SUMMARY OF THE PROCEEDINGS

Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

PANEL OF CHAIRMEN:-

Under Rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the Secretary Punjab Assembly announced the panel of Chairmen in the following order:

1.     Malik Nazar Farid Khokhar,   PP-192

2.     Ch. Javaid Ahmed,                 PP-228

3.      Malik Jalal Din Dhakoo,        PP-222

4.      Ms.  Azma Zahid Bokhari,     W-348

Then the Chair read out the intimation report of DPO Okara regarding the arrest of Mr. Muhammad Ashraf Khan M.P.A. as required under Rule 77 of the Rules of Procedure of Provincial Assembly of the Punjab 1997.

POINT OF ORDER:

On a point of order Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs raised objections to the notice for requisition, submitted by Opposition to the Speaker for summoning the Assembly session. He pointed out that the said requisition carried the signature of a non-member namely Rana Tajammal Hussain who had since been disqualified by judge of a court, and his vacant seat has been filled through bye-election. He further pointed out that the requisition also contains the signature of such members, who were out of country at the relevant time.

The Minister for Law & Parliamentary Affairs, Mr. Muhammad Basharat Raja urged the Speaker to adjourn the House, saying the assembly was summoned on a forged requisition and that the matter should be inquired through a House Committee and this House might be adjourned till the matter was decided.

Rana Sana Ullah Khan pointed out that it was to the Speaker and the Assembly Secretariat to examine the requisition therefore; this matter could not be discussed in the House.
After a long debate on the issue the Mr. Speaker observed that the Assembly Secretariat had told him about the doubtful signatures on the requisition, but even after excluding the doubtful signatures, the requirement of 93 signatures was full filled, therefore, he had summoned the session, and the House would conduct its business. The Speaker however constituted a
six-member Special Committee headed by Minister for Communications and Works Chaudhry Zaheer-ud-Din, Mr. Muhammad Azeem Ghuman, Mr. Muhammad Waris Kallu, Chaudhry Nazar Hussain Gondal, Mr. Muhammad Ajasam Shariff, Mr. Muhammad Riaz Shahid and Mr. Arshad Mehmood Baggu as members of the committee to inquire in to the matter. The Chair remarked that he would issue a detailed ruling on the point raised by Rana Sana Ullah Khan after the reception of the committee’s report.

QUESTIONS HOUR:-

Questions relating to FOOD DEPARTMENT were asked and answers were given by Mr. Hussain Jahania Gardezi, Minister for Food. Questions relating to COOPERATIVES DEPARTMENT were pended as Minister for Cooperatives, Col (Retd) Malik Muhammad Anwar was abroad to perform Umrah.

PRIVLEGE MOTIONS:-

Total five Privilege Motions were moved. Out of which Privilege Motion of Rai Farooq Umar Khan Kharal, which was moved during the last session on March 12, 2007 regarding misbehavior of D.O. (R) Okara with the mover was referred to Privilege Committee.

Privilege Motion moved by Mr. Muhammad Waqas regarding misbehavior of D.O. (Colleges) Rawalpindi and Principal Govt. Degree College Wah Cannt with the mover was replied by Minister for Education, Mian Imran Masood and was rule out by the Chair.

Privilege Motion of Chaudhry Tasneem Nasir was pended for two days on the request of Minister for Law & Parliamentary Affairs.

The Privilege Motions of Dr. Syed Waseem Akhtar and Mr. Abdul Rashid Bhatti were pended till next day i.e. Thursday, March 29, 2007 on the request of Minister for Law & Parliamentary Affairs.

ADJOURNMENT MOTIONS:-

Total four Adjournment Motions were taken up.  

Adjournment Motion moved by Sheikh Alla-ud-Din, regarding pilferage of medicines of Government Hospitals, was replied by Minister for Health, Chaudhry Muhammad Iqbal and disposed of accordingly.

Three other Adjournment Motions also moved by Sheikh Alla-ud-Din were pended till next day i.e. Thursday, March 29, 2007.

LAYING OF COMMITTEE REPORTS:-

EXTENTION IN THE TIME LIMIT FOR PRESENTATION OF REPORTS:-

1. The House granted extension in the time limit till May 31, 2007 on a motion moved by Malik Nazar Farid Khokhar for laying the reports of the following Privilege Motions.

P.M. No. 71 & 72 of 2004

P.M. No.  2, 32, 33, 34, 37 & 51 of 2006

P.M. No. 3 & 5 of 2007

2. On a Motion moved by Rai Ijaz Ahmad Khan, the House granted two months extension in the time limit for laying the report of the sub committee for Finance on the Privilege Motion No. 6/06 moved by Syed Ihsan Ullah Waqas.

3. The House granted extension in time limit till 30 April 2007, regarding a Starred Question no. 8671 tabled by Mr. Arshad Mehmood Baggu, on a motion moved by Syed Muhammad Rafi-ud-Din Bukhari to lay the report of Standing Committee on Industries.

4.  On a Motion moved by Ms. Parveen Sikandar Gill, the House granted extension in the time limit till April 30, 2007 for laying the report of the Standing Committee for Education on ‘’ The Ali Institute of Education, Lahore Bill 2006 (Bill No. 16 of 2006)”.   

 GOVERNMENT BUSINESS:-

The Minister for Law and Parliamentary Affairs introduced “THE PUNJAB PROVINCIAL ASSEMBLY (SALARIES, ALLOWANCES AND PRIVILEGES OF MEMBERS) (AMENDMENT) BILL 2007 (Bill No.6 of 2007)” which was referred to the Standing Committee for Law & Parliamentary Affairs, for report by April 30, 2007.

The House was then adjourned till 10:00 am on Thursday, March 29, 2007.
