CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB CURRICULUM AND TEXTBOOK BOARD BILL 2015 (BILL No. 26 of 2014)

            RESUMPTION OF CLAUSE-BY-CLAUSE consideration (from Clause 8) of the Punjab Curriculum and Textbook Board Bill 2015.

            A MINISTER to move that the Punjab Curriculum and Textbook Board Bill 2015, be passed.

2.   THE NUR INTERNATIONAL UNIVERSITY LAHORE BILL 2015 (BILL No. 25 of 2014)

            A MINISTER to move that the NUR International University Lahore Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the NUR International University Lahore Bill 2015, be passed.

Summary of the Proceedings

Monday, February 23rd, 2015

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Schools Education Department were asked and Mrs. Joyce Rofin Julius, Parliamentary Secretary for Schools Education answered the questions.

Laying of Reports

Mr. Zulfiqar Ali Khan presented the report of Standing Committee on Revenue, Relief and Consolidation in respect of “Starred Question No. 1567 moved by Mian Tahir, MPA (PP-69)” before the House.

Makhdoom Syed Muhammad Masood Alam presented the following reports of Standing Committee on Home Affairs before the House:-

1.   The Punjab Arms (Amendment) Bill 2015 (Bill No. 3 of 2015);

2.   The Punjab Prohibition of Expressing Matters on Walls (Amendment) Bill 2015 (Bill No. 4 of 2015);

3.   The Punjab Maintenance of Public Order (Amendment) Bill 2015 (Bill No. 6 of 2015); and

4.   The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Bill 2015 (Bill No. 7 of 2015).

ONE MINUTE SILENCE

The House paid tribute to former Acting Chief Justice of Pakistan, Rana Bhagwandas (late) for services rendered by him for the nation and observed one-minute silence on his death.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Ms. Faiza Ahmad Malik regarding suicidal attack at the main gate of Qila Gujar Singh Police Line, killing eight people and injuring numerous including Police officials and the second Notice moved by Ms. Khadija Umar regarding killing of a salesman of a private company naming Sheikh Sattar Ahmad by dacoits on resistance near Mustafabad, District Kasur were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Malik Muhammad Nawaz regarding his insult by Malik Awais, S.P, Madina Town Faisalabad, who released a proclaimed offender naming Tauseef Usman even on the request of concerned Member not to let him escape was kept pending as mover was not present. The Motion moved by Mr. Faizan Khalid Virk regarding misbehaviour of Mr. Naseem-ul-Zaman, Additional Inspector General of Police Punjab with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Mian Tariq Mahmood regarding shortage of staff in Anti-corruption Department led to 500 pending inquiries, the Motion moved by Ms Khadija Umar regarding falling of six years old girl from the roof of Xinwa Mall located at Hussain Chowk, Gulberg, Lahore, due to negligence of said Mall administration as well as carefree attitude of LDA and Local Government, allowing incomplete Mall to be operational, the motion moved by Sheikh Ala-ud-Din regarding sale of branded and local liquor on a large scale by hotels and at other places on the new year eve and otherwise, which is harmful for health and is resulting in increase of deaths of wine-bibbers were disposed of.  The Motion moved by Sardar Vickas Hassan Mokal regarding dacoity occurred during day time at fertilizer store at Chowk Allahabad Kasur and looting millions of rupees at gun point and seriously injuring an employee and occurrence of such dacoities during day time has become a routine in the area on daily basis and inability of police to arrest the culprits, the Motion moved by Ms. Khadija Umar regarding violation of building bye-laws and inability of concerned departments of Punjab to get them implemented as a result buildings are being constructed without approval of outlay and design and acquiring NOC from the concerned departments and no action is being taken against the violators and the Motion moved by Ch. Amir Sultan Cheema regarding appointment of a Coolie Supervisor on temporary work-charge basis in the Provincial Building Division, Sargodha after ignoring all the formalities and such practice of inducting employees on work-charge basis has been continuing since long and the said staff is serving at the residences of officers, were kept pending.

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the following Bills, which were passed by the House:-

2.   THE NUR INTERNATIONAL UNIVERSITY LAHORE BILL 2015 (BILL No. 25 of 2014)

The House was then adjourned till Tuesday, February 24th, 2015 at 10:00 am.
