Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran. Mr. Speaker announced the starting of Question Hour, but Rana Sana Ullah sought the permission to raise the point of order.

Point of Order:-

Rana Sana Ullah on a point of Order sought to discuss   by Police on Lawyers staging protest demonstration against Chief Justice of Pakistan’s suspension and Presidential reference against him. The Speaker immediately interrupted him and told Rana Sana Ullah that his point of order was not valid, as he (speaker) could not allow debate on the conduct of president or chief justice of Pakistan or a Judge of Supreme Court or of a High court in the House under the Rules of Procedure.  Later, Mr. Arshad Mehmood Baggu and Mr. Aftab Ahmad Khan also tried to raise same Point of Order.  

Arrest of Mr. Muhammad Ashraf Khan M.P.A:-

Mr. Aftab Ahmad Khan pointed out that Mr. Muhammad Ashraf Sohna’s MPA had been arrested but the Speaker had not been informed about his arrest.

Mr. Speaker remarked that the intimation report of DPO Okara about the arrest of the MPA was submitted to him as required under Rule 77 of the Rules of Procedure of Provincial assembly of the Punjab 1997. The Chair also remarked that he had this report with him the previous day which could not be read in House as the Opposition boycotted the session. Then the Chair read out the intimation report of DPO Okara regarding the arrest of Mr. Muhammad Ashraf Khan M.P.A.

After being disallowed to speak on the issue of Presidential reference against Chief Justice of Pakistan the Opposition encircled the chair, staged a sit-in inside the House and chanted slogans. The disorder continued in the House continued for quite some time.

During disorder and shouting in the House, The Speaker remarked that he has come to the conclusion that he had reason to believe, that the Opposition was not serious to take part in assembly proceedings, its attitude was unparliamentarily, and that it would be wastage of public money to keep the assembly in session any longer.

The speaker prorogued the session sine die exercising his powers under Rule 25 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

 

N.B. The Governor of the Punjab prorogued the 28th session on March 14 2007.
