Summary of the Proceedings

(Started at 5:01pm)

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Oath:-

The members-elect, Chaudhary Sarfraz Afzal (PP-6),  Mr. Azad Ali Tabassum (PP-51), Chaudhry Akhtar Abbas Bosal (PP-118), Khawaja Muhammad Mansha Ullah Butt  (PP-123), Khawaja Salman Rafiq (PP-142), Chaudhary Gulzar Ahmed Gujjar (PP-161), Rana Babar Hussain (PP-217), Mr. Ahmad Ali Khan Dreshak (PP-243), Sardar Ali Raza Khan Dreshak (PP-247), Rais Muhammad Mehboob Ahmed (PP-289) and Makhdoom Syed Ali Akbar Mehmood (PP-292) made an oath as members of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.

Question Hour:-

Questions relating to Livestock and Dairy Development Department were asked and answered by Mr. Bilal Yasin, Minister for Food (holding additional charge).

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice moved by Mr. Shehzad Munshi regarding kidnapping of Asma Heera d/o Tariq Ali by Imran Ali s/o Shan Ali and death of Mr Adnan Masih due to police torture in the said case at Shauqpur Police station District Sheikhupura and the second Notice of Dr. Nausheen Hamid regarding killing of Sayed Arshad Ali Shah, Advocate by the unknown motorcyclists at Misry Shah, Lahore were kept pending as Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs was not present.  

Privilege Motions:-

Two Privilege Motions on the same subject were moved by Mian Mehmood ur Rasheed and Mr. Ahmad Shah Khagga regarding non-representation of Opposition Members in District Coordination Committees thus negating their own claims made by Minister for Law and Parliamentary Affairs and Minister for Education on the floor of the House and in public meetings to give indiscriminate representation to Opposition Members rather contenders of successful Opposition Members adjust in such committees. The motions were kept pending.

Adjournment Motion:-

The adjournment motion moved by Sardar Vickas Hassan Mokal regarding protest raised by young educated un-employed Arts Graduates from all over the Punjab before Lahore Press Club to fill vacancies of Arts Educators from amongst them so that they should not indulge in criminal activities and that the government is giving preference to science graduates only. The motion was kept pending.

GOVERNMENT BUSINESS:-

“CONTINUATION OF GENERAL DISCUSSION ON PROPOSALS FOR WHEAT SUPPORT PRICE”

General Discussion on Proposals for Wheat Support Price continued second day. Dr. Farrukh Javed, Minister for Agriculture wound up the discussion. The following members participated in the discussion:- Mr. Ahmed Khan Bhachar, Ch. Shamshad Ahmad Khan, Mr. Muhammad Arif Abbasi, Rana Muhammad Arshad, Mrs. Saadia Sohail Rana, Mr. Muhammad Arshad Malik, Advocate, Dr. Syed Waseem Akhtar, Mian Muhammad Rafique, Mr. Faizan Khalid Virk, Syed Abdul Aleem, Malik Muhammad Ahmad Khan, Mian Manazir Hussain Ranjha, Mr. Ramesh Singh Arora, Mr. Ahmad Shah Khagga and Al Haj Muhammad Ilyas Chinioti.  

The Speaker then adjourned the House sine die.
