second Notice moved by Mr. Arshad Mahmood Baggu was regarding the murder of Makhdoom Tahir Qureshi of Rawalpindi and the action taken by the police in this behalf. The notice was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

PRIVILEGE MOTIONS:-

Two number of privilege motions were moved and kept pending on the request of Minister for Law and Parliamentary affairs.

The privilege motion moved by Mehr Ishtiaq Ahmad was about misconduct of Mr. Shaukat Hayat Khan, Director Maint. The other motion moved by Syed Ihsan Ullah Waqas was about negligence of the Government in protecting Assembly building during mob attack on 14-2-2006.

ADJOURNMENT MOTIONS:-

Four adjournment motions were moved. Out of which adjournment motion moved by Mst. Zaib-un-Nisa Qureshi was kept pending on the request of Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

The adjournment motion moved by Mst Uzma Zahid Bokhari was about closing of the offices of old age benefit department thus causing problems for pensioners. The motion was replied by Minister for Labour & Human Resource and was disposed of.

The adjournment motion moved by Mst. Faiza Ahmad regarding withdrawal of free of cost X-ray, Ultra Sound and other tests facility to poor and privileged people by Ganga Ram Hospital administration was disposed of after statement given by Minister for Law and Parliamentary Affairs.

Another adjournment motion was moved by Mst Farzana Raja. The motion was about murder of Mr. Makhdoom Tanvir Qureshi, member Minhaj ul Quran International Supreme Council and Deputy Secretary General Pakistan Awami Tehrik by kidnappers, who had kidnapped nephew of the deceased for ransom. The motion was replied by the Minister for Law and Parliamentary Affairs and was disposed of.

RESOLUTION:-

The House unanimously passed a condolence resolution on the sad demise of Mr. Muhammad Tahir Mehmood MPA from PP-281. The resolution was moved by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

The House was then adjourned till 9.00 am on Friday, 9 June, 2006.
