SUMMARY OF PROCEEDINGS OF THE

FOURTH SESSION OF THE ASSEMBLY 2002

24 December  2002

      This 4^th session of the Assembly was summoned by the Speaker on written requisition signed by 95 members submitted to the Assembly Secretariat on 12 December 2002 in terms of Article 54(3) read with Article 127 of the Constitution. Mr Speaker, Ch Muhammad Afzal Sahi occupied the Chair at 10.00 a.m. The meeting commenced with the recitation from the Holy Quran. The Secretary Assembly announced the panel of Chairmen appointed by Mr Speaker for the session as under:-

      1.   Sardar Hassan Akhtar Moakal                                      (PP-180)

      2.   Ch Muhammad Iqbal                                                    (PP-98)

      3.   Mr Muhammad Riaz Shahid                                          (PP-66)

      4.   Mr Muhammad Azeem Ghuman                                   (PP-131)

      Being Tuesday, a Private Members Day under the Rules of Procedure, the agenda comprised of private members business including three resolutions and general discussion on law and order and the situation caused due to appointment of Board of Governors in certain educational and medical institutions.

      Mr Imran Masood, MPA pointed out that the opposition had requisitioned the session but it was regrettable for him to point out that opposition had shown non-serious attitude as the House was not in quorum.

      Mr Speaker ordered the counting of the members and announced that the House was not in quorum and ordered the quorum bell to be rung for five minutes. After five minutes Mr Speaker again ordered that the members may be counted and announced that the House was not in quorum and adjourned it for 20 minutes. Mr Speaker again occupied the Chair at 10.45 a.m. and ordered the counting of the members and announced that the House was still not in quorum. He adjourned the House sine die.

      Later on, Mr Speaker prorogued the session of the Assembly the same day under Article 54(3) read with Article 127 of the Constitution of Islamic Republic of Pakistan.
