      THE PUNJAB INSTITUTE OF QURA’N AND SEERAT STUDIES (AMENDMENT) ORDINANCE 2015

            A MINISTER to lay the Punjab Institute of Qura’n and Seerat Studies (Amendment) Ordinance 2015.

(b)               CONSIDERATION AND PASSAGE OF BILLS

1.   THE UNIVERSITY OF JHANG BILL 2015 (BILL No. 21 of 2015)

            A MINISTER to move that the University of Jhang Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the University of Jhang Bill 2015, be passed.

2.   THE UNIVERSITY OF SAHIWAL BILL 2015 (BILL No. 20 of 2015)

            A MINISTER to move that the University of Sahiwal Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the University of Sahiwal Bill 2015, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

Under Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen in the following order:-

1.         Ch Yasien Sohl (PP-156)

2.         Lt Col (Retd) Sardar Muhammad Ayub Khan (PP-87)

3.         Mr Muhammad Sibtain Khan (PP-46)

4.         Mrs Shameela Aslam  (W-312)

 

Oath                                                

Mrs Faiza Mushtaq, Member-elect from (reserved seat) W-299 made an oath and signed the Roll of Members. The Speaker administered the oath.

Fateha

The House offered Fateha on the sad demise of the following: -

1.            Ch Shamshad Ahmad Khan, MPA and his son;

2.            Brother of Mr Muhammad Asif Malik, Minister for Forestry, Wildlife & Fisheries;

3.            Lawyers killed by SHO in Daska incident;

4.            Son of Mrs Sultana Shaheen, MPA.

Question Hour

Questions relating to Services & General Administration Department were asked and Mr Ali Asghar Manda, Parliamentary Secretary for Services & General Administration answered the questions.

Laying of Reports

1.    Mrs Madiha Rana presented before the House the report of Standing Committee on Social Welfare & Bait-ul-Maal in respect of “The Punjab Protection of Women Against Violence Bill 2015 (Bill No. 31 of 2015)”.

2.    Ch Muhammad Yousaf Kaselya presented before the House the reports of Standing Committee on Excise & Taxation  in respect of “The Provincial Motor Vehicles (Second Amendment) Bill 2015 (Bill No. 28 of 2015)”; and “The Punjab Motor Vehicles Transaction Licenses Bill 2015 (Bill No. 29 of 2015)”.

3.    Mrs Raheela Khadim Hussain presented before the House the report of Standing Committee on Gender Mainstreaming in respect of “The Punjab Commission on the Status of Women (Amendment) Bill 2015 (Bill No. 30 of 2015)”.

4.    Ch Muhammad Akram presented before the House the reports of Standing Committee on Education in respect of “The Ghazi University Dera Ghazi Khan (Amendment) Bill 2015 (Bill No. 24 of 2015)”; and “The University of Okara Bill 2015 (Bill No. 25 of 2015)”.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Mian Naseer Ahmed regarding illegal construction of residence after demolition of mosque by PTI leaders and sitting MPAs Mr Nasrullah Dreshak and Mr Ali Raza Dreshak and illegally grabbing 4 kanals government land of Irrigation Department in Jampur, the Motion moved by Ch Amjad Ali Javaid regarding announcement of protest against the Government by contract-employees and teachers working in 118 Commerce Colleges of Punjab for non-payment of their salaries for the last two and a half months,  moreover, they are not fully paid contract-employee’s salary, two Motions moved by Mian Tariq Mehmood, one regarding construction of substandard road worth 55 million rupees in district Gujrat from Chichian to Sadheri via Cheninakwani which was completed in 2014 and within one year it is in disrepair condition and is not fit for traffic load, which is in connivance with the staff of the concerned department with the contractor, and due to their support he is not being blacklisted rather working on other government projects and the other Motion regarding non-provision of privileges to two deceased employees of Punjab Police Mr Khayyam Razzaq a constable while getting training at Elite Training School, Bedian Road, Lahore and the other deceased Mr Muhammad Bhatti Sub-Inspector posted at Shadbagh Lahore Investigation died during police encounter due to sluggishness of officers of the department. The both have neither been conferred upon privileges of a martyr nor their families have received privileges of a civil servant including legal grants and offering employment to one of their dependents and the  Motion moved by Ch Aamir Sultan Cheema regarding massive embezzlement of millions of rupees in Punjab Arts Council has been disclosed for which inquiry has been initiated by Anti-Corruption Department, were kept pending. The Motion moved by Mian Tariq Mehmood regarding dilapidated condition of Matianwali Road near Sekarwali, District Gujrat due to substandard material used by the contractor, whereupon a number of accidents have taken place, was disposed of.

Suspension of Rules:-

On Motions moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, Mian Mehmood-ur-Rasheed, Leader of the Opposition and Mian Muhammad Aslam Iqbal under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolutions:-

Resolution:-

The resolution moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs expressing condolences with the family over the killing of Ch Muhammad Shamshad, MPA (Former Minister for Excise & Taxation), and his son in Kamoke was unanimously passed by the House. The resolution stated that he was a seasoned parliamentarian and remained Member of Punjab Assembly for four terms. The House prayed that his soul may rest in peace.


Resolution:-

Mian Mehmood-ur-Rashid, Leader of the Opposition moved a Resolution expressing solidarity with Rohingya Muslims of Myanmar, Burma and strongly condemned the brutal killing of Muslims including children and women and expressed deep concern over the apathy shown by the UN Security Council, Amnesty International and other international human rights organizations towards the huge number of killings of the Burmese Muslims and urged the federal government to take up the matter at the international forums, was unanimously passed by the House.

