SUMMARY OF THE PROCEEDINGS

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

 

QUESTION HOUR:-

Questions relating to Irrigation and Power Departments were asked and answers were given by Chaudhry Aamir Sultan Cheema Minister for Irrigation and Mr. Armughan Subhani Minister for Power.

 

PRIVILEGE MOTIONS:-

The Privilege Motion moved by Malik Asghar Ali Qaiser against the conduct of Tehsil Police Officer, Iqbal Town, Faisalabad, was referred to the Privilege Committee.  

 

ADJOURNMENT MOTIONS:-

Four Adjournment Motions were taken up. Out of which Adjournment Motion moved by Syed Ihsanullah Waqas was kept pending.

 

Adjournment Motion moved by Mr. Arshad Mehmood Baggu it was stated that in the instructions issued by the Prime Minister vide Notification dated 24.6.2006 that NOC for installation of CNG station should be on the clearance only from three departments namely, Explosives, Civil Defense and HIDP were not having implemented in the Province of Punjab. The motion was answered by Mr. Muhammad Ajmal Cheema, Minister for Industries and was disposed of.

 

Adjournment Motion moved by Malik Asghar Ali Qaiser was about non-payment of rent by the contractor running cinema hall in Alfalah building Lahore, thus causing a loss of millions of rupees to the Government. The motion was answered by Ch Muhammad Iqbal, Minister for Food and was disposed of.

 

Adjournment Motion moved by Ms Kanwal Naseem was about the negligence of City District Government in getting the dilapidated buildings in Lahore city vacated and dismantled. The motion was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.    

 

 PRIVATE MEMBER BUSINESS:-

 

RESOLUTIONS:-

 

(i)                 Dr Syed Waseem Akhtar moved a resolution pending from 28 June 2006 and 3.10.2006 that Agriculture Bank should waive of outstanding interest on the farmers having less then 12.5 acre of agriculture land and to provide them interest free loan in future. The resolution was unanimously passed by the House as amended.

 

(ii)               Dr. Syed Waseem Akhtar moved another resolution pending from 4.7.2006 and 3.10.2006 that the house rent ceiling of provincial employees be increased to 25% following such increase by the Federal Government. The resolution was opposed by Sardar Husnain Bahadur Dreshak, Minister for Finance and was voted out by the House.

(iii)             Malik Asghar Ali Qaiser moved a resolution that a Higher Education Allowance be extended to the Provincial Government teachers like the Federal Government teachers out of budget allocation for the year 2006-07. The resolution was opposed by Mian Imran Masood, Minister for Education and was voted out by the House.

 

(iv)              Sheikh Alla-ud-Din moved a resolution for waiving of State Duty tax imposed by the Federal Government on the withdrawal of amounts from banks which was opposed by Sardar Husnain Bahadur Dreshak, Minister for Finance but was unanimously passed by the House.

 

(v)                 Resolution of Mr Tanvir Ashraf Kaira to reduce the petrol prices was disposed of due to the absence of the mover.

 

(vi)              Mrs. Parveen Masood Bhatti moved a resolution pending from 3.10.2006 that over head bridge on railway crossing near Small Industrial Estate, Bahawalpur be constructed was withdrawn by the mover after assurance was given by Ch Zahir-ud-Din, Minister for Communications and Works that the project had already been approved.

 

(vii)            Ms. Kanwal Naseem moved a resolution that rules should be strictly implemented regarding legal and Sharia share of females in their inheritance which was opposed by Mr Malik Muhammad Ahmad, Parliamentary Secretary for Law & Parliamentary Affairs but was unanimously passed by the House.

 

PRESENT RESOLUTIONS:-    

                                 I.      Dr Asad Ashraf moved a resolution that Government should ensure reserving specific parking area for Edhi Ambulance Service in all the hospitals of the Province was unanimously passed by the House.

 

                               II.      Ms. Azma Zahid Bokhari moved a resolution that adjudication of family cases heard under Family Law Ordinance be completed within six months was debated and opposed by Parliamentary Secretary for Law & Parliamentary Affairs and was withdrawn by the mover.
 

                              III.      Sh Ijaz Ahmad moved a resolution that manufacture and sale of fire works in the Province be banned was passed by the House.

 

                           IV.      Mrs. Tahira Munir moved a resolution that carrying of construction material in all the cities and villages of the Province be done on four wheeler with back light and break instead of single axle two wheeler tractor trolley was opposed by Malik Muhammad Ahmad, Parliamentary Secretary for Law & Parliamentary Affairs but was unanimously passed by the House.

 

                             V.       Mr. Sami Ullah Khan moved a resolution for fixing Hajj quota for nomination by each member of the Provincial Assembly on the pattern of the hajj quota given to the MNAs was unanimously passed by the House. 

 

 The House was then adjourned till 10.00 am on Wednesday, 11, October, 2006.
