SUMMARY OF PROCEEDINGS OF THE

THIRD SESSION OF THE ASSEMBLY 2002

 

30 November 2002

 

      This 3rd session was summoned by the Governor for taking vote of confidence of the Assembly by the Chief Minister under Article 130(3) of the Constitution of Islamic Republic of Pakistan. The Speaker Ch Muhammad Afzal Sahi occupied the Chair at 10.00 a.m. The meeting commenced with a recitation from the Holy Quran. The Secretary announced that the Speaker had appointed the following panel of Chairmen under Rule 13 of the Rules of Procedure of the Provincial Assembly of Punjab 1997:-

 

      1.   Mian Manazir Ali Ranjha                                              (PP-31)

      2.   Sardar Hassan Akhtar Moakal                                      (PP-180)

      3.   Mr Aftab Ahmad Khan                                                 (PP-221)

      4.   Mr Hussain Jehanian Gardaizi                                       (PP-213)

 

      The Secretary Assembly explained the procedure of vote of confidence in Chief Minister as laid down in the Rules of Procedure i.e. by the method of division. Mr Speaker ordered the quorum bell to be rung for five minutes and after five minutes ordered all doors to be locked and allowed Mr Muhammad Arshad Khan Lodhi to move his resolution. Mr Muhammad Arshad Khan Lodhi moved that: “This House resolves that Ch Parvez Elahi, Chief Minister, commands the confidence of the majority of the membership of the Assembly for the purposes of Article 130(3) of the Constitution of Islamic Republic of Pakistan 1973”. Mr Speaker put the resolution to the vote of the Assembly and ordered that those in favour of the resolution may pass in a single file to the Eastern Lobby to his right by recording their votes to the Tellers appointed at the door of the Lobby. Mr Qadeer Hussain, Additional Secretary and Mr Maqsood Ahmad Malik, Deputy Secretary (Legislation) had been appointed as Tellers. After the conclusion of the division, the Secretary Assembly compiled the result of the division. Mr Speaker announced that according to the division list, 230 members had cast their vote in favour of the resolution that Ch Parvez Elahi, Chief Minister commanded the confidence of the majority of the membership of the Assembly. The resolution was thus carried.

      In his short address to the House the Chief Minister thanked the members for reposing confidence in him. The members who spoke to congratulate the Chief Minister on obtaining the vote of confidence of the Assembly included Mr Qasim Zia, Mr Mushtaq Ahmad Kiyani, Rana Mashhood Ahmad Khan, Dr Syed Waseem Akhtar, Ch Muhammad Farooq, Mrs Naseem Lodhi, Mrs Saba Sadiq, Mr Joseph Hakim Dim, Raja Muhammad Tariq Kiayani, Syed Ehsan Ullah Waqas, Mian Imran Masood and Raja Muhammad Shafqat Abbasi. At this stage Mr Speaker left the House and Deputy Speaker, Sardar Shaukat Hussain Mazari, occupied the Chair. Other members who spoke to congratulate the Chief Minister included Mrs Zeenat Khan, Rana Sanaullah Khan, Sardar Hassan Akhtar Moakal, Mrs Zahida Sarfraz, Haji Muhammad Ejaz, Dr Farzana Nazir, Mr Sami Ullah Khan, Mrs Qudsia Lodhi, Mrs Kanwal Naseem and Mrs Joyce Rufin Julius.

      After completion of the proceedings for the vote of confidence in Chief Minister, the session stood prorogued as per order of the Governor.