Resolution:-

The resolution moved by Mian Muhammad Aslam Iqbal, against the statement of Indian Prime Minister Narindar Modi given during his visit to Bangladesh that India had conspired to dismember Pakistan in 1971 was unanimously passed by the House. The resolution demanded the federal government to take a united line of action against Modi’s statement to show the international community real face of India and that Pakistan government should sever diplomatic ties with India.

GOVERNMENT BUSINESS

Laying of Ordinance

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid “THE PUNJAB INSTITUTE OF QURA’N AND SEERAT STUDIES (AMENDMENT) ORDINANCE 2015” which was referred to the Standing Committee on Religious Affairs and Auqaf with the direction to submit its report within two months.

Consideration and Passage of Bills

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following Bills, which were passed by the House:-  

1. THE UNIVERSITY OF JHANG BILL 2015 (BILL No. 21 of 2015)

2. THE UNIVERSITY OF SAHIWAL BILL 2015 (BILL No. 20 of 2015).

 

The House was then adjourned till Thursday, June 11, 2015 at 10:00 am.

"صوبائی اسمبلی پنجاب کا یہ ایوان چودھری شمشاد احمد خان، مرحوم رکن صوبائی اسمبلی پنجاب (پی پی۔100)/سابقہ وزیر برائے ٹرانسپورٹ و ایکسائز اینڈ ٹیکسیشن اور ان کے صاحبزادے کی ناگہانی وفات پر گہرے رنج و غم کا اظہار کرتا ہے اور ان کے لواحقین سے دلی تعزیت کا اظہار کرتا ہے۔ مرحوم چار مرتبہ ممبر صوبائی اسمبلی پنجاب منتخب ہوئے۔مرحوم کی وفات سے یہ ایوان ایک نہایت شریف النفس انسان اور ایک منجھے ہوئے سیاستدان سے محروم ہوگیا ہے۔ مرحوم بذریعہ سیاست ایک عرصہ سے عوامی خدمت میں مصروف عمل تھے۔ یہ ایوان دُعاگو ہے کہ اللہ تعالیٰ مرحومین کو جنت الفردوس میں جگہ عطا فرمائے اور ان کے پسماندگان کو صبر جمیل عطا فرمائے۔ آمین"

"صوبائی اسمبلی پنجاب کا یہ ایوان میانمار کے مسلمانوں پر ہونے والے ظلم و بربریت کی شدید ترین الفاظ  میں مذمت کرتا ہے۔ بنگلہ دیش کی سرحد کے قریب میانمار کے مغربی علاقے میں بسنے والے لاکھوں مسلمانوں پر زندگی تنگ کر دی گئی ہے۔ ان کا قتل عام کر کے اجتماعی قبروں میں دفنایا جا رہا ہے۔ خواتین اور معصوم بچوں کو بھی انتہائی اذیت ناک ظلم و ستم کا نشانہ بنایا جا رہا ہے اس کے باوجود اقوام متحدہ، سلامتی کونسل، ایمنسیٹی انٹرنیشنل سمیت عالمی ادارے مسلمانوں کے ساتھ ہونے والے اس انسانیت سوز سلوک پر خاموش تماشائی بنے ہوئے ہیں۔

 

یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ اس انسانی مسئلے کو بین الاقوامی سطح پر فوری طور پر اٹھانے کے لئے ضروری اقدامات کئے جائیں۔"

"پنجاب اسمبلی کا یہ ایوان بھارتی وزیراعظم نریندر مودی کی جانب سے "مشرقی پاکستان" کو بنگلہ دیش بنانے میں
بھارتی کردار کے اعتراف کو عالمی برادری کے لئے چیلنج قرار دیتے ہوئے سمجھتا ہے کہ کیا اقوام عالم دوسرے ممالک کی خود مختاری اور اقتدار اعلیٰ کے عزت و احترام کے لئے اسے جائز سمجھتی ہے؟ بھارت اپنے طرز عمل اور اقدامات کے حوالے سے دہشت گردی، تخریب کاری اور سازشوں پر یقین رکھتا ہے اور اپنے مذموم مقاصد کے لئے اپنے ہمسایہ ممالک کو غیر مستحکم کرنے اور انتشار پیدا کرنے کے لئے کسی حد تک بھی جا سکتا ہے۔ لہذا بھارتی وزیراعظم نریندر مودی کے اعترافات جہاں ہماری آنکھیں کھولنے کے لئے کافی ہیں وہاں ہماری وفاقی حکومت کی ذمہ داری بھی ہے کہ وہ بھارت کا مکروہ چہرہ اور بھیانک کردار کو عالمی سطح پر بے نقاب کرے اور اسکی تخریب کارانہ سرگرمیوں سے دنیا کو آگاہ کرے اور بتائے کہ پاکستان پر دہشت گردی کا الزام لگانے والی بھارتی قیادت دراصل خود دہشت گردی کو ابھارنے اور پھیلانے میں کردار ادا کر رہی ہے۔ لہذا اس کے کردار کا نوٹس لیا جانا چاہئے۔

یہ ایوان بھارتی وزیراعظم نریندر مودی کے اس طرز عمل کو شرمناک اور افسوس ناک قرار دیتے ہوئے وفاقی حکومت سے مطالبہ کرتا ہے کہ وہ بھارت کے جارحانہ طرز عمل کے خلاف قومی لائحہ عمل کے تعین کے لئے فوری طورپر قومی قیادت کو اعتماد میں لے کر ایک موثر لائحہ عمل کا اعلان کرے۔"
