SUMMARY OF PROCEEDINGS OF THE

SECOND SESSION OF THE ASSEMBLY 2002

 

29 November 2002

 

      This second session was summoned on 29 November 2002 by the President of Pakistan under Legal Framework Order 2002 for ascertainment of Chief Minister in terms of Article 130(2A) of the Constitution of Islamic Republic of Pakistan.

      Ch Muhammad Afzal Sahi, Speaker occupied the Chair at 10.00 a.m. The proceedings commenced with a recitation from the Holy Quran. Mr Speaker announced that the following proposal sheets for ascertainment of Chief Minster had been received by 9.00 p.m. on 28 November 2002 as prescribed under the rules and after scrutiny all the proposal sheets were found in order:-

 

            1.   The name of Mr Qasim Zia, MPA (PP-155) had been proposed by Rana Sannullah Khan, MPA (PP-70) and seconded by Mr M. Moeen-ud-Din Riaz Qureshi, MPA (PP-194).

            2.   The name of Mr Aftab Ahmad Khan, MPA (PP-63) had been proposed by Malik Muhammad Ishaq Bucha, MPA (PP-198) and seconded by Mr Jehanzeb Imtiaz Gill, MPA (PP-64).

            3.   The name of Ch Parvez Elahi, MPA (PP-292) had been proposed by the following six proposal sheets –

                     (i)   proposed by Mr Muhammad Arshad Khan Lodhi (PP-223) and seconded by Mr Abid Hussain Chatha (PP-168);

                    (ii)   Proposed by Mr Muhammad Ajmal Cheema (PP-121) and seconded by Ch Mumtaz Ali (PP-130);

                   (iii)   Proposed by Ch Zaheed-ud-Din Khan (PP-55) and seconded by Mr Mehmood Ahmad (PP-287);

                   (iv)   Proposed by Syed Akhtar Hussain Rizvi (PP-126) and seconded
by Dr Sohail Zafar Cheema (PP-99);

                   (iv)   Proposed by Mrs Parveen Sikandar Gill (W-319) and seconded
by Mrs Naseem Lodhi (W-298) and

                    (v)   Proposed by Malik Nazar Farid Khokhar (PP-192) and seconded by Mr Abdul Razzaq Khan (PP-218).

                   (vi)   Mr Aftab Ahmad Khan had withdrawn his nomination papers.

 

      The Secretary Assembly announced the procedure for ascertainment of the Chief Minister by the method of division as provided in the Rules of Procedure and informed the members about the division numbers. Mr Speaker ordered the ringing of quorum bell for five minutes. After that he ordered that all entries to the Chamber and the Lobbies be locked except the two doors to be used for the purpose of division. Then he put both the proposals to the vote of the House and ordered that those members who wanted to vote for Mr Qasim Zia should go to the Western Lobby to his left and those who wanted to vote for Ch Parvez Elahi should go to the Eastern Lobby to his right. The division continued for sometime. Mr Qadeer Hussain, Additional Secretary was appointed as Teller on the Western Lobby and Mr Maqsood Ahmad Malik, Deputy Secretary (Legislation) was appointed as Teller on the Eastern Lobby. After completion of the division, the division lists were submitted by the Tellers to the Secretary Assembly who compiled the result of the division.

      Mr Speaker announced the result of the division as under:-

      Mr Speaker announced that Ch Parvez Elahi was the Member who commanded the confidence of the majority of the membership of the Assembly to be the Chief Minister in terms of Article 130(2A) of the Constitution of Islamic Republic of Pakistan.

      First of all Mr Speaker congratulated Ch Parvez Elahi on his election as Leader of the House and Chief Minister and invited him to occupy the Chair of the Leader of the House in the Assembly Chamber.

      Ch Parvez Elahi in his brief address to the Assembly expressed his gratitude to the members who had cast their votes in his favour. He offered his thanks to President of Pakistan, General Pervez Musharraf who had fulfilled his promise to hold the general elections within the time-frame given by him. He urged the members to strengthen the institution of the Assembly to safeguard democracy in the country for the progress and prosperity of the country and welfare of the people. He said that the rights of the non-Muslim minorities would be safeguarded as laid down in the Constitution. He said that it was for the first time that appropriate representation had been given to women in the Assembly. He stated that the system of District Government would be continued; that he would focus attention on agriculture, education and health, and declared that he would continue the process of consultation with the opposition parties and welcome their positive criticism on policies of the Government.

      Mr Qasim Zia congratulated Ch Parvez Elahi on his election as Leader of the House. He said that he would extend full cooperation to the Leader of the House in the sole-interest of strengthening of democracy. The other members who spoke to congratulate the Leader of the House included Mr Hussain Jehanian Gardezi, Rana Sanaullah Khan, Rana Muhammad Qasim Noon and Mr Muhammad Arshad Khan Lodhi.

      Mr Speaker announced that as the proceedings for ascertainment of Chief Minister had been completed, the Assembly stood prorogued as per order of the President of Pakistan.
