Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.
Point of Order:-
Mr. Qasim Zia, Leader of the Opposition and other opposition members repeated their demand for release of political workers.
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs assured the House that all arrested political workers above the age of 60 years would be released and release of others would be considered on merit.
Mr. Speaker suggested that certain representatives of the Opposition parties may sit with Minister for Law & Parliamentary Affairs after the sitting of the Assembly to resolve the matter.
QUESTION HOUR:-
Questions relating to Forestry and Cooperatives Departments were asked and answers were given by Dr Ashfaq-ur-Rahman, Minister for Forestry and Col (Retd) Malik Muhammad Anwar, Minister for Cooperatives respectively.
Two Questions relating to Wild Life Department were kept pending till next Session as Answers were not received from Department.
PRIVILEGE MOTIONS:-
Privilege Motion of Mrs. Noor-un-Nisa Malik was pended till 13 June 2007 on the request of mover.
ADJOURNMENT MOTIONS:-
Six Adjournment Motions were taken up during the session out of which three Adjournment Motions moved by Malik Muhammad Iqbal Channer, Sheikh Ala-ud-din and Ch. Zahid Pervaiz were kept pending till Wednesday, June 13, 2007.
Adjournment Motion of Sh. Ijaz Ahmad was disposed of due to absence of mover.
Adjournment Motion moved by Mr. Arshad Mahmood Baggu regarding torture on religious Scholar by illegal liquor vendors in district Kasoor was replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of accordingly.
Adjournment Motion moved by Malik Asghar Ali Qaiser regarding killing of Dr. Muhammad Afzal in District Faisalabad and mal functions of local police official was replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.
PRIVATE MEMBER BUSINESS:-
RESOLUTIONS:-
(i) The House unanimously passed a resolution moved by Chaudhry Javed Ahmad, for withdrawing the fees for obtaining Computerize National Identity Card (CNICs).
(ii) Miss Misbah Kokab, Advocate withdrew her resolution. regarding an amendment to Article 3 of The Dowry and Bridal Gifts (Restriction) Act 1976 on the request of Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.
(iii) Resolution of Rana Aftab Ahmed Khan was disposed due to absence of mover.
(iv) A resolution moved by Sheikh Ala-ud-din regarding privatizion the Pakistan State Oil (PSO) was kept pending for next private member's day as Minister for Industries Mr. Muhammad Ajmal Cheema was not present.
(v) On the assurance given by Minister for Law & Parliamentary Affairs, Mr. Muhammad Basharat Raja, Mr. Arshad Mahmood Baggu withdrew his resolution regarding the provision of public utility plots in private housing societies.
(vi) The House unanimously passed a resolution moved by Miss Misbah Kokab, Advocate and Mr. Arshad Mahmood Baggu regarding exempting 5-marla houses in cantonment boards from property tax.
Private Business:-
I) “The University of Arid Agriculture Rawalpindi (Amendment) Bill 2004 (Bill No. 12 of 2004)” moved by Mr. Tanveer Ashraf Kaira was kept pending till next session due to the absence of Mr. Tanveer Ashraf Kaira.
II) The House unanimously passed the Punjab Prohibition of Private Money Lending Bill 2003 (Bill No. 24 of 2003) moved by Mrs. Humaira Awais Shahid.
Under the bill, no person, individually or collectively, could engage in private money lending in Punjab. According to the bill, any person involved in private money lending would be punished with imprisonment for a term up to 10 years or fine up to Rs 500,000, or both. The bill says that any offence committed in this regard would be non-bailable and non-compoundable. Any offence of private money lending would be cognizable within Clause (f) of Sub-Section (1) of Section 4 of the Criminal procedure Code (Cr.P.C.) of 1898, the bill states. The Provincial Government will enact the rules in this regard.
