Summary of the Proceedings

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Oath:-
The member-elect Mst. Raheela Yayha Munawaar (W-352) made an oath as member of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.
Adjournment Motions:-
Thirteen Adjournment Motions were taken up. Out of which five adjournment motions on the same subject were moved by Mrs Saadia Sohail Rana, Mrs Samina khawar Hayat, Mrs Raheela Anwar, Ch Amir Sultan Cheema and Mr Khawaja Muhammad Aslam. They were regarding torture by the Police on crowd, protesting against unscheduled load shedding of electricity and gas in Faisalabad without considering respect for women and children and they were baton charged and shells were thrown on them. The motions were kept pending till 29-6-2013. The motions moved by Ch Amir Sultan Cheema regarding drowning of people while swimming in Canals and Rivers and non-availability of life saving measures to protect them from any untoward situation and the motion regarding recovery of 16 years old girl Maryam by police in Mandi Bahuddin Bherowal who was kept in police custody and raped by police Incharge and ASI Mr Ijaz, the motion moved by Mrs Samina Khawar Hayat regarding murder of 8 years old child naming Saqib by Ice man who poked poker in his head on the mistake that he had taken ice cube from his shop, the motion moved by main Muhammad Aslam regarding death of 35 years old Mr Sheikh Muhammad Ramzan, who while driving a motor bike fell from Muslim Town, Wahdat Road fly over on taking dangerous cut/turn and died on the spot. Number of such accidents have already taken place. This fly over immediately requires change in its design and the motion moved by Sheikh Alla-ud-Din regarding eviction of inhabitants residing since long in Changa Manga forest on the orders of Divisional Forest Officer and injuries occurred to children during this operation who were present in their houses. Even residents were not allowed to shift their house holds to some safe place were kept pending. The motion moved by Mrs Faiza Ahmad Malik regarding non-regularization of hundreds of employees from grade 1-11 of Lahore College University for Women. Neither their service structure is being approved nor they are given pension at the time of retirement despite deduction of Benevolent Fund from their Salaries. Moreover, allowances as approved by Higher Education Commission is not adjusted in their Salaries, the motion moved by Mr Ahsan Riaz Fityana regarding death of Mr Asad Ali s/o Mr Lal during Police custody due to extensive torture in Tehsil Tandlian Wala Faisalabad, who was arrested on destroying crops. His dead body was not handed over to his dependents rather they were forced to sign reconciliatory note, and the motion moved by Mr Ijaz Khan regarding murder of Mr Irfan Riaz Masih son of a Headmaster within the vicinity of Shriqpur Sharif police station by Police staff, who kept him in Police custody for 9 days without any law suit and proof were disposed of.
The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights.
At this stage, Law Minister welcomed the honurable guest Ex-MPA Rana Muhammad Afzal Khan to the speaker’s gallery.
Government Business:-
Discussion and Voting on Demands for Grants for the Year 2013-14:-
Forty three demands for grants for the Fiscal year 2013-14 were presented before the House. The Minister for Finance moved Demands for grants in respect of Health Services, Miscellaneous Departments and Land Revenue, Which were opposed by opposition members and they moved the cut motions. Following members expressed their views on the cut motions:- Ch. Aamir Sultan Cheema, Mian Muhammad Aslam Iqbal, Mrs. Faiza Ahmad Malik, Dr. Nausheen Hamid and Mrs. Raheela Anwar. The cut Motions were rejected by the House and the grants were approved with majority.
The House was then adjourned till Thursday, June 27, 2013 at 10:00 a.m.
