GOVERNMENT BUSINESS

 

1.   THE DEFENCE HOUSING AUTHORITY RAWALPINDI BILL 2013 (Bill No. 1 of 2013)

            A MINISTER to move that the requirements of Rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, may be suspended under Rule 234 of the Rules ibid, for immediate consideration of the Defence Housing Authority Rawalpindi Bill 2013.

            A MINISTER to move that the Defence Housing Authority Rawalpindi Bill 2013, as recommended by Standing Committee on Housing, Urban Development and Public Health Engineering, be taken into consideration at once.

            A MINISTER to move that the Defence Housing Authority Rawalpindi Bill 2013, be passed.

 

2.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2012 (Bill No. 44 of 2012)

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2012, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2012, be passed.

 

3.   THE PUNJAB PUBLIC SERVICE COMMISSION (AMENDMENT) BILL 2012 (Bill No. 41 of 2012)

            A MINISTER to move that the Punjab Public Service Commission (Amendment) Bill 2012, as recommended by Standing Committee on Services and General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Public Service Commission (Amendment) Bill 2012, be passed.

4.   THE PUNJAB SOCIAL SERVICES BOARD (AMENDMENT) Bill 2012 (Bill No. 26 of 2012)

            A MINISTER to move that the Punjab Social Services Board (Amendment) Bill 2012, as recommended by Standing Committee on Social Welfare, Women Development and Bait-ul-Maal, be taken into consideration at once.

            A MINISTER to move that the Punjab Social Services Board (Amendment) Bill 2012, be passed.

 

5.   THE LAHORE CANAL HERITAGE PARK BILL 2012 (Bill No. 39 of 2012)

            A MINISTER to move that the Lahore Canal Heritage Park Bill 2012, as recommended by Standing Committee on Housing, Urban Development and Public Health Engineering, be taken into consideration at once.

SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha:-

The House offered fateha for father of Mrs. Farhana Afzal, MPA and also for former Jamaati-i-Islami (JI) Chief, Qazi Hussain Ahmed.

Question Hour: −

Questions relating to Youth Affairs, Sports, Archeology & Tourism and Excise and Taxation Departments were asked and Rana Muhammad Arshad, Parliamentary Secretary for Tourism answered the questions.

Call Attention Notices:-

Six Call Attention Notices were taken up. Two Notices of Ms. Faiza Ahmed Malik, one regarding dacoity of Rs.3.5 million at the residence of Rana Muhammad Khan, Advocate at Kahana Lahore, and the other regarding docotiy at the residence of Hafiz Khalid Hussain, Imam of Jamia Ashrafia, Ferozpur Road Lahore and plundering Rs.1.7 Million rupees and torture upon family members, the third Notice of Dr. Muhammad Akhtar Malik regarding illegal arrest of Mehboob Alam S/O Sardar Ali, Resident of Phool Nagar at Sadar Police Station Phool Nagar District Kasur and accusing him of illegal possession and selling Opium weighing 4400 grams were kept pending, The Notice of Mrs. Khadija Umar regarding dacoity at the residence of Aqib Mehmood at Gulberg Lahore and looting Rs.2 million rupees and torture upon family members and the  Notice of Sardar Wajid Hussain Dogar regarding dacoity at the residence of Abdul Khalig, inhabitant of Qaim Din street, Okara and looting Rs.2.5 million and the last Notice of Mr. Ali Haidar Noor Khan Niazi regarding looting gold worth fifty million rupees at Mianwali Muslim Bazar from the Jeweller’s shop were disposed of.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Eight Adjournment Motions were taken up. Six Adjournment Motions moved by Shaikh Allauddin one regarding torture upon Carpenters at the hands of staff of Forest Department who sealed their shops in the suburb of Changa Manga Forest to cover their own corruption who had become millionaire through embezzlement and bringing devastation to this forest, the second Motion regarding dilapidated condition of a road connecting Lahore Cantt Station entrance with Lahore Cantt and Gulberg II, the third Motion regarding Punjab Medical College of Faisalabad is running its Dental Department without permission and recognition by Pakistan Medical and Dental Council and thus unable to award Degrees to 50 successful Graduates, the fourth regarding decision made by City District Government and LDA to double parking area in the educational institutions, which even do not have space to park a bicycle, the fifth Motion regarding double increase in the rates of fertilizers by the urea and fertilizers manufacturers, hence bringing heavy loss to the farmers, also admitted by “Competition Commission of Pakistan” fertilizer factory owners earned heavy profits, and the last Motion regarding sudden termination of (AHS) Program in eleven Medical Colleges of the Punjab beside closing admissions in these courses, moreover Government Medical Colleges affiliated with University of Health Sciences Lahore are also abolishing these courses, hence endangering the future of students who are unable to get admission in MBBS due to lack of few marks, the Motion moved by Rana Afzal Khan regarding illegal possession in terms of lease of land of Govt Muslim Model Girls High School Nigham Pura in PP-66 by one Mr Ghulam Muhammad Sabir in connivance with the Revenue Department and the Motion moved by Ms Nighat Nasir Sheikh regarding illegal sale of liquor in Five Star Hotels, Guest Houses, Farm Houses, Clubs and posh areas of Provincial Capital on the eve of new year in connivance with Excise, Police Department and Bar managements were kept pending.

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

Government Business:-

Suspension of Rules

On a motion moved by Minister for Law and Parliamentary Affairs that the requirements of Rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, may be suspended under Rule 234 of the Rules ibid, the House granted leave to suspend rules under Rule 234 of the Rules ibid, for immediate consideration of “The Defence Housing Authority Rawalpindi Bill 2013.”
