(a) CONSIDERATION AND PASSAGE OF BILL
THE TIMES INSTITUTE, MULTAN BILL 2020 (BILL NO. 22 OF 2020)
A MINISTER to move that requirements of rule 96 and all other relevant rules of the Rules of Procedure of Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the said Rules for immediate consideration of the Times Institute, Multan Bill 2020 as may have been recommended by Standing Committee on Higher Education.
A MINISTER to move that the Times Institute, Multan Bill 2020, as recommended by Standing Committee on Higher education, be taken into consideration at once.
A MINISTER to move that the Times Institute, Multan Bill 2020, be passed.

1. THE PUNJAB WAQF PROPERTIES (AMENDMENT) BILL 2020
A MINISTER to introduce the Punjab Waqf Properties (Amendment) Bill 2020.
A MINISTER to move that the requirements of rules 93, 94 and 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the said Rules, for immediate consideration of the Punjab Waqf Properties (Amendment) Bill 2020.
A MINISTER to move that the Punjab Waqf Properties (Amendment) Bill 2020, be taken into consideration at once.

2. THE PUNJAB TRUSTS BILL 2020
A MINISTER to introduce the Punjab Trusts Bill 2020.
A MINISTER to move that the requirements of rules 93, 94 and 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the said Rules, for immediate consideration of the Punjab Trusts Bill 2020.

3. THE CO-OPERATIVE SOCIETIES (AMENDMENT) BILL 2020
A MINISTER to introduce the Co-operative Societies (Amendment) Bill 2020.

4. THE PROBATION OF OFFENDERS (AMENDMENT) BILL 2020

In terms of Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Mr. Muhammad Khan Bhatti, Secretary Assembly announced the Panel of Chairmen as nominated by Mr. Speaker in the following order:-

Fateha
The House offered Fateha on the sad demise of Captain Kashan Ali who embraced martyrdom at the Line of Control.
Laying of Reports
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs presented before the House, the report of Standing Committee on Higher Education in respect of “The Times Institute, Multan Bill 2020 (Bill No. 22 of 2020)”.

Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and answered by Malik Taimoor Masood, the concerned Parliamentary Secretary.
Formation of Special Committee under Rule 187
On a Motion moved by Mr. Muhammad Safdar Shakir, MPA, the Speaker, Provincial Assembly of the Punjab constituted Special Committee No.13 in terms of Rule 187 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 to discuss/deliberate matters relating to Agriculture in the Punjab with the directions to prepare recommendations and submits its report in the Assembly.
Privilege Motion
The Privilege Motion moved by Mr Sami Ullah Khan regarding violation of Rule 79 (A) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, relating to Production of a Member in Custody. Mr. Muhammad Hamza Shahbaz, Leader of Opposition, who was required to attend a meeting convened by Mr. Speaker as per notice issued by the Assembly Secretariat and whose Production Order was duly signed and addressed to the Government, was not allowed to attend the meeting which caused instant Privilege Motion. Mr Speaker assured the House to probe the matter personally.

Consideration and Passage of Bill
Suspension of Rules
On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted leave to suspend rule 96 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 in terms of Rule 234 of the Rules ibid, for immediate consideration of “The Times Institute, Multan Bill 2020” as recommended by Standing Committee on Higher Education, which was later unanimously passed by the House.

Suspension of Rules
On a separate motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted leave to suspend rules 93, 94 and 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 in terms of Rule 234 of the Rules ibid, for immediate consideration of the following Bills, which had been introduced earlier and later passed by the House:
1. The Punjab Waqf Properties (Amendment) Bill 2020;
2. The Punjab Trusts Bill 2020;
3. The Co-Operative Societies (Amendment) Bill 2020;
4. The Punjab Protected Areas Bill 2020; and
5. The Punjab Women Protection Authority (Amendment) Bill 2020.
Introduction of Bills
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced the following Bills, which were referred to the concerned Standing Committees with the directions to submit their report within two months:
1. The Punjab Civil Servants (Amendment) Bill 2020;
2. The Punjab Parole Bill 2020;
3. The Punjab Good Conduct Prisoners’ Probational Release (Amendment) Bill 2020; and
4. The Probation of Offenders (Amendment) Bill 2020.
The House was then adjourned at 05:46 p.m. to meet on Thursday, September 3, 2020 at 02:00 p.m.
